What this PR does / why we need it:

Adds GCP resource-label E2E coverage for customer-project PSC Addresses and ForwardingRules, management-project router ForwardingRules, and existing VM/disk resources. It also adds the GCP create CLI resource-label input and registers SHARED_DIR for CI WIF credentials and project data.

This is a follow-up to #9612. The branch intentionally includes that unmerged PR as its base; rebase this PR after #9612 merges, and do not merge it first.

Which issue(s) this PR fixes:

Fixes GCP-1228

Special notes for your reviewer:

The coordinated release configuration is in openshift/release#85469 (draft). It configures the known CI label and required forwarding-rule label permission.

Summary by CodeRabbit

  • New Features

    • GCP hosted clusters now support custom resource labels through the repeatable --resource-labels option, using key=value entries.
    • Labels are applied to supported Private Service Connect, router load balancer, virtual machine, and persistent disk resources.
    • Invalid label formats, duplicate keys, reserved prefixes, and keys or values that exceed GCP’s limits are rejected during cluster creation.
  • Tests

    • Added end-to-end coverage validating resource labels across GCP networking, compute, and storage resources.

Pipeline controller notification
This repo is configured to use the pipeline controller. Second-stage tests will be triggered either automatically or after lgtm label is added, depending on the repository configuration. The pipeline controller will automatically detect which contexts are required and will utilize /test Prow commands to trigger the second stage.

For optional jobs, comment /test ? to see a list of all defined jobs. To trigger manually all jobs from second stage use /pipeline required command.

This repository is configured in: LGTM mode

Skipping CI for Draft Pull Request.
If you want CI signal for your change, please convert it to an actual PR.
You can still manually trigger a test run with /test all

Walkthrough

The GCP create command adds a repeatable --resource-labels flag. It validates label keys and values, rejects duplicate keys and disallowed goog prefixes, and assigns valid labels to GCPPlatformSpec. The end-to-end tests add checks for labels on PSC and router forwarding resources. They use workload identity credentials from the optional SHARED_DIR environment variable.

Full details: Ipv6 And Disconnected Network Test Compatibility

Explanation

The new Ginkgo tests require external GCP Compute API connectivity. newGCPComputeClient creates an authenticated Google Compute client with compute.NewService, and the tests call Compute API methods for instances, disks, addresses, and forwarding rules. These services are outside the cluster and are unavailable in disconnected CI. No hardcoded IPv4 address was found.

Resolution

IPv6 and disconnected network compatibility notice: This test may contain IPv4 assumptions or external connectivity requirements that will fail in IPv6-only disconnected environments. Please verify your test works on IPv6 by running an additional CI job: /payload-job periodic-ci-openshift-release-master-nightly-4.22-e2e-metal-ipi-ovn-ipv6 If the GCP API calls cannot use an approved internal path in disconnected environments, add [Skipped:Disconnected] to the affected test names. In the openshift/origin repo, use GetIPAddressFamily() or GetIPFamilyForCluster() for any IP-dependent behavior, and use net.JoinHostPort() for IPv6-safe host and port construction.

I haven't done a detailed review yet but a quick scan shows me a couple of things that will need addressed.

All new tests must be labeled Informing, and the code will currently fail linting as of #10112 due to use of v1 utility code, you will want to rebase

#10115 also updates the guidance in AGENTS.md in these areas, the user facing docs aren't up to date at the moment so I recommend taking a look at the changes to get a better understanding of the latest v2 e2e expectations for test authors
