Run routine Dependabot version updates for GitHub Actions and uv monthly instead of weekly. Remove the GitHub Actions group so dependency updates remain separate, retaining the existing seven-day cooldown.
Set pre-commit.ci hook updates to monthly and preserve skip: [uv-lock]. Hook updates remain bundled because pre-commit.ci has no ungrouping option. Keep the existing local zizmor workflow unchanged.
Validation: changed YAML passed repository hooks. GitHub CI checks are required before merging.
