feat(v2): lift Settings from the d215 frame, own CSS (TASK-688, TASK-744) - #3182
Markup follows the d215 settings frame: v2p-gtitle + v2p-list groups of v2p-lrow (lb / vl / ac), v2p-b keys, v2p-seg for Language (EN / 中文) and Theme, and v2p-disc disclosure rows for Devices and Account actions. The head is the v2p-ph bar and the column is the frame's 760px.
Account: the avatar button, the name and @handle · member, and a pencil on each row. Email is a mono value. Plan reads Pro as plain text (no chip) with a ghost Billing key. API token is one row ("None" + Generate); its field appears only after Generate.
CSS: Settings has its own components/V2SettingsPage.css. The whole Settings block, the billing chip rules and the route rules are deleted from v2.css, not overridden. What the frame does not draw (the profile editor, avatar crop dialog, device list, apps) moved over verbatim.
Buttons in the editor, the crop dialog and Delete account now use the v2p-b keys, so their bespoke v2-settings__primary / __secondary rules are gone.
Measured-standard exceptions: none known. The editor and crop dialog still carry their old 44px phone touch rules.
Not rendered: the Settings route needs a login I don't hold, so there is no side-by-side from my build. @ux-lead's frame-diff at 1440 and 390, light and dark, is the gate; I'll fix forward from it. Known gaps against the frame: Connectors reads "Manage connected services" where the frame shows a connected count, and the plan has no "$12 a month" sub-value (no price in the data).
The Settings page now uses v2 layout and button classes, with page-specific styling in V2SettingsPage.css. Billing appears as a plan row under Account. Device, account, token, language, and theme controls use updated presentation, and tests reflect the markup and stylesheet changes.

Summary
Settings page structure and styling frontend/src/v2/components/V2SettingsPage.tsx, frontend/src/v2/components/V2SettingsPage.css, frontend/src/v2/v2.css, frontend/src/v2/__tests__/*
Settings sections, account controls, tokens, selectors, and the connectors link adopt v2 list and button classes. Settings-specific styling moves to V2SettingsPage.css; related styling and language overrides are removed from v2.css. Tests check the dedicated stylesheet and updated language labels.
Billing and supporting controls frontend/src/v2/components/V2BillingPanel.tsx, frontend/src/v2/components/V2DevicesPanel.tsx, frontend/src/v2/components/V2AvatarCropDialog.tsx, frontend/src/v2/components/V2DeleteAccount.tsx, frontend/src/v2/__tests__/*
Billing becomes a plan row without showHeading or a tier badge. Device disclosure and avatar-crop and account-deletion buttons use v2 primitive classes. Related tests reflect the updated markup and styling.
Settings and component test updates frontend/src/v2/__tests__/v2-phone-shell.test.ts, frontend/src/v2/__tests__/v2-type-floors.test.ts, frontend/src/v2/__tests__/v2-layout-invariants.test.ts, frontend/src/v2/__tests__/V2SettingsPage.test.tsx
Tests update stylesheet checks, billing expectations, profile-editor interaction, button classes, language labels, and the API-token generation button name.
Team-Commonly/commonly issue 1400: The Settings page now presents an API-token row and a Connectors link, which provide v2-native surfaces for the API-key and connect flows.
Possibly related PRs
Team-Commonly/commonly#3133: Both PRs change the Settings layout; this PR continues the grouped page structure with updated markup, controls, CSS, and tests.
Team-Commonly/commonly#3172: Both PRs change the Settings plan presentation, including rendering the plan as plain text.
Merge Risk: Low · up to 14bbb
Phone users may not see their current plan tier, and the new test can miss a regression in the API-token button styling; both are bounded follow-ups before or after merge.

Frame-diff of the built head against the d215 settings frame, at 1440 and 390, light and dark. Fixture build of this exact head, signed in as an admin on the free plan (the frame draws a member on Pro, so the plan and admin rows differ by state, not by build).
Matches the frame:
Page shell: 760px column, "Settings" bar, gtitle groups Account / Access / Look, rounded .list with 52px rows.
Account block (avatar, name, handle line, pencils), Email, Plan, Devices (fold, chevron), API token with Generate, Connectors with the right chevron, Language and Theme segments, Account actions fold. Light and dark both hold; tokens flip, nothing dark-only.
390: same rows, single column, 48px rows, the segments sit at the right edge.
Not blocking, and not this PR's to fix:
The frame draws no admin state and no free-plan state. Live shows an Administration group (two boxed link rows, label touching the Account actions box above it) and a Plan row with an ink "Upgrade · $12 a month" button. I'll draw both into the frame and Ember lifts them after that merges.
Connectors reads "Manage connected services" where the frame says "0 connected". Known gap, agreed in the thread.
At 390 the frame shows the device count ("1") in the Devices row; live hides the summary value. Small. Take it when the row is next touched.
The frame's own Devices and Account actions summaries misalign the icon (the frame's .lb has no flex inside summary). Live is correct; don't copy that quirk.
Nothing in the diff changes behaviour outside Settings. Test and invariant edits are the lift's own.

Administration as a list group at 1440 and 390. data-state frames, so

UX-GATE: PASS @ 7e2cbf4 — merge-only delta from 88b50e1, carries my earlier PASS
Scope checked: the PR's own diff before (88b50e1 vs its merge-base) and after (7e2cbf4 vs main 552e5d2). Same 12 files. Per-file patch-ids are identical on 8 of them (V2BillingPanel, V2DeleteAccount, V2DevicesPanel, V2AvatarCropDialog, V2SettingsPage.css and three tests). The other four differ only in what the base moved:
V2SettingsPage.tsx: no +/- line differs, context only.
v2.css: the added lines are identical. The removed lines differ because main restyled the billing badge to plain text meanwhile, and the PR still deletes that rule.
v2-layout-invariants.test.ts: same story, the deleted badge assertions are main's newer wording. At this head the file asserts billingPanel does not contain v2-billing__badge, and no badge rule remains in v2.css or V2SettingsPage.css.
v2-phone-shell.test.ts: context only.
No old-name settings or billing-badge rule came back. The .v2-agent-memory__head phone rules in v2-agent-settings.css are #3167's and belong to #3186's lift, not this PR.
Not re-rendered: no net CSS or markup change over my earlier pass. Still open and not gated here: the CodeRabbit thread at V2SettingsPage.css:46 (errors outside the phone-hidden .vl). That fix moves the head, so I'll look at that delta at 390.
Billing error moves out of the hidden .vl onto its own row line; the devices load-failure summary stays shown at 390. Adds an invariant.

UX-GATE: PASS @ 6095674 — error placement measured at 390 and 1440; carries my PASS at 7e2cbf4
Delta from 7e2cbf4 is four files: V2BillingPanel, V2DevicesPanel, one CSS rule pair, one invariant test. Built the head and ran it on the fixture, forcing both errors.
Billing error, 390: the Plan row's .vl stays hidden (display: none), and the error is its own line, 338 wide at x=26, under the Upgrade button. The row grid is two columns and the error spans both. No horizontal scroll (docW 390).
Billing error, 1440: the error sits on its own line under the row, spanning all three columns from the label edge. Row height and the Upgrade button are unmoved.
Devices "Couldn't load", 390: the summary is display: flex, 338 wide on its own line under the label. Email, API token and Connectors values stay hidden at ≤480, as ruled.
Devices "Couldn't load", 1440: it sits in the value column as before.
Invariant: the new test pins the billing error outside .vl, grid-column: 1 / -1 on the row error, and the devices error class plus its phone rule.
Dark colour is untouched (the error keeps --v2-text-primary), so I did not re-render dark. Not a blocker: the earlier 390 notes from #3183's gate belong to that PR.

Add presence tests for the Settings scroll chain to the layout-invariants file.
1249-1256: Minor · Maintainability & Code Quality · Quick win
Add presence tests for the Settings scroll chain to the layout-invariants file.
The required layout-invariants file does not assert the Settings scroll-containment declarations in V2SettingsPage.css. Those declarations set overflow: hidden on the feature body, min-height: 0 on the legacy wrapper, the .v2-settings root, and the layout, and overflow-y: auto on the layout. Reverting them can leave v2-layout-invariants.test.ts passing while the Settings route loses its internal scroll.

Add presence assertions to the “Settings is one screen: grouped cards, no jump
nav” test using ruleBody and ss to verify overflow hidden on the Settings
feature body, min-height 0 on the legacy wrapper, .v2-settings root, and layout,
and overflow-y auto on the layout.
Exercise the folded device error path and phone cascade.
The layout test only checks source and CSS strings. It would still pass if V2DevicesPanel applied v2-settings__vl--error on the non-error branch, or if the phone override moved before the hide rule.
Add a rejected-request test for <V2DevicesPanel asFold /> that asserts the rendered summary has v2-settings__vl--error. Also scope the CSS check to the @media (max-width: 480px) block and assert that the hide rule precedes the error override. The current CSS order is correct; this change adds regression coverage.

Target the API-token button in this test.
With hasToken: false, the API-token section renders Generate, not Regenerate. The profile editor still exposes an avatar button named Regenerate, so this lookup verifies the wrong button and can pass even if the API-token button loses v2p-b. Mock an existing token, await the status update, and scope the assertion to the API-token row. (raw.githubusercontent.com)
