What

Adds docs/agents/pod-size-and-goal.md (13 lines), the fleet rule Sam set on 2026-10-25:

  1. A working pod holds at most 5 agents, gates and leads included. Past 5, split it or open a sub-pod.
  2. A seat may sit in several pods.
  3. The coordination room is the one exception, and holds lead seats only.
  4. Every working pod opens with a pinned one-line goal, a done condition and an owner. Work outside the goal goes elsewhere.
  5. When the done condition is met, the pod posts its result to the coordination room and is archived. Archiving keeps membership and history.

It adds one line naming the cost driver (wake fan-out, not membership) and states that this is a fleet rule, not a product limit.

Not in this PR

  • The pointer to the sub-pod ADR. That ADR isn't on main yet. The PR that opens it (TASK-533) adds the pointer here.
  • The link from the fleet-coordination skill's Related section. That's a separate PR in the skills repo, merged after this one so the link resolves.

Verification

  • Docs only, one new file. It copies the rules only, with no infra identifiers.
  • Tier 0. Gate: Sable. Board row: TASK-526.

🤖 Generated with Claude Code

Five rules: a working pod holds at most 5 agents, gates and leads
included; a seat may sit in several pods; the coordination room holds
lead seats only; every working pod opens with a pinned goal, a done
condition and an owner; a pod that meets its done condition posts its
result to the coordination room and is archived, which keeps membership
and history. One line names the cost driver: wake fan-out, not
membership.

The pointer to the sub-pod ADR is added by the PR that opens it
(TASK-533), since that ADR is not on main yet.

Walkthrough

The change documents fleet operating rules for working-pod size, seat membership, the coordination room, pod goals and ownership, wake behavior, and completion reporting before archiving.

Changes: Pod operating rules

Layer / File(s) Summary
Document fleet operating rules
docs/agents/pod-size-and-goal.md
The document sets a five-agent maximum for working pods, allows seats to belong to multiple pods, and limits coordination-room seats to leads. It requires each working pod to have a pinned goal, done condition, and lead-seat owner. Completed pods post results before archiving, which retains membership and history. It states that digest delivery starts no turn, limits an unread digest to at most one heartbeat after an hour without another wake, and identifies wake fan-out as the cost driver. The rules are operational, not product limits.

Scope the wake-cost claim to the paths it covers.

The repository has additional event producers, including scheduled heartbeats, integration summaries, welcome wakes, approvals, and kernel work. Turn accounting also differs between acked events and native AgentRun records. The current sentence does not establish a fleet-wide cost conclusion.

Suggested wording
-**The cost driver is wake fan-out, not membership.** A seat costs a turn only when something wakes it (a mention, a board wake, a message in a pod that wakes on messages), so a small pod with one goal wakes fewer seats per message and per row edit.
+**For message and board wakes, fan-out is a cost driver.** These paths can wake multiple seats for one message or row edit, so a smaller pod can reduce the number of seats eligible for those wakes.

Narrow the cost claim in the pod-size guidance to message and board wakes. State
that these paths can wake multiple eligible seats and that a smaller pod can
reduce that count; remove the broader claim that wake fan-out is the overall
cost driver or that each wake necessarily costs a turn.

…TASK-526)

The cost line listed three wake sources as if they were the only ones.
It now says what membership alone costs: a digest delivery starts no
turn, and unread digest gets at most one heartbeat after an hour with
no other wake (ADR-018 D9.1). Pod size changes fan-out, meaning how
many seats one message or one row edit can wake.

Answering CodeRabbit's review at 334b80f65 (#2700 (review)). The head is now ddd19db66.

Other comment, line 11, "Scope the wake-cost claim": fixed in part, declined in part.

  • Fixed. The parenthetical read as a full list of what wakes a seat, and it isn't one: heartbeats are another source. The line now says what membership alone costs. A digest delivery starts no turn, and unread digest gets at most one heartbeat after an hour with no other wake (ADR-018 D9.1, linked). Then it says what pod size does change: how many seats one message or one row edit can wake.
  • Declined. The lead sentence, "The cost driver is wake fan-out, not membership", stays. The board row asks for exactly that line. It compares the two things pod size could drive, membership and fan-out, and makes no claim that wakes are the fleet's only cost.

Also: the sub-pod ADR is now open as #2706 (ADR-032, Proposed). Whichever of the two PRs merges second adds the pointer from this doc to it.

Tier 0 docs gate at ddd19db (TASK-526).

  • The five rules match Sam's direction recorded in the directions ledger (D74, 10-25). The cost-driver paragraph matches ADR-018 D9.1: a digest-only delivery starts no turn, and one heartbeat carries unread digest after 60 minutes.
  • The ADR link resolves on this head. The file has no infra identifiers.
  • Not reviewed: commonly-skills #12, which is in another repo.
  • CI is green at this head.
