What

Moves the heavy test suites off the pull_request critical path so an unrelated PR isn't gated on the full matrix every time — while keeping full coverage where it matters.

  • backend-tests (3 shards), service-test (Tier-1 real DBs, 2 shards), frontend-tests, chart-lint run on a pull_request only when the touched package needs them (new changes job keyed off the PR diff), and always on merge_group, push:main (post-merge safety net), the nightly schedule, and workflow_dispatch.
  • merge_group runs every heavy leg (presser ruling, 2026-11-01). The merge queue is where a conflict between two concurrently-queued PRs surfaces — e.g. feat(v2): agent memory lifted from the d215 frame (TASK-732) #3186's v2-layout-invariants failure, and stacked chains editing the same files. Keeping the heavy legs on the queue means that class of failure is a dequeue before merge, not red-on-main after it. The per-PR skip is the only place coverage is reduced, and auto-rollback (ci(deploy): roll back to a rollout-verified revision, not "last deployed" #3212) covers a regression that slips the per-PR path and lands via push:main.
  • test-gate accepts a skipped heavy leg (the per-PR untouched case) but a failure or cancellation of any leg still fails the gate; a skipped light leg also fails. Unit-tested across docs-only / backend / failure / cancelled cases.
  • A change to this workflow itself forces the full suite (self-test), so this PR runs every heavy leg.

Path filter

The changes job maps the PR diff to which heavy legs run:

  • backend / service: ^(backend/|cli/|packages/|package(-lock)?.json) — packages/ included because backend imports packages/commonly-apps + packages/integration-sdk and maps packages/seats in jest.config.js.
  • frontend: ^(frontend/|backend/).
  • chart: ^(k8s/|charts?/|helm/|scripts/verify-backend-worker-chart.sh|scripts/monitoring/apply-alerting.py|docs/runbooks/alerting.md|package(-lock)?.json) — the three script/doc inputs chart-lint actually runs.
  • git diff --no-renames so a file moved out of a watched dir still reports the old path.

Why

Open-to-merge was ~p50 40m / p90 61m and the matrix is the cost (backend-tests and the real-DB service tests are ~250s each). The per-PR skip removes that cost for PRs that don't touch the tested package, without weakening the queue or post-merge safety nets.

Verification

  • actionlint clean apart from 3 pre-existing warnings (checkout@v3 in two jobs, one SC2016) — out of scope.
  • This PR's own CI runs the full suite via the self-test trigger; all heavy legs green.
  • Gate pass-predicate unit-tested (docs-only → pass; backend → pass; any failure/cancel or a skipped light leg → fail; a broken changes job → fail).

…ry PR

The required check "Test & Coverage" gated on the full matrix — backend-tests
(3 shards ~250s), service-test (Tier-1 real DBs ~250s), frontend, chart-lint —
so every PR and every merge-queue commit paid the slowest leg.

Heavy suites now run on push:main (post-merge safety net) + the nightly
schedule, and on a pull_request only when the touched package needs them (a new
`changes` job keyed off the PR diff). merge_group stays light, so the queue's
required check runs ~backend-checks + tool-tests instead of the full matrix,
cutting runner contention and serialization.

test-gate accepts a skipped heavy leg; a failure or cancellation of any leg
still fails the gate. The pass predicate was unit-tested across docs-only,
backend, and failure cases.

Latchkey is left intact but inert for the heavy path (it only routed heavy on
merge_group); a clean retirement can follow once this change's effect is
measured.

Walkthrough

The workflow now runs on pushes to main and uses pull-request path changes to select backend, frontend, service, and chart checks. The test gate accepts skipped results for these jobs and Latchkey jobs. Other non-success results fail the gate.

Backend tests and service tests run on pushes, schedules, manual dispatches, and merge-group events, or on pull requests with backend changes. Frontend tests use the same event conditions and run on pull requests with frontend or backend changes. Chart lint runs on those events or on pull requests with chart changes.

Explanation

The title states the main change: heavy CI suites now run post-merge and per touched package instead of on every pull request. The changeset matches this. The workflow adds a changes job that gates backend, frontend, service, and chart jobs on PR diffs, and runs them on merge_group, push to main, schedule, and workflow_dispatch. The title is specific, follows conventional commit form, and is one sentence. It is 74 characters, which is slightly long but acceptable.

Full details: Description check

Explanation

The description explains the change in detail. It covers which suites move to path-filtered pull_request runs, why merge_group and push to main keep the full suite, the path filter patterns, the test-gate pass rules, and the verification steps. It matches the workflow changes in the raw summary and the objectives, so it is clearly related to the changeset.

Include root package manifests in the chart filter.

A pull request that changes only the root package.json or package-lock.json sets chart=false, so chart-lint skips on that pull request. That job runs npm ci at the repository root. A broken root dependency install can therefore pass the pull-request gate and reach main. A push-triggered chart-lint run catches it only after merge. Add the root manifests to the chart pattern:

…root manifests

- Heavy suites also run on workflow_dispatch, so a manual run tests the selected
revision (and the latchkey dispatch input routes heavy as its description says).
- chart-lint's touched-package filter includes root package.json/lock, since the
job runs a root `npm ci` — a broken root dep is caught on the PR, not post-merge.

Minor follow-up Stop routing Latchkey on mergegroup. No heavy job runs there.

Stop routing Latchkey on merge_group. No heavy job runs there.

The heavy jobs skip on merge_group, but the Latchkey probe and route still run. Each merge-queue run then does Latchkey work with nothing to run on Latchkey:

  • latchkey-route sets use=true and uploads a latchkey-run artifact. That artifact counts against the Latchkey budget. Each merge-queue run uses budget for no heavy work.
  • latchkey-route waits up to PICKUP_SEC for latchkey-probe, and test-gate waits for latchkey-route. A missed pickup also uploads a latchkey-hold artifact. That hold sends later routed runs to GitHub-hosted runners for 60 minutes.
  • latchkey-backstop has no event filter. It runs whenever the route sets use=true. It passes early only after it sees six started Latchkey-labelled heavy jobs. If it sees none, it waits until its 600-second deadline, which can hold test-gate for about ten minutes.

Disable the probe and the route on merge_group. The backstop then skips too, because its if reads the route's use output, which stays empty when the route is skipped. test-gate already accepts skipped latchkey-* results.

Outside diff Include both paths of renamed files.

87-87: Minor · Functional Correctness · Quick win

Include both paths of renamed files.

When a pull request moves k8s/helm/commonly/values-staging.yaml outside the matched directories, --name-only reports only the destination. The changes job can then leave chart=false, so pull-request chart-lint is skipped. The job still reads the fixed staging path, so the render would fail if it ran.

Use --no-renames in both diff commands:

Suggested fix
-            files=$(git diff --name-only "$base"...HEAD 2>/dev/null || git diff --name-only "$base" HEAD)
+            files=$(git diff --no-renames --name-only "$base"...HEAD 2>/dev/null || git diff --no-renames --name-only "$base" HEAD)

This is a pull-request validation gap, not a post-merge gap. chart-lint runs for every push to main, so the impact is minor rather than major.

chart-lint runs scripts/verify-backend-worker-chart.sh and
scripts/monitoring/apply-alerting.py --check (which reads docs/runbooks/
alerting.md). A PR editing only those would not set the `chart` output, so
chart-lint would skip and test-gate would accept the skip — a broken chart
verifier or alerting runbook could pass the PR gate. Add the three paths to
the changes-job chart filter so they trigger the job.

Major · Functional Correctness · Quick win

Remove the merge-queue Latchkey path. It runs no heavy suite, adds a backstop wait, and spends budget.

With vars.LATCHKEY_HEAVY set to on, each merge_group run starts latchkey-probe and latchkey-route. The route records a latchkey-run artifact and sets use=true, so latchkey-backstop runs. No heavy suite runs on that event. The backstop polls until its deadline, which is 600 s with the default STUCK_SEC, and then passes. Each merge group therefore pays the wait and the budget cost for no heavy coverage. Heavy suites run only on push, schedule, and workflow_dispatch, and the workflow comment and runbook still say merge-queue runs use Latchkey.

Remove merge_group from the if: of both Latchkey jobs. Keep the workflow_dispatch rehearsal path. The probe and route then skip on merge_group. The backstop skips because needs.latchkey-route.outputs.use is empty. test-gate accepts those skips through its latchkey- prefix rule.

Run backend coverage for packages/seats/** changes.

tool-tests already runs the package-local suites for both packages/seats/** and workers/agent-runtime/**. However, packages/seats/** changes can leave the backend vendor checks skipped. Those checks enforce the byte-identical packages/seats to backend/vendor/seats contract. Add packages/seats/ to the backend selector. This also enables the backend-dependent service suite. GATE: HOLD at 1b13a71 — Sable, the test-gate predicate is right but the path filter misses real dependencies of the heavy legs

I read the full diff of .github/workflows/tests.yml at 1b13a71 and ran the gate predicate against synthetic needs JSON.

1. test-gate predicate: correct. Run through jq -e with the exact filter from the PR:

  • heavy leg skipped (backend-tests, chart-lint, latchkey-route skipped, rest success): pass
  • heavy leg failure, heavy leg cancelled, an unknown result: fail
  • a light leg skipped (backend-checks, tool-tests): fail
  • changes failed with the heavy legs skipped: fail (so a broken filter job cannot turn the gate green)
The "Verify gate covers every suite" diff still holds, since changes is in needs.

2. Filters: HOLD. Three gaps, all of one kind (a leg skipped for a path it reads).

  • packages/ is not in the backend filter. Backend imports it at runtime and in tests: backend/config/native-agents/*.ts (packages/commonly-apps), backend/integrations/providers/* and routes/integrations.ts (packages/integration-sdk), and backend/jest.config.js maps packages/seats. A PR that edits packages/commonly-apps/src runs only backend-checks (typecheck), so behaviour breaks skip backend-tests and service-test until the post-merge run. Add packages/ to the backend regex.
  • Frontend tests read files outside frontend/ and backend/. frontend/src/v2/__tests__/signalAccent.test.ts reads docs/design/signal-identity.md, and v2-layout-invariants.test.ts reads e2e/ specs (line ~2123). Edits to either skip frontend-tests. Add docs/design/ and e2e/ to the frontend regex.
  • git diff --name-only follows renames. Default rename detection reports only the new path, so moving a file out of backend/ or frontend/ (to docs/, say) reports nothing for the old directory. Use --no-renames.

Everything else in the filter is sound: the base...HEAD fallback to base HEAD errs towards running more, fetch-depth: 0 has the base commit, no expression injection (the only interpolated values are a sha and the event name), and the tests.yml self-test regex matches the path. The chart regex covers all three chart-lint inputs (verify-backend-worker-chart.sh, apply-alerting.py, alerting.md) plus k8s/.

3. Self-test: the regex is right, and the PR's own green run shows the matrix still works.

4. if: guards: the PR and fork-PR path is gated by the filter only, so forks behave like same-repo PRs. workflow_dispatch, schedule and push always run the heavy legs. Per-SHA concurrency means the new push:main run is not cancelled by the next merge.

Not a defect, a decision for you: merge_group is not in the heavy if:, so the merge queue now runs only the light legs. That is what the comment says ("off the PR + merge_group critical path"), but the queue is where a conflict between two concurrently queued PRs surfaces. It did exactly that on #3186 today, when the full frontend suite on the queue's merge commit caught a rule that another PR had re-added. After this lands, that class of failure shows up red on main after the merge. If that is the trade you want, fine; I'd say it in the PR body.

Push the three filter fixes and I'll re-gate the new head.

HEAD: 1b13a71 — GATE: HOLD

Written by Sable, a Commonly agent
GATE: HOLD

lilyshen0722 and others added 2 commits November 1, 2026 04:39
…; --no-renames

Addresses Sable's gate review (2 of 3 filter points + the merge_group decision):

- merge_group now runs every heavy leg (presser ruling). Heavy suites skip only
on an unrelated pull_request; the queue keeps full coverage so an inter-PR
  conflict between two concurrently-queued PRs (e.g. #3186's v2-layout-invariants
failure) is caught as a dequeue, not as red-on-main.
- backend filter includes packages/: backend imports packages/commonly-apps,
  packages/integration-sdk and maps packages/seats in jest.config.js, so a
packages/ edit must run backend-tests + service-test, not just typecheck.
- git diff uses --no-renames so a file moved out of backend/ or frontend/ still
reports the old path and triggers the right legs.

Not applied: docs/design/ and e2e/ in the frontend filter. Verified neither is a
test input — signalAccent.test.ts asserts an href string in rendered preview
HTML (it reads design-system/preview/, not the .md), and the e2e/ reference in
v2-layout-invariants.test.ts is a comment. Adding them would run frontend-tests
on edits the suite does not exercise; and with merge_group now full, any real
cross-file breakage is caught in the queue regardless.

Handle quoted filenames in change detection.

If a PR only changes backend/src/café.ts, Git quotes the pathname by default. The leading quote prevents the path filters from matching, so the backend and frontend suites skip and the gate accepts them. (git-scm.com)

Use NUL-delimited git diff -z output and process each pathname without command substitution. Add a test with a non-ASCII pathname.

GATE: PASS at 99c97b3 — Sable, the three fixes are in and correct; the frontend filter still misses some inputs, which the merge queue now backstops

I read the delta from 1b13a71 to 99c97b3 in .github/workflows/tests.yml and re-read the frontend tests' file reads.

Fixed, confirmed in the diff:

  • packages/ is in the backend filter, so a packages/commonly-apps, integration-sdk or seats edit now runs backend-tests and service-test.
  • --no-renames is on both the base...HEAD diff and the base HEAD fallback.
  • All four heavy if: guards gained github.event_name == 'merge_group', so the queue runs the full matrix. This is the decision I raised, and it is the right one. The test-gate predicate is unchanged and I checked it last round.
  • README.md and docs/assets/ are in the frontend filter: landingHeroContent.test.tsx and readmeFrames read them.

One correction each way. You are right about signalAccent.test.ts. It asserts an href string in the preview HTML and reads no docs/design file, so I withdraw that one. The e2e/ read is not a comment, though: v2-layout-invariants.test.ts:2117-2123 does readdirSync on e2e/ and readFileSync on every *.spec.ts.

Non-blocking: frontend tests still read these paths outside the filter.

  • e2e/ (the readdirSync above)
  • docs/adr/ (v2-layout-invariants.test.ts:4694 counts the ADR files against ADR_COUNT)
  • docs/cli/opencode.md and docs/cli/dsh.md (V2BYOHandoffCard.test.tsx checks they exist)
  • docs-site/introduction.mdx and docs-site/agents/connect.mdx (runtimeClaims.test.ts, cursorProjectRule.test.ts)
  • cli/src/commands/login.js (V2ConnectHonesty.test.ts:105)
  • commonly-mcp/src/tools.js

A PR that touches only one of these skips frontend-tests at PR time. Because the queue now runs every leg, the miss costs a dequeue, not a red main, so this does not block. Extend the frontend regex with e2e/|docs/adr/|docs/cli/|docs-site/|cli/src/commands/login\.js$|commonly-mcp/src/tools\.js$ in a follow-up. I would not use a bare docs/ prefix, since that would run the frontend leg for every docs-only PR.

CI at this head: 30 passed, 7 skipped (Latchkey, nightly scans and the release-branch guard, which are not for PRs). kind cluster smoke test and CodeRabbit were still running when I read it. The self-test ran the whole heavy matrix green, as you said.

Add committed regression tests for test-gate.

No committed test exercises the changed predicate. Add cases where a heavy job is failed or cancelled, and where a heavy job is intentionally skipped. Without these cases, the gate can regress while the repository tests remain green.

Review comment at @.github/workflows/tests.yml around lines 368 - 381:
Add committed regression tests for the test-gate predicate, covering a heavy job
that fails, one that is cancelled, and one that is intentionally skipped. Assert
failures and cancellations fail the gate while skipped heavy jobs are accepted.
Nitpick Add mutation-sensitive tests for the new frontend paths.

92-92: Trivial · Functional Correctness · Quick win

Add mutation-sensitive tests for the new frontend paths.

Add separate selector fixtures for README.md and docs/assets/.... Assert that each fixture sets frontend=true. Reverting either regex alternative must make its corresponding assertion fail.

Review comment at @.github/workflows/tests.yml at line 92:
Update the path-selector tests in the workflow to add separate fixtures for
README.md and docs/assets/...; assert that each sets frontend=true, so removing
either corresponding regex alternative causes its assertion to fail.
