feat(catalog): principal-aware model catalog for GET /v1/models - #1839
Adds an experimental model_catalog filter (model-catalog-filter feature, off by default) that serves an OpenAI-compatible model catalog filtered per principal:
The proxy answers GET /v1/models and GET /v1/models/{id} itself from static config. Nothing is forwarded upstream. Other paths pass through; other methods on the catalog paths get a 405.
Each entry may set visible_to (subjects / roles / teams) and is matched against AuthenticatedIdentity. default_visibility: authenticated requires an identity even for unrestricted entries.
Hidden and unknown models return the same 404 model_not_found, so callers can't discover models they can't access.
Objects keep the OpenAI shape (id, object, created, owned_by). Catalog metadata (provider, version, capabilities, cost tier, aliases/alias_of) is nested under a praxis key that SDKs ignore. Capabilities are a closed enum declared by the operator and are not verified upstream.
Aliases are listed as their own objects, so catalog IDs match the public IDs that inference routing accepts. The example pairs the catalog with model_to_provider.
Model objects are serialized once at build time. Responses are cache-control: private, no-store.
Deferred to follow-ups: aggregating upstream /v1/models with refresh, swapping visible_to for the #712 access policy, and tenant matching. The catalog controls discovery only and does not enforce inference access.
Related issue
Part of #1067 (covers the static, principal-filtered catalog; upstream aggregation and dynamic refresh remain open).
Validation
Unit tests: cargo test -p praxis-ai-filters --features model-catalog-filter -- catalog::
Integration or functional tests: cargo test -p praxis-tests-integration --features model-catalog-filter,basic-auth-filter --test suite -- examples::model_catalog; uv run tests/integration/sdk/openai/test_openai_models.py (new models-sdk CI job)
make lint (clippy across all feature combinations, rustfmt check, lint-xtask) and make doc. cargo machete was not run locally because it isn't installed; no dependencies were added.
Checklist
I reviewed every changed line and can explain the change.
New capabilities include an example config and functional example test.
User-facing behavior and generated documentation are updated.
Performance-sensitive changes include appropriate benchmark or load-test evidence.
Commits are signed and include a Signed-off-by trailer.
Breaking changes
None. The new filter is opt-in behind an experimental feature.
Add an experimental model_catalog filter (model-catalog-filter feature)
that answers GET /v1/models and GET /v1/models/{id} from static config
without contacting an upstream. Entries may restrict visibility to
AuthenticatedIdentity subjects, roles, or teams; hidden and unknown
models return the same 404 model_not_found. Catalog metadata (provider,
version, capabilities, cost tier, aliases) is operator-declared and
nested under a praxis key that OpenAI clients ignore. Model objects are
serialized once at build time.
Includes unit tests, the model-catalog example with functional tests,
an OpenAI SDK test with its CI job, and generated filter docs.

Allow HEAD on catalog paths.
on_request returns 405 with Allow: GET for every method except GET. This rejects HEAD requests on catalog paths. Treat HEAD like GET and advertise both methods in Allow.
