feat(metadata): dispatch metadata.fetch to one named source - #281
Policy evaluation needs one configured metadata source to return acquired facts through a dedicated hook. Ordinary hook dispatch would run every metadata.fetch handler, and policy-mode route resolution returns no ordinary plugin chain, so a source the caller already named would never run.
Add the unphased metadata.fetch hook, with MetadataFetchRequest and MetadataFetchResult. The request names one plugin instance and carries the acquired-facts record the handler returns. Framework code still validates, stamps, and installs that record.
Let a payload name its target plugin. invoke, invoke_named, and invoke_by_name then dispatch only that instance and skip route filtering. A missing instance denies with plugin.not_found.
Keep the capability-filtered extension view. A handler cannot install a metadata record by writing MetadataExtension; a forged record is dropped on the way back.
Reject a handler whose hook family is not metadata, both on direct registration and on configuration load.
Document metadata.fetch in the pipeline hook table.
APL fetch(name), route scheduling, and an HTTP metadata source stay out of scope.

Summary by CodeRabbit
New Features
Added a metadata-fetch operation that lets a named configured source provide acquired facts for a request. Returned records are capability-filtered, validated, and assigned provenance before use.
Documentation
Documented metadata fetching as a policy operation, separate from HTTP lifecycle hooks, including how sources are selected and how results are handled.
The change adds the typed, unphased metadata.fetch hook for named metadata sources. It registers and exposes the hook, documents its request and result, and adds tests for dispatch paths, source selection, metadata visibility, and handler-family checks.
Defines MetadataFetchRequest, its optional facts, typed result, and the unphased metadata.fetch hook.
Hook registration and public exposure crates/ppe-core/src/hooks/metadata.rs, crates/ppe-core/src/hooks/types.rs, crates/ppe-core/src/lib.rs, crates/ppe-core/src/prelude.rs, crates/ppe-core/src/plugin.rs, docs/content/pipeline.md
Registers metadata.fetch in the built-in hook registry and exposes it through the crate root and prelude. The plugin documentation and pipeline hook table describe the hook.
Named dispatch and source validation crates/ppe-core/src/engine.rs, crates/ppe-core/src/metadata.rs, crates/ppe-apl-runtime/src/dispatch_plan.rs
Adds tests for direct, typed, dynamic, and configuration-based dispatch, unknown source lookup, capability-filtered metadata, and handler-family mismatches. Engine-local names and a dispatch-plan comment also change.

The change does not deliver its stated named-source dispatch behavior through the engine entry points. A request for one metadata source can run another source, skip the requested one, or succeed silently for a source that does not exist. This should be fixed, with direct tests, before merging.

Explanation
The title "feat(metadata): dispatch metadata.fetch to one named source" matches the main change. The PR adds the unphased metadata.fetch hook with typed request and result types, and that hook dispatches to one plugin instance selected by name. The title is concise, specific, and follows the conventional-commit style. The changeset also includes docs, registry updates, and rejection rules, but the title does not need to cover those details.
Full details: Out of Scope Changes check
Explanation
The changed files support issue #240 or its documented scope. Changes include crates/ppe-core/src/metadata.rs (hook, request/result types, tests), the hook table and registry tests in hooks/metadata.rs and hooks/types.rs, the crate root and prelude exports, the PluginConfig.hooks doc comment in plugin.rs, the pipeline hook table in docs/content/pipeline.md, and the engine.rs local renames. No APL fetch(name) syntax, route scheduling change, HTTP metadata source, or generic PIP backend trait appears in the diff.
The engine.rs renames have no behavioral effect. They are related to the invoke paths that #240 requires to change, but they do not implement that change. The dispatch_plan.rs comment edit removes text that described invoke_named behavior. This is a documentation edit in a file that the PR touches for the same dispatch concern. Neither edit is unrelated to the issue.
Full details: Linked Issues check
Explanation
Issue #240 is the directly linked issue. Its coding requirements include named-source dispatch through PolicyEngine::invoke_named, actionable errors for unknown named sources, and tests for named dispatch. The PR description also claims that invoke, invoke_named, and invoke_by_name dispatch only the named instance, skip route filtering, and deny a missing instance with plugin.not_found.
The whole-PR diff of crates/ppe-core/src/engine.rs (merge base to head) changes only local names and comments. It renames all_entries to hook_entries and adds an alias entries_for_hook = hook_entries. It has no hunk that reads a request target, selects one registry entry, skips filter_entries_by_route for a named target, or emits plugin.not_found. The raw summary also states that route filtering and dispatch behavior are unchanged. No other changed file adds targeting logic. MetadataFetchRequest in crates/ppe-core/src/metadata.rs stores the instance name but does not implement any dispatch hook.
The named-dispatch tests in metadata.rs do not exercise the engine targeting. They filter entries with find_plugin_entries("second") and then call invoke_entries directly. The test unknown_named_source_denies_with_an_actionable_error asserts only that find_plugin_entries("missing") is empty. It does not assert a denial or plugin.not_found. The capability test calls invoke_named with one registered source, so it cannot show that other sources are skipped.
Covered parts: the typed MetadataFetchRequest and MetadataFetchResult types, the unphased metadata.fetch hook declaration, capability-filtered extensions, rejection of forged MetadataExtension records, and documentation. The truncated part of metadata.rs was not inspected. Its registration-mismatch and configuration-load tests are therefore not verified here.
The previous PASS is superseded. It cited engine target filtering that the current whole-PR diff does not contain.
Resolution
Implement instance-targeted dispatch in PolicyEngine::invoke, invoke_named, and invoke_by_name for MetadataFetchRequest payloads. When the payload names an instance, select only the registry entry for that instance and skip route filtering. When no entry matches, deny with plugin.not_found. Add tests that call these engine entry points (not pre-filtered invoke_entries) with two registered sources, and assert that only the named source runs. Add a test that asserts the plugin.not_found denial for an unknown instance.

Approving this. 👏 Nice foundational piece — it slots the missing dispatch layer in neatly between the metadata.* extension that already landed and the future fetch(name)/metadata/http work.
The core idea reads well to me: target_plugin() + entries_for_target let a caller pin dispatch to one named instance and bypass filter_entries_by_route, which is exactly right for policy mode where the ordinary chain is deliberately empty — route filtering could only discard a source the evaluator explicitly asked for. I like that capability gating isn't lost in the process (it still runs in the executor on merge-back, not in route filtering), and that a missing instance fails closed with a named plugin.not_found rather than silently resolving to nothing.
Nice test coverage is the part. Not just happy paths.
Caveat: I'm still getting up to speed on Rust and the engine internals, so treat my read of the dispatch code as a sanity check rather than an expert review. Nothing here blocks from my side.
