docs(plans): kernel parking for a seat narrowed to one pod (TASK-214) - #2604
This designs TASK-214, kernel parking. It is the first of the CTO's two conditions for the outside offer, and 82411 assigned it.
Proposed, not built. It builds on A, the runtime-token narrowing in #2386, which has not merged. Every cite is read at mainc732326a.
What it proposes:
At N = {P}, two calls park instead of being refused: a post into another pod, and a DM that would open a new room. Each becomes an approval card in P.
The person who installed the seat in P decides. The card shows the params and names who will read the result.
Approve re-checks what the park assumed, then runs the route's own path. That path becomes one function with two callers, so the two cannot drift.
A still refuses every other write outside P, and three of its refusals gain a pointer to the path that works. A seat narrowed in two or more pods is refused as today.
It answers the five questions in the row's 2026-10-14 note: who decides, park or refuse, what the card shows, the native hook, and the override.
Also in this PR:
The 2026-10-14 sketch and the Still open line are marked superseded.
The TASK-213 header records that connector-ops adopted dc53ab37 as the build spec (81864).

Define grant-bound expiry for TASK-214 cards.
The existing parked-call contract caps a card at the grant expiry. TASK-214 instead states only that the card lives 24 hours, although multiple grants may reach the same pod. Bind each card to the grant or grants that make the action eligible, use the earliest applicable expiry, and close the card when those grants are revoked or expired. Test both expiry and revocation before approval.

…t (TASK-214)
CodeRabbit on #2604 at 7041d8a: the parked post and DM named no source
for the identity the executor runs as, and the card's 24-hour life was
not tied to the grants. A card now records the seat's agentUserId beside
agentName and instanceId; Approve derives the seat's pods and authoring
installation from those, never from the decider, and a DM keeps the
target the card names. A parked card is not capped at a grant's expiry,
because its premise is N = {P}, which Approve re-checks.

docs(plans): kernel parking for a seat narrowed to one pod (TASK-214) #2604 (comment) — fixed. A new "As whom it runs" bullet: the card records agentUserId beside agentName and instanceId, and Approve takes the seat only from those, never from the decider. It derives the seat's pods as agentRuntimeAuth does, picks the post's installation as the route does, rebuilds both DM members from the recorded users, and never re-resolves an alias. An omitted messageType is text (agentMessageService.ts:997).
docs(plans): kernel parking for a seat narrowed to one pod (TASK-214) #2604 (review) (other comment, line 693, grant-bound expiry) — not fixing as proposed: a parked post or DM spends no grant. Its premise is N = {P}, which outlives any one grant while another reaches P, and ends with no grant lapsing when a grant reaches a second pod. So Approve re-checks N and ends the card refused; Endings now says this, and a walk covers the revoked grant.

Define the continueAnyway contract for parked posts.
The post route skips AgentSendFreshness.unseenMessages when continueAnyway is true, but the proposed parked payload does not preserve that field. Approval runs the route’s own path. Unless the executor preserves the bypass, approval can return 409 when unseen messages arrive.
Store and replay the flag, or reject it before parking and document that approval always re-runs the freshness check. Add a walkthrough with unseen messages.

TASK-214 plan gate. This review covers the proposed contract, not an implementation. The PR changes only docs/plans/hosted-mcp-connection-scope.md; the build and #2386 remain separate.
Two contract gaps need resolution before this plan is handed to an implementer:
A refused card can strand its promised ending. The plan says leaving P invalidates N={P}, so Approve refuses, and says each ending wakes the seat (docs/plans/hosted-mcp-connection-scope.md:694-699). The proposed tool-call-shaped event is enqueued against the card's P (approvalActionService.ts:710-748). Runtime-token /events filters to the seat's current installation/agent-admin pod IDs (agentsRuntime.ts:603-631, agentRuntimeAuth.ts:170-192,242-252), and AgentEventService.claimPage applies those pod IDs to the pending query (agentEventService.ts:1560-1579). If the seat leaves P but remains installed in Q, its poller cannot see the P event. If it loses its last installation, authentication returns 401. Specify a deliverable ending path or explicitly narrow the wake guarantee for that transition, and walk it. The current wording promises a wake that the cited event system cannot deliver.
Parked posts omit a behavior-changing input. The post route skips its send-freshness hold for continueAnyway: true (agentsRuntime.ts:2180-2189), but the plan's parked payload records only pod/content/reply/thread (docs/plans/hosted-mcp-connection-scope.md:687). Its Approve step says route checks still pass without saying whether that flag is replayed (:693). A request that was valid at park can therefore either bypass a later 409 or fail with one, depending on the executor. Choose and document one rule, including a new-unseen-message walk. I would re-check freshness on approval unless the override is deliberately made part of the approved parameters.
The rest of the core shape matches the current code: /agent-dm resolves a target and uses the seat as room creator; the post path includes downstream mention/DM wakes; installer/creator resolution is human-gated. ADR-018 D3's message claim is not a kernel post permission. approval.resolved has no claimable message ID and the CLI handles it separately, so the plan does not add a message-claim requirement. Grant-bound expiry is unnecessary if N={P} is rechecked at decision time and a replacement grant may satisfy it.
Checked out this exact head. Commands: git diff --check origin/main...HEAD (clean); git merge-tree --write-tree origin/main HEAD (clean tree); rg/sed/nl on the plan, agentEventService.ts, agentsRuntime.ts, agentRuntimeAuth.ts, approvalActionService.ts, CLI enforcement/dispatch and ADR-018; gh pr checks 2604 --json name, state (required Test & Coverage and all completed checks green). Current PR is non-draft and CLEAN/MERGEABLE. This HOLD dies with the head.
…reaches the seat only in P (TASK-214)
Otto's HOLD at 6b70f69 and CodeRabbit's review at the same head.
- A parked post stores continueAnyway and the card shows it. The shared
post path starts at the send-freshness hold, so Approve runs the hold
again with the stored flag: without it, a message that reached Q after
the seat last read Q ends the run failed with unseen_messages. The card
and the event carry the code, never the messages the hold lists.
- The ending event is enqueued in P, and the seat's poller claims only its
current pods, so the wake is promised only while the seat is in P. Once
it leaves, the ending is on the card and nothing runs.
- Two walks: the hold at park and at Approve, and the seat uninstalled
from P while its card waits.

CodeRabbit's and Otto's findings at 6b70f69, answered at dc9e7be:
docs(plans): kernel parking for a seat narrowed to one pod (TASK-214) #2604 (review) (line 687, continueAnyway): fixed. The park stores continueAnyway, and the card shows it. A post's shared path now starts at the send-freshness hold (agentsRuntime.ts:2180–2233), so Approve runs the hold again with the stored flag. Without the flag, a message that reached Q after the seat last read Q ends the run failed with unseen_messages, and nothing posts. The card and the event carry the code, never the messages the hold lists. A new walk covers the hold at the park, at Approve, and with the flag.
Otto's HOLD, gap 1 (docs(plans): kernel parking for a seat narrowed to one pod (TASK-214) #2604 (review)): fixed by narrowing the wake promise. The ending is enqueued in P, and the poller claims only events in the seat's current pods (agentsRuntime.ts:594–630; agentEventService.ts:1573–1577), so the event wakes the seat only while it is in P. Once the seat leaves P, the ending is recorded on the card and is neither delivered nor redirected. Nothing runs, because Approve's re-check of N refuses the card. A parked tool call's ending already works this way (approvalActionService.ts:729). A new walk uninstalls the seat from P while its card waits and it is still in Q.
Otto's HOLD, gap 2: fixed as in the first line. Approve re-checks freshness unless continueAnyway is one of the approved parameters the card shows.
This supersedes Otto's HOLD at 6b70f69. The proposal now stores and displays continueAnyway; a parked post checks freshness before creating a card and again on Approve using that stored flag. A new unseen message in Q fails the approved run with unseen_messages and no post, while an explicit displayed override passes. The card and ending event do not expose Q's unseen messages.
The ending promise is now conditional on the seat still being installed in P. If it leaves P, Approve refuses because N is no longer {P}; the card records the ending, while the P-scoped event is neither delivered in Q nor redirected. Walks cover both the freshness race and this uninstall case. The text remains explicitly proposed and unbuilt. I found no remaining scoped contradiction with the current send-freshness route or event-poller pod filter.
Commands: git diff 6b70f692 origin/pr-2604 -- docs/plans/hosted-mcp-connection-scope.md; git show origin/pr-2604:docs/plans/hosted-mcp-connection-scope.md; git show origin/main:backend/routes/agentsRuntime.ts; git show origin/main:backend/services/agentSendFreshness.ts; git show origin/main:backend/services/agentEventService.ts; git diff --check origin/main...origin/pr-2604 (clean); git merge-tree --write-tree origin/main origin/pr-2604 (clean). The PR changes one docs file. Exact-head CI and CodeRabbit were pending at filing; revisit any substantive new finding.

TASK-214 plan gate. I checked out this exact head and re-read the full parking amendment against the post/DM routes, runtime authentication, approval executor/event path, agentEventService and ADR-018. No remaining defect found in the requested plan contract.
Both HOLD findings are closed in the amended text:
The park stores continueAnyway, and the card shows it. Approval's shared post path starts at the send-freshness check and uses that stored flag. Without it, newly unseen messages produce failed / unseen_messages with no post; with it, the existing bypass remains explicit. The card and resolution event carry the code without disclosing Q's message previews. The added walk covers the initial 409, a new message during parking, read/retry, and the approved override.
Every ending is enqueued in P, with delivery promised only while the seat can still receive there. Leaving P produces a refused card visible to the decider and no redirected wake in Q. That matches /events' current pod filter and authentication. The new walk removes the P installation while retaining Q. The pending event's default 168-hour retention and possible delivery after reinstall match AgentEventService.garbageCollect; they are now stated rather than hidden behind an unconditional wake promise.
ADR-018 D3 remains intact: a message claim is driver coordination, not kernel authority to post. approval.resolved is handled separately by the wrapper and is absent from its claimable-message event set. The plan keeps seat identity, resolved DM target, human decider, reader re-checks and fail-closed card expiry explicit. Rechecking N={P} also correctly permits a replacement grant reaching the same P without binding this non-tool action to one expired grant.

These check existing contracts cited by the plan; they do not implement or prove the proposed parked post/DM path.
git diff --check origin/main...HEAD: clean. git merge-tree --write-tree origin/main HEAD: clean trial merge against ace2b5f2c. Main is 27 commits ahead; no intervening commit touches the plan. Relevant source overlap is #2595's separate legacy create-pod response cue and #2600's CLI discovery changes; the cited post/auth/event behavior is unchanged.
rg, sed, nl, and git diff verified the amended payload, approval, ending and walk clauses against their cited code. CodeRabbit's replay-context, expiry and freshness findings have explicit author responses in PR comments 6382538941 and 6382707370.
Exact-head CI is complete: 17 success, 1 skipped, zero pending or failing, including required Test & Coverage, Service Tests, all backend shards, frontend, CLI/MCP/runtime and CodeQL. Verified with gh pr checks 2604 --json name, state and paginated commits/<sha>/check-runs. The PR is non-draft and its head remains the measured SHA.
This is a proposal-only PASS. #2386 and the parking implementation remain separate work. This PASS dies with the head.
