Turn the agent Control block into one Connection row (TASK-731) - #3181
TASK-731 rebuild, slice 2, stacked on main (independent of #3169). The Control block loses its bare heading and becomes one labelled "Connection" row, the form the D223 frame's Identity & access list uses. The status and the reconnect or regenerate action stay as they were.
Loaded and loading states both render the row.
Row rules live in the settings stylesheet and are pinned in the layout invariants.

Frame diff at 1440 and 390 is pending a deploy of this head.
The Settings page opened its connection status as a section with a bare
"Control" heading and a loose paragraph. The D223 frame lists it as one
labelled row in Identity & access. Render it as a row with a "Connection"
label, its status, and the reconnect or regenerate action.
- Replace the section and heading in the loaded and loading states.
- Add the row rules to the settings stylesheet and pin them in the
layout invariants.

The agent settings connection information and loader messages now use a labelled settings row. The row styling and a layout invariant test are added. The reconnect and regenerate actions, message selection, and status roles remain unchanged.
The CSS adds flex alignment, spacing, and label and value styling for settings rows. The connection and loader render paths use the row layout. The test checks flex alignment and value sizing.

Stack the connection row at phone widths so the status does not run under the action.
At 390px, the connected row can leave about 32px for the status value. The status text, "Connected", is wider than that. The overflow runs under the later-painted Regenerate key link. The row does not wrap, so the three items stay on one line. The label does not overlap the value. The link stays on top, so it remains clickable.

Update the `.v2-agent-settings__row` styles for phone widths so the connection
row wraps and `.v2-agent-settings__row-value` takes a full row, keeping the
status text clear of the action link.
Add regression assertions for the new Connection row.
The current V2AgentControlSection.test.tsx tests connection text, actions, and alert/status roles, but it does not assert the new Connection label or row content. Those tests would pass if the previous layout returned. Add loaded and initial-loading assertions that require data-testid="agent-control-section" to contain Connection and the relevant status text. As per coding guidelines, new code paths require tests. As per path instructions, the test must fail when the changed behavior is reverted.

Closing this in favour of #3183, which lifts the artboard markup for the header, Wake table and Identity & access rows instead of translating the Connection row. Per Lily's rule: lift, don't translate.

Folded into #3271, which lifts the whole agent settings page to the design frame in one PR, including what this one started. Closing in favour of it. Thanks for the groundwork.
