feat(grants): list owner grants across all pods - #3021
Supersedes #2413 at f92f06238. Same change, rebased onto current main (f0e263902, which includes #3026's owner binding).
Adds owner-scoped GET /api/grants?connectionOwner=me, which lists every grant bound to the caller as its owner at mint, across all pods. A grant whose connection has since changed hands stays with the bound owner, and an unbound grant is listed for nobody.
The Tools page makes one grant request instead of the per-pod fan-out. MAX_PODS is gone, so grants in a 21st+ pod appear.
Rebase fix: the two TASK-624 cases on main still mocked the per-pod grants route this PR replaces. They now serve the grant from /api/grants.
Verification
Backend grant suites (grants.read, grants.mint, grants.ownerBinding, grantOwnerBinding, manage-grants, leak-matrix grants, integrations removal, registry): 186 of 187 pass on Node 22. The one failure in a parallel run was socket hang up in the removal suite; that suite passes alone (7/7).
The list tests cover the binding: a changed-hands grant stays with its owner, the new holder gets nothing, and an unbound grant is listed for nobody.
Frontend Tools suites: V2ConnectorTools.test.tsx 50/50 after the fixture fix. The .fold and V2ConnectorsPage suites passed in the same run.
Review
Vera exact-head gate: pending on this PR's head (requested in the pod).
Connector-UI lane review for the Tools page part: pending (Lily).
The two TASK-624 cases on main still mocked the per-pod grants route that
this change replaces, so the grant row never rendered once the page reads
GET /api/grants?connectionOwner=me. Serve the grant from that route.

Summary
List grants for owned connections backend/routes/grants.ts, backend/__tests__/unit/routes/grants.read.test.js
The route requires connectionOwner=me, matches grants through owned connection identifiers, and excludes pod grants for pods the caller cannot view. It returns projected grant data. Tests cover ownership, visibility, authentication, and response fields.
Load grants across all pods frontend/src/v2/components/V2ConnectorTools.tsx, frontend/src/v2/__tests__/V2ConnectorTools.test.tsx, frontend/src/v2/__tests__/V2ConnectorTools.fold.test.tsx, frontend/src/v2/__tests__/V2ConnectorsPage.test.tsx
The component requests grants once from /api/grants with connectionOwner: 'me' and includes all pods. Tests use the aggregate endpoint and cover grants beyond 20 pods and existing grant interactions.

Do not treat a reused installation ID as proof of grant ownership.
If one person removes a connection and another later connects the same external installation, the earlier grants remain as revoked records. This query matches those grants by connectionId and returns them to the new owner. The response exposes the earlier owner's grant targets, tools, and audience, and labels the new owner as grantedBy. Bind each grant to the owning connection row or its owner at mint time; do not authorize historical grants solely through a reusable installation ID. Add a two-owner removal and reconnection test. Agreed, and not fixed in this PR. Resolving the id at read time can't fix it, because a reused installation id resolves to the new owner. The grant has to carry its owner and connection row from mint time. That binding, with a backfill and a remove-then-reconnect test, goes in its own PR, which merges first. This route won't merge until its reads filter on that binding.

@lilyshen0722 Agreed. The finding remains unresolved. Read-time resolution cannot establish the original owner after an installation ID is reused.
The prerequisite PR must add the mint-time owner and connection-row binding, the backfill, and the two-owner remove-then-reconnect test. Before #3021 merges, this route must filter on that binding. The test must confirm that the new owner cannot retrieve the previous owner’s grants, including revoked grants.
Would you like me to open a GitHub issue to track this prerequisite?

Exclude non-member pods from an admin’s default grant list.

Exclude non-member pods from an admin’s default grant list.
If an admin owns a connection and leaves a private pod, DMService.canViewPod still returns true for that admin. This route then lists the pod’s grant without a scope=all request. Resolve the owner identity for agent callers.
This route uses auth, which rejects cm_agent_ tokens. Its callerId helper also ignores req.agentUser. An authenticated agent therefore cannot list grants for its owned connections.

PASS. This head is #2413 at f92f062, which passed its gate, rebased onto main 84f2680. On top of that it adds the TASK-624 fixture repoint and the pod-visibility fix.
The visibility check covers every pod target.
A pod-kind grant is returned only if its pod loads and DMService.canViewPod(userId, pod) admits the caller.
A deleted pod, or a target id that isn't an ObjectId, never enters visiblePods, so its grant is dropped too.
loadPod selects type members, which are the two fields canViewPod reads.
Seat-target grants are the only rows that skip the check. Today nothing can create one: the mint takes pod targets only, and a child grant inherits its parent's target. So these are legacy rows, and the finding asked for them to stay as they are.
Mutants: replacing the filter with () => true reddens the new private-pod test and nothing else. Making canViewPod true does the same.
The reuse gap is described accurately, and no credential material is exposed.
It's narrower than "any grant". Only github-app grants minted with the installation-id form of connectionId can match a later owner's row. A grant minted with the row _id, and every hosted-mcp grant, is keyed by an ObjectId that's never reused.
Removal calls revokeConnectionGrants before deleting the row. So the new owner sees the earlier owner's revoked rows.
Each row has the projectGrant shape: grant and lineage ids, installationId, target, tools, writeMode, budget, effectiveAudience and timestamps.
Two more fields matter. revokedBy holds the earlier owner's user id, which the finding doesn't list. grantedBy is wrongly set to the new owner.
There's no connectionId, brokerId or credential in the response. With the pod filter, a pod the new owner can't view doesn't leak either.
The new owner is allowed to revoke such a row, because findConnection resolves the installation id to their own row. The row is already revoked, though, so nothing changes.
The reply's reasoning holds. Resolving at read time can't fix this, because the reused id resolves to the new owner, so the binding has to be stored at mint.
As asked, I didn't gate on this finding. The reply says this route won't merge until its reads filter on that binding. That's a merge-order condition outside this gate.
The Tools page change is unchanged.
The lines this PR changes in V2ConnectorTools.tsx are identical to #2413's at f92f062. So are the fold and Connectors page test deltas.
The Tools test adds only the two TASK-624 mocks, repointed from /api/pods/p1/grants to /api/grants with nothing else changed.
No caller or mock of the per-pod grant route is left in frontend/src.
Owner fence, re-run at this head:
Dropping the createdBy predicate reddens 2 tests.
Dropping the in-memory owner filter reddens 1.
Dropping the row _id from connectionIdsOf reddens the hosted arm.
The probe merge onto main is tree-identical to the head. grants.read and grants.mint pass 67/67 on Node 22. The Tools, fold and Connectors page suites pass 153/153. CI has no failing or pending check.
… holder
GET /api/grants?connectionOwner=me took the caller's connections by their
current createdBy and listed grants on those connection ids. After a connection
id changed hands, the new holder would see the earlier owner's grants. The list
now reads grants by the ownerId fixed at mint. An unbound grant is listed for
nobody. Drops the now-unused connectionIdsOf helper.
Tests: a grant bound to the owner stays with the owner after the connection
changed hands; the holder and an unbound grant get nothing; the foreign-owner
fixture binds to its own owner.

The merge 3b618d9 brings in main f0e2639 (#3026). Of the 43 files either side changed, 37 come from main unchanged and 4 frontend files come from this branch unchanged, and main never touched those 4. Only grants.ts and grants.read.test.js needed a resolution, and 9236dfe then rewrites the route anyway.
The list now reads RoomGrant.find({ ownerId: userId }), so it follows the owner bound at mint instead of whoever holds the connection id now. #3026's revoke and seat-grant read use the same binding, and unbound grants are refused or hidden on all three paths.
Mutants, with the route's two suites (68 tests):
Owner filter removed: 2 red, including the new changed-hands test.
Unbound grants listed ($or with ownerId: null): the changed-hands test goes red.
Route file put back to the holder logic from 3b618d9, tests at head: the changed-hands test goes red.
Visibility filter dropped, or canViewPod forced true: the left-pod test goes red.
Suites at head: 10 grant-related backend suites, 120 of 123 pass. The 3 reds are mcpGrants.noRedirect, which can't load express-async-errors from this machine's shared node_modules; the PR doesn't touch that file. Frontend V2ConnectorTools, its fold test and V2ConnectorsPage: 153 of 153. The Tools page groups grants by catalogue entry, not by connection id, so a grant whose connection was removed still shows, as revoked history, under its entry.
Non-blocking:
ownerId has no index, so each Tools page load scans room_grants. RoomGrantSchema.index({ ownerId: 1, createdAt: -1 }) would cover both the filter and the sort.
The admin-caller test still says "Deliberately return a foreign row … The route must enforce ownership after the query as well as in its predicate". The Integration mock it described is gone, so the comment now describes a fixture that isn't there.
CI when I filed: 18 pass, 3 pending (Backend tests 1/3, Service Tests Tier 1 1/2, CodeRabbit).
The Tools page now makes one owner read, GET /api/grants?connectionOwner=me, in place of up to 20 per-pod grant reads. The 21st-pod test covers what the cap used to hide: the row shows, revoked and expired labels survive, Grant again offers Pod 21, there is exactly one /api/grants call, and no /api/pods/*/grants call.
The page's scope changes on purpose. It now lists only grants bound to you at mint, not every grant in your pods. That matches #3026's canRevoke: a row you couldn't revoke no longer shows on your Tools page. Grants other people minted stay visible in the pod's own grant list. Pod grants for a pod you can no longer view are dropped server-side. No locale strings changed.
Not blocking:
The per-pod seat read lost its 20-pod cap along with the grant read, so the page now makes one /api/registry/pods/:id/agents call per pod. That's fine at today's pod counts. A later pass could read seats only for the pods the grants and the open form use.
RoomGrant has no index on ownerId, so the new read scans the collection. It's small today. { ownerId: 1, createdAt: -1 } should land as a follow-up rather than spend this head's gates.

Second Opus gate at 9236dfe, on the backend route. Its base is #3026 (f0e2639), so the delta is 6 files. grants.read.test.js is 30/30 on Node 22. I didn't run the frontend suites, because this machine has no frontend install.
1. Only grants whose mint-time ownerId is the caller. Holds.
The query is RoomGrant.find({ ownerId: userId }), where ownerId is the string bound at mint and userId is the authenticated caller. That has three consequences:
An unbound grant (ownerId: null) never matches a signed-in caller.
The connection's current holder isn't consulted anywhere.
The test admin gets [] for someone else's grant.
Two mutants turn "follows the binding, not the connection holder" red:
selecting grants by the caller's current Integration rows (_id, installationId, config.installationId)
adding ownerId: null to the query
2. Pod grants are listed only while the caller passes canViewPod. Holds.
Each distinct target pod is loaded once and passed through DMService.canViewPod(userId, pod). A grant is dropped when:
its pod fails that check,
its pod is missing, or
its target id isn't an ObjectId.
Dropping canViewPod turns "drops a pod grant once the owner can no longer view that pod" red.
A pod grant's audience is the current member ids. A seat grant's is grant.audience, and it is listed without a pod check, which is right because the caller is its bound owner. Not pinned: changing the seat branch to the pod-members/[] projection leaves all five connectionOwner tests green. No test in the block lists a seat grant, so "seat grants carry their own audience" is true by inspection only.
3. Only me is accepted for ?connectionOwner=. Holds.
The guard is req.query.connectionOwner !== 'me', so every other value returns 400: a user id, an array (connectionOwner[]=me), or an operator object (connectionOwner[$ne]=).
The value is never put into the query, so no value can reach another user's grants.
Not pinned: weakening the guard to "present" stays green, because the test only sends no parameter. That costs nothing today, since a non-me value would still return only the caller's own grants. One ?connectionOwner=<another user id> → 400 assertion would pin the contract.
GET / is registered after /:grantId and /:grantId/calls, which need a path segment, so neither shadows it.
Non-blocking, named:
Seat fan-out is uncapped. The page now loads /api/registry/pods/:id/agents for every pod, because MAX_PODS is gone. Before, at most 20 pods were loaded. The grant read is down to one request, but someone in 100 pods now makes 100 seat requests on each Tools load. A cap, or loading seats only for pods that hold a grant, would keep the saving.
The list is unbounded. There's no limit or pagination, and revoked and expired grants are included on purpose ("preserves dead grants"). The calls fan-out only covers live grants.
Behaviour change, as intended by TASK-267 as I read it: an admin's Tools page now lists only the admin's own grants, not every grant in their pods.
Misleading test comment. "Requires a signed-in owner …" says it deliberately returns a foreign row, and that the route must check ownership after the query as well. The route checks only in the query predicate, and the test runs against real memory Mongo without injecting a foreign row.

Route GET /api/grants rejects agent-runtime callers and does not read req.agentUser.
590-600: Minor · Functional Correctness · Quick win
Route GET /api/grants rejects agent-runtime callers and does not read req.agentUser.
The route uses the human-only auth middleware. auth returns 401 for cm_agent_ bearers before any identity is set. Even for a non-agent caller, callerId reads only req.userId and req.user, so the route never derives identity from req.agentUser. The backend route rule requires that any route deriving a user id also read req.agentUser?._id. Sibling grant reads use dualAuth, which accepts agent tokens.
Suggested change: use the same middleware chain as the sibling grant read routes, and add an agentUser fallback in callerId. The fallback only applies when auth is not the verifier, so the other auth-only callers are unchanged.

Bind proven dead grants during the owner backfill.
595-599: Minor · Functional Correctness · Quick win
Bind proven dead grants during the owner backfill.
When a grant is already revoked or expired before the startup backfill runs, backfillGrantOwners skips it. The old pod endpoint returned such grants, and the old Tools page rendered them as inactive history. The new route runs RoomGrant.find({ ownerId: userId }), so the same grant disappears when its ownerId remains unset.
Keep resolveGrantBinding unchanged so only a unique connection row that existed at mint can bind. Remove only the dead-grant predicates from the backfill query. This is a localized change that restores history without granting access to unproven owners.
