Represent small nonprofits in the salary data (30 orgs under $1M) - #405

Conversation
235 organizations (was 206), 1,163 people (was 1,126), from 87 more under-$1M filings across the same 49 states + DC. The explorer record list now includes the highest-paid person at each of the 30 best-paying organizations under $1M in revenue - before this change it held zero small orgs, because it was a straight top-60 by pay. Caption updated to say so. Data built by the Grant Finder v2 crawler (pick_samples in src/v2/sources/salaries.py). Code written by Tarry (Muse) - Model: Muse Wonder, Effort: xhigh

What this does
Fixes what Greg flagged on test.ohack.dev/nonprofit-salaries: the explorer record list had zero organizations under $1M in revenue, because it was a straight top-60 by pay and small-org pay never reaches that cutoff.
Crawler side: commit 14562cd on nonprofit-grant-web-crawler PR #4 (data + the pick_samples selection change in src/v2/sources/salaries.py, 12 tests passing). Summary comment: opportunity-hack/nonprofit-grant-web-crawler#4 (comment)
Checked: ESLint passes on the changed page; the data file is the crawler merge output, verified counts above.
Diagram note: the Archify diagram for these pages is still owed, same as the earlier salary PRs.
