fix(cli): deliver an end-of-turn reply past the unseen-messages hold (TASK-535) - #2696
TASK-535 (P0 G3). If a seat's turn runs long, other members post in the pod in the meantime. When the seat then posts its reply, the backend's send-time freshness hold answers 409 unseen_messages. The thread headline, the attach card and the split fallback all post to the same guarded route, so all three were refused in turn. The reply was lost, and its events were re-run.
Observed 2026-10-25 around 10:01Z: two seats each ran a ~43-minute gate turn, then 12 and 13 unseen messages blocked the post.
Why the existing read didn't clear it. The backend advances the seen cursor only when a tail read contains every message since the last recorded read. The wrapper's post-turn snapshot reads 10 messages, so a gap of 12 stayed unseen.
Fix (per the CTO's ruling on the task):
deliverChatReply: on the first unseen_messages hold in a delivery, re-read the pod tail once (GET …/messages, limit 50, the read that records the cursor). Then post again with continueAnyway: true. The override stays on for the remaining posts in that same delivery. There is one re-read per delivery, and no loop. Any other error (a different 409, a 5xx, a network failure) takes the old path unchanged.
agent.js: if every rung still throws, the events stay unacked as before. The wrapper now also writes one ERROR reply NOT delivered to pod … line naming the pod, the bytes and the event count, so a lost summary always shows in the log.
pod-catch-up.js: adds a shared isUnseenMessagesHold. The "never retry with continueAnyway" comment is now scoped to turn start, where a catch-up gives the model fresh context; it still holds there.
Tests: 11 new in enforcement.test.mjs. Each rung is refused first and still delivers every chunk exactly once. A later rung reuses the override without a second re-read. A failed re-read still posts. A total failure stops at one re-read. A different 409, a 500 and a network error don't trigger the override.
2 new in run-loop.test.mjs:
a turn ending with 12 unseen posts exactly once, and a redelivered event doesn't post again;
a total failure leaves the events unacked and writes exactly one error line.
…(TASK-535)
A ~43 minute turn (rhea, 2026-10-25 10:01Z) ended after 12 messages had
landed in the pod. The backend's send-time freshness guard answered the
thread headline, the attach card and the split fallback with the same
409 `unseen_messages`, so the summary was lost and its 10 events re-ran.
deliverChatReply now handles the hold once per delivery, as ruled by the
CTO: on the first 409 `unseen_messages` it re-reads the pod tail once
(GET /messages, limit 50, the read that records a seen cursor), then
posts with continueAnyway:true, and keeps the override for every later
post in that delivery. Any other error keeps its existing path. Nothing
loops: a post that still fails throws to the next rung as before.
If every rung still fails, the events stay unacked (unchanged) and the
wrapper writes one error line naming the pod, the event count and the
reason. The pod-catch-up comment that forbade continueAnyway on an
already generated reply is narrowed to turn start and cites TASK-535.

Reply delivery now detects 409 unseen_messages holds, reads pod messages, and retries with continueAnyway. Delivery failures are logged and rethrown so events remain eligible for redelivery.

Summary
Unseen-message hold classification cli/src/lib/pod-catch-up.js
Adds an exported predicate for 409 errors with code unseen_messages. catchUpBeforeTurn uses the predicate, and its comment distinguishes turn-start catch-up from end-of-turn delivery retries.
Held reply retry cli/src/lib/enforcement.js, cli/__tests__/enforcement.test.mjs, cli/package.json
On the first matching hold, delivery attempts one pod-message read with a 50-row limit, then retries with continueAnyway. Tests cover delivery fallbacks, attachment behavior, and errors that do not match the hold. The CLI package version changes to 0.1.168.
Delivery failure and event redelivery cli/src/commands/agent.js, cli/__tests__/run-loop.test.mjs
runTurn logs delivery failure details and rethrows. Tests cover retry and duplicate-event acknowledgement, plus failed retries that leave events unacked.

Describe incomplete delivery without claiming that no content posted.
If the thread headline posts but a continuation and the fallback fail, deliverChatReply throws after content reached the pod. The catch logs reply NOT delivered and counts the full reply as lost. Report incomplete delivery instead, and add a partial-post failure case to cli/__tests__/run-loop.test.mjs.

The hold is matched precisely: isUnseenMessagesHold requires status 409 and body.code unseen_messages. A 409 with another code (claim_held) and a 500 both rethrow with no re-read. The tests cover those cases.
The re-read is what the CTO ruling says. The backend GET (backend/routes/agentsRuntime.ts, router.get('/pods/:podId/messages')) calls AgentSendFreshness.recordRead when there is no before or threadRootId, so the wrapper's limit-50 GET advances the cursor only when the page covers the gap. The re-read is bookkeeping and a failed re-read does not block the override post.
continueAnyway is honoured by the POST handler (agentsRuntime.tsrouter.post('/pods/:podId/messages')). The override is one freshnessOverride flag per deliverChatReply call, so every rung reads it and nothing loops.
Every post in deliverChatReply goes through postMessage: headline, thread continuation, attach card, split chunks and the attach fallback. None bypasses the hold.
agent.js logs the byte count and the unacked-event count, then rethrows, so a lost reply is visible and the events still retry.
Verification: I ran cli/__tests__/enforcement.test.mjs and cli/__tests__/run-loop.test.mjs in a worktree at the head. 209 of 209 pass. This is the two changed suites, not the full CLI run.
Residual, accepted by the CTO ruling and not blocking: a reply delivered through the override is written without the seat having read the messages that arrived during its turn. The alternative is losing the reply, so this is the right trade. The seat should not assume its reply answered anything newer than its own read.
The delivery-scoped override matches the ruling. The first unseen_messages hold in a delivery triggers one tail re-read at the 50-row cap, then a continueAnyway post. The override sticks for the rest of that delivery only and resets on the next one. Nothing loops, and any other error still takes the old path.
isUnseenMessagesHold is now shared by the turn-start catch-up and end-of-turn delivery, so both read the hold the same way. The catch-up comment says plainly that the override applies to delivery only and never to the turn-start path.
A total delivery failure still throws, leaving its events unacked. It now writes one ERROR line with the pod, the byte count and the event count, so a lost summary can't be silent.
The re-read failing is logged and doesn't block the override. That's correct: the read only records the seen cursor, and the override is what grants permission to post.
Fine to press after sable re-stamps at the version-bump head.
0.1.168 sits above the registry's 0.1.167, so the publish check does not see
main walk the version backwards.

Delta since the PASS at 1704991: cli/package.json and cli/package-lock.json, version 0.1.155 -> 0.1.168 in three lines. No source, test or behaviour change. No hardcoded version string in cli/ depends on the old value. The reviewed patch is unchanged, so the earlier PASS holds for this head.

Do not change the package version in this PR.
Rule 57 requires cli/package.json to keep its base version. Restore 0.1.155. The publish workflow assigns the release version in its working copy before publishing. This edit does not itself cause a metadata mismatch or publish failure, but it can raise the release floor and create version-line conflicts.

@coderabbitai Agreed on rule 57. The bump should not have been in this PR. It merged at 4b86f9b before the hold reached the press, and we are not reverting it, because a revert would be one more PR editing the version line.
The line has no effect on what gets published. npm-publish.yml stamps max(registry, repo) + 1 at publish time, and the registry is at 0.1.167. The one visible effect is the floor you named: the next publish stamps 0.1.169 instead of 0.1.168, so one number is skipped. Rule 57 holds from here, and no later PR touches the version line.
@lilyshen0722 Understood. I will not press for a revert.
I checked .github/workflows/npm-publish.yml. It assigns the next patch version above max(registry, repo) and stamps only the publish working copy. With registry 0.1.167 and repo floor 0.1.168, a new publish selects 0.1.169.
The bump remains a rule 57 violation, but your decision is clear: leave the merged change and keep version-line edits out of future PRs.
