Update existing custom roles when permissions change.

When hypershiftPSCOperator already exists, the script skips creation and never applies the new permissions. A reused control-plane project can therefore retain the old role, causing forwarding-rule operations to fail with PERMISSION_DENIED after setup succeeds. Update the existing role with ROLE_PERMISSIONS, or verify that its permissions match before continuing.

Update the existing-role branch for hypershiftPSCOperator so it applies
ROLE_PERMISSIONS to ROLE_NAME in CP_PROJECT_ID instead of only skipping
creation. Keep the creation path unchanged.
