TASK-555. Backend and commonly-bot called LiteLLM on the master key, and the master key has no budget. A loop in either one could spend without limit, and the only cap in front of DeepSeek was the deployment max_budget, which LiteLLM keeps in the router cache and resets on every restart.

What changes

  • Two budgeted virtual keys, already minted and in Secret Manager: svc-backend at $40 per 30 days and svc-commonly-bot at $20 per 30 days. LiteLLM stores the budget and spend in Postgres. Verified 2026-10-25: a key exhausted before a LiteLLM rollout restart still returned 422 budget_exceeded after it, with the same spend.
  • Helm: litellm.serviceKeys.fromSecret (on in values-dev.yaml only) maps both keys into api-keys and sets LITELLM_API_KEY on backend, on ops-runner (which keeps the env mirror test green), and on commonly-bot. Base and staging render unchanged.
  • Native runtime: resolveLiteLLM now prefers LITELLM_API_KEY, the same order llmService already uses, so hosted turns count against the backend budget. The standalone /guardrails/apply_guardrail check keeps the master key, because that route is admin-only (a virtual key gets 401). A blank LITELLM_API_KEY falls through to the master key instead of disabling the runtime.
  • Backstop: deepseek-v4-flash gets max_budget: 60 / budget_duration: 1mo. It resets on restart, so it backs up the keys rather than replacing them.
  • 80% alarm: litellmBudgetAlarmService runs every 15 minutes inside the existing spend-alarm cron. It lists keys with the master key, logs one alarm: litellm_budget line per key per budget period at 80%, and pages the SRE alerts pod the same way the user spend alarm does. Log metric litellm_key_budget_near_limit, a WARNING policy, and a runbook section docs/runbooks/alerting.md#litellm-key-budget come with it.

Scope

This covers backend, ops-runner and commonly-bot. clawdbot-gateway still gets LITELLM_MASTER_KEY (its Deployment env), and the K8s provisioner still falls back to the master key when it writes gateway model config. Moving the gateway to a budgeted key is a separate change and is out of scope here. So the claim is narrow: no model call from backend, ops-runner or commonly-bot uses the master key.

Alarm failure modes

  • LiteLLM in use (any of LITELLM_BASE_URL, LITELLM_MASTER_KEY, LITELLM_API_KEY set) but the scan unconfigured: it logs scanUnconfigured once and pages, instead of staying silent. With none set, it stays silent.
  • A missing or zero total_pages is not read as the end: a full page keeps the scan reading, a short page ends it, and the page bound still reports truncation.
  • pageSre with no SPEND_ALARM_POD_ID throws, so the budget alarm keeps the page queued instead of counting it as sent. The user spend alarm already catches that and keeps its log line.

Rollout

This merges to main on its own; staging doesn't use these values. It is not in the 10-26 batch ref; it goes live with the first Deploy Dev after that batch. After that deploy, /key/info should show spend on svc-backend and svc-commonly-bot. The alert policy is applied with scripts/monitoring/apply-alerting.py.

Tests

  • litellmBudgetAlarmService.test.js: the threshold edge, keys with no budget, alias sanitising, pagination with a page bound and with a missing or zero total_pages, an unconfigured scan (paged once, silent when LiteLLM is unused), once-per-period logging with a new period alarming again, and a failed page keeping the log line.
  • nativeRuntimeService.litellmKey.test.js: key order, the blank-key fallback, and the guardrail key.
  • Local Node 22: native runtime, spend alarm, scheduler and helm suites, 28 suites / 289 tests passing. lint:ts 0 errors. apply-alerting.py --check passes.

Helm can supply separate LiteLLM service keys to workloads. Native model calls prefer the service key. Standalone guardrail checks prefer the master key.
Virtual-key budget detection and paging
backend/services/litellmBudgetAlarmService.ts, backend/__tests__/unit/services/litellmBudgetAlarmService.test.js
The service fetches virtual-key pages and selects keys at or above the budget threshold. It logs new alarms once per key and budget period, pages SRE, retries failed pages, and reports incomplete scans.

Retry the SRE page after a delivery failure.

If pageSre rejects, alarmed already contains the key. Later sweeps skip the page for the rest of the budget period. Keep log deduplication separate from successful page delivery so a failed post can be retried. As per path instructions, a failure must “fail toward over-delivery,” not toward a message nobody sees.

Test the standalone guardrail request header.

The current test covers guardrailCheckKey() only. Add a test that invokes textsTheGuardStops() with both keys, intercepts /guardrails/apply_guardrail, and asserts that Authorization uses the master key. This protects the changed request behavior; the missing assertion does not indicate a current production failure.

Deduplicate by key identity, not the display label.

keyLabel removes characters and truncates aliases. Distinct keys such as svc bot and svcbot can therefore produce the same label. If their reset times match, this filter suppresses one key’s log, metric, and SRE page. Keep a stable key identifier separate from the sanitized label and use that identifier for deduplication. As per path instructions, a failed lookup or unexpected input must “fail toward over-delivery,” not toward an event nobody sees.

Fixed in 8a8a7d4. Alarms are now remembered by LiteLLM's stored key hash (falling back to the raw alias), never the sanitised label. Added a test with two keys whose aliases sanitise to the same text; both alarm and both page.

@lilyshen0722 The stored-hash identity fixes the sanitized-label collision. Two gaps remain:

  • If both token and key_alias are missing, keyIdentity returns alias:. Distinct keys with the same reset time can still suppress later alarms. If no usable identity exists, skip deduplication so the alarm is delivered.
  • The new test would also pass with the original code. Both keys enter fresh before either identity is remembered. First run a sweep with only one key above the threshold. Then let the second key cross the threshold with the same reset time. Assert that the second key produces a new log and page.

I inspected the code and test but did not run tests. This finding remains open.

…% alarm (TASK-555)

Backend and commonly-bot called LiteLLM on the master key, which has no
budget. Each now gets its own virtual key with a budget that LiteLLM keeps
in Postgres (backend $40 / 30 days, commonly-bot $20 / 30 days), so the cap
survives a LiteLLM restart.

- helm: litellm.serviceKeys.fromSecret maps two SM keys into api-keys and
sets LITELLM_API_KEY on backend, ops-runner (mirror) and commonly-bot.
On in values-dev only; staging and base render unchanged.
- nativeRuntimeService prefers LITELLM_API_KEY like llmService already
does. The standalone guardrail check keeps the master key, because
  /guardrails/apply_guardrail is admin-only (401 on a virtual key).
- deepseek-v4-flash gets a $60/month deployment max_budget as a backstop.
It lives in the router cache and resets on restart; the keys are the cap.
- litellmBudgetAlarmService: every 15 minutes, list keys with the master
key and, at 80% of any key's max_budget, log one alarm:litellm_budget
line per key per period and page SRE like the user spend alarm. Log
metric, alert policy and runbook section added.

Gate the configuration alarm on LiteLLM being enabled.

The scheduler runs this check in every backend deployment. Staging inherits litellm.enabled: false, so paging SRE for its intentionally unused LiteLLM configuration would create noise. In the dev deployment, LiteLLM is enabled, but a missing optional LITELLM_MASTER_KEY still makes checkLiteLLMBudgets() return []. Make the enabled state explicit and report missing credentials only when LiteLLM is enabled.

Add Helm render tests for the LiteLLM service-key branches.

The reported tests cover runtime key selection in nativeRuntimeService. No repository test renders these Helm templates or asserts the LITELLM_API_KEY Secret mapping. Add render tests for both fromSecret states:

  • With fromSecret: true, backend-deployment.yaml and ops-runner-deployment.yaml map LITELLM_API_KEY to litellm-backend-key.
  • With fromSecret: true, commonly-bot-deployment.yaml maps LITELLM_API_KEY to litellm-commonly-bot-key.
  • Each secretKeyRef has no optional: true.
  • With fromSecret: false, the rendered container has no LITELLM_API_KEY.

Each assertion must fail if its branch is reverted or if optional: true is added back. New code paths need tests that fail when the change is reverted.

Answers two review threads on #2748. A failed SRE page no longer counts as
delivered: log dedup and page delivery are tracked apart, and an unsent
page is retried on the next sweep without repeating the log line the alert
counts. A /key/list scan that stops at the page bound logs one
scanTruncated line on the same metric and pages SRE, instead of silently
skipping keys on later pages.

Retry a failed truncation page.

If sendPage() fails, truncationReported remains true. Later sweeps cannot retry the truncation page, although they retry failed key-alarm pages through unpaged. Keep the truncation page pending until delivery succeeds. Test a failed first attempt and a successful second sweep.

where page 1 returns a qualifying key and page 2 rejects, verifying the failure
is reported and the qualifying key still triggers an alarm.

Answers a third review thread on #2748. A failed /key/list page no longer
discards the keys already fetched: the scan returns them marked incomplete
(reason failed or truncated), they are still checked, and one scanIncomplete
line plus an SRE page goes out. It repeats only after a complete scan in
between, so a lasting LiteLLM outage is one alert, not one per sweep.

Answers two more review threads on #2748. An empty /key/list page that
still reports more pages now marks the scan incomplete instead of done.
The incomplete-scan SRE page is held until it is delivered, separately
from its once-per-outage log line, the same way key pages already are.

Code gate at 59552f3. Checked by running the code in a clean worktree (backend deps npm ci --ignore-scripts, Node 22), and by rendering the Helm chart at this head and at the base (8f7c16b) for values.yaml, values-staging.yaml and values-dev.yaml.

Verdict: HOLD. Check 2 fails: I found three paths where the alarm goes silent. Check 1 holds for the services this PR changes, but not for the gateway. Check 3 holds.

2. The alarm can't go silent: FAILS (three paths, each reproduced)

  • Unconfigured means silent. listLiteLLMKeys returns null when LITELLM_MASTER_KEY or LITELLM_BASE_URL is unset, and checkLiteLLMBudgets then returns [] with no log line and no page. The backend's master key is optional: true (backend-deployment, litellm-master-key), so a missing secret key turns the alarm off with nothing emitted. The test "does nothing without the master key" asserts exactly this.
    • Fix: emit one alarm: litellm_budget configuration line, and page once, when the scan cannot run.
  • A list with no total_pages reads as complete. totalPages = Number(resp?.data?.total_pages) || 1, so a missing or zero total_pages becomes 1. Probe: one call, a full page of 100 keys, total_pages absent. The scan made one call and returned as complete, so keys on later pages go unchecked and nothing alarms. Every existing test sets total_pages.
    • Fix: when total_pages is absent or invalid and the page is full (keys.length === PAGE_SIZE), keep paging, or mark the scan truncated.
  • A page can be dropped and counted as delivered. The real pageSre returns without posting when SPEND_ALARM_POD_ID is empty. Probe: pageSre('x') resolves with no pod id. sendPage treats a resolved promise as delivered and clears unpaged, so the page is lost. The chart only sets the variable when backend.env.spendAlarmPodId is non-empty (values-dev has it), so an empty value does this in production.
    • Fix: pageSre should throw when there is no pod, so the retry path keeps the page.

1. No model call path uses the master key once the flag is on: holds for the services in this PR, FAILS for the gateway

Every model-call site I found prefers the service key: llmService.ts:69, nativeRuntimeService.ts (resolveLiteLLM), openaiImageService.ts:103, vectorSearchService.ts:512, routes/dev.ts:32, and the bot's external/commonly-agent-services/shared/litellm-client.js (config.apiKey || LITELLM_API_KEY || LITELLM_MASTER_KEY). The chart adds LITELLM_API_KEY to backend, ops-runner and commonly-bot under the flag. The master key remains only for the guardrail check (guardrailCheckKey) and /key/list, as the PR says. Key issuance also uses the master key, which is key administration.

Not covered by the PR, and the flag does not touch it:

  • clawdbot-gateway still receives LITELLM_MASTER_KEY in its env (clawdbot-deployment.yaml:702, commented "routes acpx_run calls through LiteLLM"). I did not verify whether acpx_run reads it.
  • agentProvisionerServiceK8s.ts writes the master key into the gateway's Codex auth profiles when issuance fails (line 2405), and uses it as the OpenRouter key fallback (line 2454).

So "no model call path uses the master key" is true for backend, ops-runner and commonly-bot. It is not true for the gateway. Name that scope in the PR body, or cover the gateway too.

3. Staging and base renders are unchanged: holds

helm template at base and at head: values.yaml and values-staging.yaml render byte-identical (3026 and 1667 lines). values-dev.yaml differs only where the PR intends: the LITELLM_API_KEY blocks, the litellm-backend-key and litellm-commonly-bot-key ExternalSecret entries, the max_budget/budget_duration lines on deepseek-v4-flash, and the config checksum. The max_budget is not gated by serviceKeys. It renders only when litellm.enabled is true, which is false in base and staging.

Notes (non-blocking)

  • The $60 group cap on deepseek-v4-flash has no alarm. The file header says so. At 100% LiteLLM returns 429, and the failing calls are the only signal.
  • alarmed grows by one entry per key per budget period. It is small, and it is process-local, as documented.

Ran

  • litellmBudgetAlarmService.test.js and nativeRuntimeService.litellmKey.test.js: 20 passed.
  • Three temporary probe tests (missing total_pages, total_pages 0, pageSre with no pod). Each reproduced the behaviour above. I deleted them after the run.
  • Helm renders at base and head for three values files.

Not tested

  • The Helm ExternalSecret against live Secret Manager.
  • Whether the gateway's acpx_run reads LITELLM_MASTER_KEY. That needs the gateway source at the pinned submodule.

GATE: HOLD

…al_pages

An unconfigured key scan logs once and pages when LiteLLM is in use. A
missing or zero total_pages no longer ends the scan on a full page.
pageSre throws without SPEND_ALARM_POD_ID, so no caller counts the page
as delivered.

Re-gate on #2748 at 0aa487c (delta from my HOLD at 59552f3). I checked the three paths in a clean worktree at this head with npm ci --ignore-scripts. I ran the two budget-alarm suites (40/40 pass) and a throwaway probe against listLiteLLMKeys and checkLiteLLMBudgets, mocking axios and pageSre. The probe file is removed.

Path 1: unconfigured scan pages. Fixed.

  • With LITELLM_MASTER_KEY unset and LITELLM_API_KEY set, the sweep logs scanUnconfigured and calls pageSre once with a message naming the missing variable.

Path 3: pageSre throws without SPEND_ALARM_POD_ID. Fixed.

  • pageSre throws, sendPage returns false, and the alarm stays in unpaged. The next sweep retries it. Probe: two sweeps produce two pageSre calls.

Path 2: a missing total_pages must not read as complete. Not fixed for one shape.

  • Probe { total_pages: 3 } with no keys array returns incomplete: { reason: 'failed', pagesRead: 1, totalPages: 3 }. Loud, as intended.
  • Probe {} (a 200 with neither keys nor total_pages) returns { rows: [], incomplete: null } and no log or page. Array.isArray(resp?.data?.keys) ? … : [] turns the missing array into zero keys, and the keys.length < PAGE_SIZE branch then reports a complete scan.
  • A proxy or LiteLLM body with a changed shape therefore produces the same silence the change was meant to remove. Each sweep reads it as "no key near budget".

Required change (HOLD): treat a non-array keys as a failed page, not as zero rows. Keep an empty array as a legitimate empty list.

const keys = resp?.data?.keys;
if (!Array.isArray(keys)) {
  return { rows, incomplete: { reason: 'failed', pagesRead: page - 1, totalPages } };
}

Add a unit test for {} and for { keys: null }. Assert the scanIncomplete log and that a page goes out. Keep the existing keys: [] test as complete.

Non-blocking, read but not probed: unpagedScan is a single slot. If an unconfigured alarm is still unpaged, the scan becomes configured (which resets unconfiguredLogged), and then goes unconfigured again, the new message overwrites the pending one. The second message is the one that gets delivered. Consider keying this the way unpaged is keyed.

GATE: HOLD

A 200 carrying {} or {keys:null} was read as zero keys and a complete
scan. Only an explicit [] now counts as an empty page.

Re-gate on #2748 at 780af22 (delta from 0aa487c: one source change and its tests). I ran the two alarm suites in a clean worktree at this head with npm ci --ignore-scripts: 43/43 pass. I mutated the fix back to 0aa487c's listLiteLLMKeys, and the two new tests fail as intended. I restored the file and the suite is green again.

The gap from my HOLD. Closed. A 200 with no keys array ({} and {keys:null}) now returns incomplete: failed, which logs scanIncomplete and pages. The explicit keys: [] stays a complete empty scan, and the test asserts silence. The pagesRead: page - 1 matches the catch path. A non-array keys on page 2 reports pagesRead: 1, which is correct.

Non-blocking, unchanged from before: the unpagedScan single slot can still let a later unconfigured message overwrite a pending one. You chose to leave it, and it does not gate this change.
