Relates to GCP-1228, the GCP-916 sub-task for comprehensive resource-label E2E coverage.

This supersedes #85464, which was associated with the PSC-only follow-up under GCP-1211. It configures the known GCP resource label and grants the forwarding-rule label permission required by the coordinated HyperShift E2E change.

Summary by CodeRabbit

This change updates OpenShift CI’s HyperShift GCP cluster setup for resource-label E2E coverage. The create step passes hypershift-e2e-resource-labels=enabled to the HyperShift CLI when it creates a HostedCluster.

The hypershiftPSCOperator custom role also gains compute.forwardingRules.setLabels, so the operator can apply labels to GCP forwarding rules. The role already includes compute.forwardingRules.get.

These changes support the GCP-1228 and GCP-916 resource-label work.

Reconcile an existing hypershiftPSCOperator role. If this step targets an existing project, the else branch leaves a role created before compute.forwardingRules.setLabels unchanged. A subsequent forwarding-rule label request can fail unless the role already has the required labeling permission. The standard workflow creates a new control-plane project before this step, so it recreates the role and is not affected. Update the existing role only to support reruns or existing projects.

Update existing custom roles when permissions change.

When hypershiftPSCOperator already exists, the script skips creation and never applies the new permissions. A reused control-plane project can therefore retain the old role, causing forwarding-rule operations to fail with PERMISSION_DENIED after setup succeeds. Update the existing role with ROLE_PERMISSIONS, or verify that its permissions match before continuing.
