Outcome
Add scoped Quirk working defaults and general guidance for selecting sufficient completion scope. The guidance separates thinking breadth, execution increments, and completion commitment. It defines eight situations requiring broader work, preserves explicit small-task limits, and requires unfinished handoffs to explain their stopping reason.
AGENTS links to the shared guidance. Hierarchy, inheritance, evidence, continuity, and source ownership remain explicit. This is a documentation projection with no new concept IDs or execution grants.
Scope
AGENTS.mdlinks the working source.docs/governance/WORKING_DEFAULTS.mddefines shared defaults and scope-selection guidance..quirk/evidence/binds substantive revisions to their bytes and checks.Use complete-loop implementation, adequate evidence coverage, developed creative experiences, or completed authorized batches when the request requires them. Reflection and play can finish without an action item. Current instructions, scoped authority, and agreed resource limits remain controlling.

scripts/validate.shran 233 tests: 232 passed and one failed becausedocs/todos/2026-10-03-workspace-portfolio-plans.mdis past its October 17 review date. That file is unchanged from the prior PR head. The script stops at that failure; later stages are not counted as passed.Separate checks passed: diff whitespace, agent asset validation, and existing evidence receipt validation. Exact-range receipt coverage is checked before pushing. Full repository validation remains blocked by the overdue planning document. No hosted CI, runtime adoption, improved human outcomes, merge, or admission is claimed.
Authority and recovery
The guidance carries forward existing authorization without creating permission for unrelated publication, spending, messages, destructive effects, deployment, or canonical promotion. This remains a draft. Revert the scoped documentation and its follow-up receipt to recover; preserve historical evidence and concurrent changes.
