Wait for what a new page fetches after its load, and settle goto - #1333
Follow-up to merged #1322, targeting main. The four follow-up commits have been replayed onto the merged base, preserving its Enter/scroll readiness, replacement-tab handling, and request-noise filtering.
After a click or a goto, the next observation could see a page before the data it fetches had arrived. A product page showed only its header and footer, and a cart showed no rows. This PR fixes these cases in notte_browser/settle.py.
Changes
Data fetched after the load event. After a click (or a reload or a new tab), a new page was waited for until its requests were done and its DOM had settled, then until its load event. If it had already loaded by then, it wasn't watched any longer, so a fetch its load handler started on a short timer was missed. It's now watched from the load event for at least LONG_GRACE_MS (500 ms), and until it settles, whether the load came before or after the first settle.
Requests behind a CORS preflight. A request a page sends as soon as another one ends (a JSON POST to an API on another origin) needs a preflight first. The browser reports that request only once the preflight has answered. On demoblaze, the product request was reported 220 ms after the settings request ended, longer than the 200 ms quiet window. After its load, a new page is now also waited for until 500 ms have passed since its last request started or ended. That's close to the network idle that clicks used before #1322, but only for fetch / XHR / script / document requests. Both rules live in settled().
goto. A goto waited for the load, then slept 500 ms twice. A single-page app's data requests can outlast that on a busy machine. With the default wait (wait_until unset or load), goto now waits for its page like a click's new page instead. Other wait_until values and goto_new_tab are unchanged.
Script requests. A single-page app often loads a route's code (a script chunk) before it changes the URL and renders. Scripts weren't tracked, so a click whose only visible change was the added <script> element counted as settled before the chunk arrived. Script requests are now waited for like fetch and XHR.
Requests a page keeps open are still dropped at the 3 s cap, and they aren't waited for a second time after the load. A default goto tracks requests before commit and waits directly for the destination, sharing one navigation budget; a slow commit cannot consume the old document's settle window and skip the load wait.
A static page loaded with goto returns about 500 ms after its load, instead of 1 s.
Pages that keep loading scripts after an action (ad scripts) wait for them, still bounded by the 3 s cap.
Tests
tests/browser/test_execute_settle.py. Each of these fails on #1322:
a click to a page that fetches its content 250 ms after its load;
a goto to a page whose content arrives 1.2 s after its load;
a click whose route change waits for an 800 ms script.
Also added: a page whose second request waits on a real CORS preflight. It passes on #1322 too, by a few tens of ms, so the rule itself is covered by tests/browser/test_settle_rules.py, which fails on #1322.
Also covered: a slow commit followed by fetched content, and a stalled load sharing the original navigation timeout. The slow-commit regression was reproduced before fixing it. Existing #1322 regressions remain intact.
The mock window used by the offline session tests gets the page methods the settle calls, now that goto settles. New mock callbacks and tracker results use concrete types.
Validation on the final integrated branch: 91 focused browser/session tests passed (one existing skip), including the slow-commit regression. Ruff, basedpyright (zero errors/warnings), and the other applicable pre-commit checks passed. The full offline gate on the rebuilt integration checkout passed 3,154 tests plus 223 subtests (seven existing skips). The hash-route review finding is being handled in a separate follow-up because this PR merged before that fix was pushed.

Three of the five base failures were pages observed before their data arrived: two empty product pages after a click, and a blank category page right after goto. The other two base failures and one head failure are a cart left empty by the add-to-cart request (a same-document click, see below). The other head failure is the decider adding the item twice.
Not covered: a click that stays on the same page and sends a request behind a CORS preflight still gets the click's 500 ms grace only.
Browser navigation in the default and load wait modes now waits for destination requests and scripts to settle before continuing, improving reliability when content renders shortly after navigation.
Pages with activity after load are given time for requests to finish, reducing the chance of interacting with incomplete content.
Navigation and page settling share a timeout budget, including when navigation commits late.
Navigations using other wait modes retain their existing behavior.
Page settlement now tracks script requests and applies minimum elapsed-time and request quiet-time thresholds after load. Eligible goto actions wait for navigation to commit, then wait for destination requests to settle within the navigation timeout budget. Other wait_until values retain their requested navigation wait. New tests cover delayed rendering, post-load requests, timeout behavior, and script-driven navigation.
Hash-only navigation can return before delayed page content appears. This is a bounded issue to fix or explicitly accept before merging.

Explanation
The title "Wait for what a new page fetches after its load, and settle goto" matches the main change. The PR makes new pages wait for requests (fetch, XHR, script, document) after their load event, and makes goto with wait_until unset or load use the new-page settling path. Both parts are in the raw summary and objectives. The title is specific and concise, is 13 words and 64 characters, and has no file lists, emojis, or vague terms.

… a goto
A click's new page was waited for until its requests were done and its
DOM settled, then until its load event. When it had loaded by then, it
was not watched any longer, so data it fetched once loaded, on a short
timer, was missed: a product page showing only its header and footer.
A goto waited for the load, then slept 1 s in total, which a single-page
app's data requests can outlast on a busy machine.
After a click (or a reload, or a new tab) the new document is now watched
from its load event for at least LONG_GRACE_MS (500 ms), and until it
settles, whether it loaded before or after the first settle. Requests the
page kept open past the cap are not waited for a second time.
A goto with the default wait (the load) now waits for its page the same
way instead of the fixed sleeps. With another `wait_until` it is
unchanged. The mock window used by offline session tests gets the page
surface the settle reads.

A click that changes the route of a single-page app often loads that
route's code first (a script chunk), then changes the URL and renders.
Scripts were not tracked: once the grace passed with only the script
element added, the page was taken as settled before the chunk arrived,
so the next observation still showed the previous route.
Script requests are now waited for like fetch / XHR ones.

…after its load
A request a page sends as soon as another one ends (a JSON POST to an API
on another origin) needs a CORS preflight first, and the browser reports
it only once the preflight has answered. Until then nothing is in flight:
on demoblaze the product request was reported 220 ms after the settings
request ended, past the 200 ms quiet window, and the click's product page
was observed with its header and footer only.
After its load, a click's new page (or a goto's) is now waited for until
LONG_GRACE_MS have passed since its last request started or ended, as
well as since its load event. Both rules are in `settled`, with tests.

…for its page
A goto now commits, then waits for its page through the settle. The
settle's budget restarted after the commit, so a page that answered late
and never loaded could hold the caller for up to twice `timeout_goto_ms`.
For a goto the budget now counts from its start, as the load wait it
replaces did.
