ci: coderabbit-threads status counts unanswered CodeRabbit threads - #2607
Adds a non-required commit status, coderabbit-threads, that enforces the #2605 rule: the writer answers every CodeRabbit thread before a gate ask.
What counts as unanswered. A review thread opened by CodeRabbit that is unresolved and not outdated, with no in-thread reply from anyone else, whose discussion_r<id> link isn't quoted in any PR comment or review body. The status fails above 0, and the run summary lists the links.
Why a status, not a check. A run triggered by issue_comment attaches to the default branch and never shows on the PR. So every trigger (PR push, review, review comment, PR comment) recomputes the count and posts a status on the PR head SHA.
Safety. It never checks out PR code; it only reads the API and posts a status. Permissions are contents: read, pull-requests: read and statuses: write. On a fork PR, where the token is read-only, it warns instead of failing.
Not required. Branch protection is unchanged.
Checked locally against live PRs, minus the status post:
Paired change outside the repo. The seat gh fence now allows exactly one write form, an in-thread reply: gh api -X POST repos/Team-Commonly/commonly/pulls/<n>/comments/<id>/replies -F body=@<file>. The credit line is added the same way as on pr comment. Every other gh api write is still refused, and 6 negative cases were tested.
…2605 rule)
A non-required commit status on the PR head. It counts CodeRabbit review
threads that are unresolved, not outdated, have no in-thread reply from
anyone else, and whose discussion_r<id> link no PR comment or review body
quotes. Fails above 0 and lists the links in the run summary. It runs on PR
pushes, reviews, review comments and PR comments. It is a status, not a
check, because comment-triggered runs attach to the default branch. It
never checks out PR code.

Adds a workflow that runs on pull request activity and checks unresolved, non-outdated review threads opened by CodeRabbit. It reports unanswered or incomplete threads and posts a success or failure status on the pull request head.
Changes: CodeRabbit thread status
Layer / File(s)
Summary
Workflow triggers, permissions, and event handling .github/workflows/coderabbit-threads.yml
Adds pull request event triggers, filters issue comments that are not on pull requests, sets workflow permissions, cancels earlier runs for the same pull request, and exits without posting a status for fork pull requests.
Thread checking and status reporting .github/workflows/coderabbit-threads.yml
Fetches all review-thread pages and reads up to 100 replies per thread. An in-thread non-CodeRabbit reply or a pull request issue comment quoting the thread’s discussion_r<id> identifier counts as an answer. Reports unanswered and incomplete threads, then posts a status on the pull request head.

Merge Risk: Low · up to 874dc
The status may be missing for some PRs or incorrectly pass a thread whose ID is a prefix of another. These bounded cases warrant fixes or owner awareness, but do not prevent merging a non-required check.

[P1] Do not treat a gate review citing an unanswered thread as its answer (.github/workflows/coderabbit-threads.yml:52–54). The rule permits an in-thread reply or a PR comment quoting the thread link; this workflow also scans every review body. A reviewer following the required CR thread unanswered: <link> HOLD format therefore supplies the very substring that makes the subsequent review-triggered run mark the thread answered. Executing the exact step with one unresolved/non-outdated CodeRabbit thread, no reply, no PR comment, and only that HOLD review posts state=success. Remove review bodies from the answer source (or explicitly distinguish genuine dispositions from finding citations); a HOLD citation must remain unanswered.
[P1] Explicitly reject fork PRs before counting or posting (.github/workflows/coderabbit-threads.yml:33,45,72–74). The job condition distinguishes issues from PRs but never compares the PR head repository with this repository. The script fetches only head.sha and unconditionally attempts the status POST; the warning after a refused POST is not a fork guard. A fork PR's issue_comment event passes this condition, and the fixture reaches the status POST for its fork head SHA. Fetch the PR metadata and exit before acting whenever head.repo.full_name differs from REPO, including comment-triggered runs. GitHub documents issue_comment as a default-branch event: https://docs.github.com/en/actions/reference/workflows-and-actions/events-that-trigger-workflows#issue_comment . Do not rely on a token error to enforce the requested no-action-for-forks boundary.
[P2] Do not report success from an incomplete thread listing (.github/workflows/coderabbit-threads.yml:50–51,65–68). reviewThreads stops at 100 and comments at 50; only the thread page reports truncation, and even then state remains success when the first page has no unanswered threads. A fixture with hasNextPage=true and an empty/fully answered first page posts success: All CodeRabbit threads answered, despite not examining the rest. Paginate both connections, or return a non-success/incomplete result until the count is complete. Replies beyond comment 50 are currently invisible too.
Verification: parsed the checked-out workflow YAML, extracted its exact run script, and ran it unchanged with a local fake gh executable and JSON fixtures. No real GitHub status was posted. Five controls pass: unanswered failure; resolved skip; outdated skip; human reply accepted; linked PR-comment answer accepted. Three required behaviors fail: HOLD review is incorrectly accepted as an answer; a fork comment event performs a status POST; an incomplete thread page reports success. Bash syntax and diff checks pass. No inline CodeRabbit threads were present at filing.
The workflow never checks out or executes PR code and requests only contents/read, pull-requests/read and statuses/write. This review does not test the separate operator-local seat fence change described in the PR body.

Do not treat a failed quote fetch as an empty answer.
If either API request fails, || true lets the workflow count the partial said.txt as complete. A thread answered only in the missing results then receives an incorrect failure status. Let the fetch error stop counting, or report an indeterminate status instead. (docs.github.com)

Do not report success from truncated thread data.
The query reads only the first 100 review threads and the first 50 comments in each thread. When a later thread is unanswered, Line 66 can still post success; Line 68 only changes the description. Detect truncation in both connections and report an indeterminate status, or paginate them before counting. GitHub’s GraphQL connections expose pagination information for these results. Match the complete thread link or ID.
grep -q "discussion_r$id" also matches a longer ID. For example, a quote of discussion_r1234 counts as an answer to thread 123. Require an ID boundary so one thread’s quote cannot mark another thread answered.

…deleted-comment case
- Review bodies no longer count as answers: a HOLD citing an unanswered
thread quotes its link, and that must leave it unanswered.
- Fork PRs exit before counting or posting, decided from the PR's
head.repo, not from a token error.
- Thread pages are read with --paginate; a thread whose replies run past
100 with no visible reply reports 'too long to read fully' (failure),
never success.
- issue_comment and pull_request_review_comment also fire on deleted.
Fixture-tested with a fake gh (10 cases incl. sable's three failures) and

The three defects from review 5637773121 are cleared at this checked-out head:
Review bodies are no longer queried as answer sources. A HOLD review citing an otherwise unanswered thread still produces failure.
The first API read fetches PR metadata. A different head repository exits immediately afterward: the fork fixture makes one metadata call, zero count queries and zero status POSTs.
Thread pages use the cursor variable with --paginate --slurp. An unanswered thread on page two produces failure; answered threads on both pages produce success. A truncated comments connection without a visible reply or PR-comment answer produces an explicit incomplete/failure result, never success. A visible human reply or linked PR-comment answer can safely clear it without reading further.
Both comment event types include deleted, addressing CodeRabbit's finding. The existing thread is resolved/outdated and has an author reply identifying the fix. No unanswered current CodeRabbit thread was present at filing. The job still reads API data only, never checks out PR code, and limits its write permission to commit statuses.
Verification: extracted the exact new run script from the parsed YAML and executed it unchanged against a local fake gh. All 13 fixtures pass: unanswered; resolved; outdated; human reply; bot-only reply; PR-comment answer; HOLD-review-only; fork comment event; unanswered page two; both pages answered; incomplete comments; incomplete comments with visible human reply; incomplete comments with a PR-comment answer. The fixture also checks that every GraphQL call requests --paginate --slurp with the endCursor declaration/reference, that review bodies are never queried, and that forks stop after metadata. No live status was posted.
A separate attempted live gh GraphQL query was refused by the seat fence because -F fields send a POST; that query did not execute. The pagination behavior above is fixture proof, and the live thread state came from the read-only GitHub connector. This verdict does not claim an Actions-hosted run or a live status write.

Handle read-only Dependabot runs before posting a status.
A Dependabot PR can have head.repo.full_name == "$REPO", so this check lets the run reach the status POST. GitHub gives Dependabot-triggered pull_request and review-comment runs a read-only token. The POST then fails, and the run reports no coderabbit-threads status. Skip these runs explicitly or post from a write-capable event. (docs.github.com)

Handle a null reply author during the thread count.
