Wait for delayed hash-route rendering after goto - #1340
Changing only a URL hash with goto could return before a delayed hashchange handler rendered its content. Installing the tracker after navigation misses the URL change, and comparing raw URLs also misses equivalent spellings.
Track before the action and use the actual navigation response to identify a newly committed document. Same-document gotos retain their tracker and goto grace, including URLs with omitted slashes, omitted schemes, default ports, normalized hosts and paths. Confirmed new-document commits bypass the old document's settle cap and retain the shared navigation budget.
Goto tracker startup uses the existing 500 ms grace as its deadline. If startup expires, requests remain tracked and navigation can begin. A known same-document URL change is preserved in the replacement tracker so the existing delayed-render wait still applies. When a hash handler redirects to a new document, clear that same-document expectation so the destination receives its load and post-load waits.
Validation on Python 3.15: all 75 focused browser tests passed across execute-settle, settle rules, goto waits, and backend contracts. Both hash-redirect regressions failed before the fix and passed afterward, covering normal tracker startup and expired startup with a slow destination image followed by load-triggered data rendering. Ruff, basedpyright (zero errors/warnings), and applicable pre-commit checks passed. An earlier broader browser/session run had one unrelated failure waiting for external IANA navigation before settling; that external test was not rerun for this fix.
Rebased onto main 7cbb5e3. Verified on head 93c6e44: the required tests gate, Python 3.15 offline suite, Python 3.11 compatibility, both staging/live shards, README live checks, and all other applicable checks passed. Greptile approved with 5/5 after five reviews and zero unresolved threads; CodeRabbit completed with no actionable findings.

Bug Fixes
Improved navigation reliability when opening a new page, allowing it to load within the available navigation time even if the previous page is unresponsive.
Fixed hash-based navigation so delayed content updates are detected without waiting on the previous page’s loading activity.
Improved hash navigation across equivalent URL formats and both default and load-based waiting modes.
Improved handling of redirects and slow tracker startup during navigation, so known URL changes are still checked for rendered content.

Walkthrough
Goto settling now distinguishes new-document navigation from same-document URL changes. The execution path starts the settle tracker for settling actions. For gotos, tracker startup uses LONG_GRACE_MS, and request settling receives the same grace interval. New-document detection requires a changed URL and a navigation response. Tests cover blocked tracker startup and delayed hash-route rendering.
No actionable issue is established; the change is mergeable after normal checks.

Explanation
The title "Wait for delayed hash-route rendering after goto" matches the main change. The PR objectives say the change addresses goto returning before delayed hashchange content renders. The settle.py and execution.py changes add waiting for that case, and the new tests cover delayed hash-route rendering after goto. The title is specific and concise, and it names the primary behavior change.
