Add colorlog support

Description

It would be very nice if support for colorlog could be added, for colorizing log outputs for launch files.

Motivation

Makes logs look nicer & easier to skim over

Design / Implementation Considerations

Should be relatively easy to implement, just check if RCUTILS_COLORIZED_OUTPUT is set to 1 (maybe add another variable?) or the process is detected to be running in a tty, and then replace the Formatter with a ColoredFormatter:

@solonovamax i've impl color support via colorlog (see https://github.com/andreas-loeffler/launch/tree/feature/enable_color_logging). But since it depends on the python3-colorlog apt pkg i had to add the corresponding rosdep key first, as soon as its relating PR (ros/rosdistro#49860) is being merged i willl open the PR on the launch repo with the newly added color logging feature.

The implementation of the color coding was pretty much according to what you recommended, its being enabled/disabled according to RCUTILS_COLORIZED_OUTPUT and depending on the tty usage
