Summary

Ports the data path of upstream steipete#4495 (OpenAI API Live Usage). The UI comes in a follow-up PR.

  • Tokens per minute (providers/openaiapi/live.rs): when Live Usage is on, a successful Admin API refresh also fetches the last hour of 1-minute buckets, grouped by model and batch. It uses upstream's size limits (60 buckets, 400 results, 200 models, 10000 entries) and on-demand windows of 15, 60 or 360 minutes (at most 20 pages). If the live fetch fails, throughput is left empty and the refresh still succeeds. The failure is logged at debug level without the key.
  • Rate-limit headroom (providers/openaiapi/org_limits.rs): matches models exactly, then by dated-snapshot suffix. Computes utilization, pooling and per-model rows. fetch_org_rate_limits scans at most 25 active projects, keeps the highest cap per model, and follows pagination.
  • Core: new ProviderThroughput types, ProviderFetchResult.throughput (not serialized), and FetchContext.live_usage_enabled. The desktop sets the flag from settings. CLI, diagnose, guard, hooks and serve leave it off.
  • Settings: live_usage_enabled (OpenAI API only, default on, saved only when turned off) and validated model_rate_limits with a lenient deserializer.
  • Bridge: camelCase ProviderThroughputSnapshot attached as ProviderUsageSnapshot.throughput (omitted when absent), with matching TypeScript types.

Deferred to the UI PR: chart, Live Usage window, menu-bar tokens-per-minute item, Settings toggle, model-limits editor, i18n, Tauri commands for on-demand windows and org limits, and CUA proof. Not ported: OPENAI_LIVE_MINUTES, and per-token-account limits (OpenAI API has no token accounts on Windows).

Commands run

  • cargo fmt --all -- --check: clean
  • cargo test --manifest-path rust/Cargo.toml: 4696 passed, 1 ignored
  • cargo test --manifest-path apps/desktop-tauri/src-tauri/Cargo.toml: 731 passed
  • cargo clippy -D warnings on both manifests: clean
  • pnpm test: 134 files, 1259 tests passed; pnpm run build: ok

Summary by CodeRabbit

  • New Features
    • OpenAI API usage refreshes can retrieve up to an hour of per-minute token and request activity, including cached input. Minutes that may be incomplete are marked as pending, and Batch traffic is excluded from limit-counted usage.
    • Added support for manually configured per-model organization limits and fetching project rate caps. Live usage requests are enabled by default and can be disabled in settings. Live usage fetch failures do not affect daily usage reporting.
  • Documentation
    • Updated the Windows unreleased changelog with details of live usage reporting. Charts and controls for displaying this data are planned for a future release.

📝 Walkthrough

The OpenAI provider now supports per-minute usage reporting and organization rate-limit calculations. Settings control live usage requests and manual model limits. Refresh results can carry throughput data through the desktop bridge.

Changes: OpenAI Live Usage

Layer / File(s) Summary
Live usage settings and fetch context
rust/src/settings/*, rust/src/core/provider.rs, rust/src/cli/*, apps/desktop-tauri/src-tauri/src/commands/providers.rs
Provider settings add a live-usage toggle and manual model limits. Fetch contexts carry the toggle; CLI fetch paths disable live usage.
Live usage collection and throughput data
rust/src/core/throughput.rs, rust/src/core/usage_snapshot.rs, rust/src/providers/openaiapi/live.rs, rust/src/providers/openaiapi/live_tests.rs
The OpenAI provider builds per-minute usage grids, model summaries, and compact throughput snapshots. Tests cover query construction, parsing, aggregation, pagination, and reporting behavior.
Organization rate limits and utilization
rust/src/providers/openaiapi/org_limits.rs, rust/src/providers/openaiapi/mod.rs, rust/src/providers/openaiapi/tests.rs, rust/src/providers/openaiapi/live_tests.rs
The provider fetches project rate caps and calculates utilization against manual model limits. Utilization pools matching models and excludes Batch traffic and pending minutes.
Refresh integration and failure handling
rust/src/providers/openaiapi/mod.rs, rust/src/providers/openaiapi/live_tests.rs, CHANGELOG.md
Auto/OAuth refresh requests last-hour throughput when live usage is enabled and the result source is the Admin API. Throughput fetch failures leave daily usage available.
Throughput bridge data and compatibility
apps/desktop-tauri/src-tauri/src/commands/bridge*, apps/desktop-tauri/src/types/bridge.ts, apps/desktop-tauri/src-tauri/src/commands/*, apps/desktop-tauri/src-tauri/src/*
Rust and TypeScript bridge types carry optional throughput snapshots. Tests cover serialization and deserialization, and existing fixtures initialize throughput as absent.

Full details: Provider Data Stays Siloed

Explanation

The previous failure remains unresolved. The PR adds rust/src/settings/model_rate_limits.rs, outside the allowed provider and factory paths. Its supports_live_usage function matches ProviderId::OpenAIApi (lines 106-109), and shared Settings methods use that branch for live usage and model limits (lines 114-145). The shared desktop fetch-context builder calls settings.live_usage_enabled(id) for all providers at apps/desktop-tauri/src-tauri/src/commands/providers.rs:483. This is provider-specific branching in shared code and matches the explicit failure condition.

Resolution

Remove the ProviderId::OpenAIApi branching from rust/src/settings/model_rate_limits.rs. Move provider-specific capability selection into rust/src/providers/openaiapi/ or rust/src/core/provider_factory.rs, and keep shared settings access generic so the shared context does not match a specific provider.

Full details: Ui Changes Include Windows Proof

Explanation

The PR changes apps/desktop-tauri/src/types/bridge.ts and the Windows settings implementation in rust/src/settings.rs, rust/src/settings/model_rate_limits.rs, and rust/src/settings/types.rs. These match the custom check's user-visible trigger. The PR description has no screenshots and no proof note from a fresh Windows build; it only reports generic build/test commands and says CUA proof is deferred.

Fixed the saturating-arithmetic nitpick in org_limits.rs: the pooled token and request sums now use saturating_sub/saturating_add with explicit u64 accumulators.

On the "Provider Data Stays Siloed" pre-merge check: live_usage_enabled and model_rate_limits are per-provider settings fields gated to OpenAI API, following the existing pattern in rust/src/settings/ (optional_details.rs, provider_workspace.rs, api_keys.rs all gate fields by ProviderId). No data from one provider reaches another provider's UI. The live fetch and org-limit logic live in rust/src/providers/openaiapi/.

On the UI-proof warning: this PR changes no rendered UI. The bridge field is additive and nothing displays it yet. CUA proof will come with the Live Usage UI PR.
