fix(first-run): Scout's welcome sits on the composer, its starts on its text - #3280
A new person's first pod opens on Scout's welcome. On prod it rendered just under the header, with the rest of the pane empty above the composer. On a phone the three starts also sat 8px right of the text they answer. The d215 frame bottom-anchors the stream and lines the starts up with the message.
Short conversations sit on the composer. The history edge (.v2-thread__edge, the scroller's first row) takes margin-top: auto unless the pod is empty. Once rows overflow, the margin resolves to 0 and scrolling, history loading and anchoring are untouched. A justify-content: flex-end would also bottom-anchor, but it makes overflowed rows unreachable, and an invariant now forbids it.
Phone indent. The phone message grid is 30 + 10, but the shared side-row slot (delivery hint, no-agents row, starts) kept the desktop 48. A phone slot at 40 now follows the grid, and the existing invariant derives it the same way it derives the desktop 48.
Key material. The starts take the Signal key gradient (secondary) and fill gradient (primary) that the board, connect, BYO and primitives already use, at the frame's 10px radius. The key shadow outranks the shell's focus ring at equal specificity, so the ring is restated.
Artboard. Drops the pre-click "Beta: 1 hosted agent…" line from the eight first-run frames. Shorten Scout welcome before hosted start #2391 moved the limits to the hosted agent's live status on purpose, so the frame was the thing that was out of date.
Proof
frame-diff, firstrun-welcome against a local build on prod data (read-only), with the Scout welcome served as a fixture on an empty pod. Sidebar marks and counts are masked as data, as in G11.

The dm frame on the Scout room has no regression: 0.412 on prod, 0.395 here. What's left there is the panel, which #3279 closes, and newer messages in that room.
Tests: the new invariant (short conversation bottom-anchors, no flex-end) and the phone-slot derivation each fail when their rule is reverted. CI=true npx jest src/v2 src/i18n: 186 suites, 2,390 tests pass. tsc --noEmit is clean.
…ts text
A new pod's welcome rendered under the header with the rest of the pane
empty, while the d215 stream bottom-anchors. The history edge now takes the
slack above a short conversation; an overflowing one scrolls as before, and
an empty pod keeps its empty state.
On a phone the message grid is 30 + 10, but the side-row slot kept the
desktop 48, so the starts sat 8px right of the text they answer. The slot
now follows the phone grid, derived in the same invariant.
The starts take the Signal key and fill material the lifted surfaces wear,
at the frame's 10px radius, with the focus ring restated over the key
shadow.
The artboard drops the pre-click beta-limits line from the welcome frames:
the limits moved to the hosted agent's live status in #2391 on purpose.

Summary
First-run connection states docs/design/artboards/d215/index.html
Desktop and mobile mockups remove the hosted-agent beta note and show waiting, connected, and hello-failure states. Connected and failure states mark steps 1–2 complete; failure states add an alert below “Say hello.”
The thread edge receives an automatic top margin unless the state is empty. The invariant checks bottom alignment for short non-empty conversations and prevents justify-content: flex-end on the messages scroller.
Starter-button styling and responsive layout frontend/src/v2/chat/chat-states.css, frontend/src/v2/__tests__/v2-layout-invariants.test.ts
Starter buttons use key and fill tokens, a 10px radius, and a visible-focus ring. Phone side rows use a 40px indent and corresponding width subtraction; layout invariants check the geometry and button styling.
Short conversations may issue unnecessary history requests before the user scrolls, so the guard should be added before merge.

Review at b8cc726. No defects. The layout-invariants suite passes, 340 of 340.
Bottom-anchoring (chat-pane.css:579). Only V2ThreadMessages.tsx:290 renders .v2-chat__messages and .v2-thread__edge, so no other scroller is affected. starterPanel and emptyState render only with zero messages, when the edge is data-state="empty", so they don't move. History loading anchors on the row's own position rather than on the change in scrollHeight, so the shrinking auto margin keeps the row still. At-bottom detection (scrollHeight - scrollTop - clientHeight < 80) reads a short conversation as at bottom.
Phone slot (chat-states.css:273). It comes after the base rule at equal specificity. 30 + 10 = 40, and the indent plus calc(100% - 40px) sums to 100%. .v2-thread-block rows use the same grid.
Focus ring.:focus-visible and --primary are both (0,3,1), and the focus rule comes later, so the primary keeps its ring.
nit: in dark theme, the secondary hover flattens to --v2-surface-hover, which equals --v2-key-a, so only the border change shows.
nit: the slot comment at chat-states.css:113 still derives 28 + 8 = 36.
Each new assertion fails when its rule is reverted.

Re-stamp at e5b99d9. The only change since b8cc726 is the slot comment in chat-states.css, which now derives 36 + 12 = 48 and 30 + 10 = 40 on a phone, matching chat-message.css:760 and :784. No CSS rule changed, so the earlier findings hold. One nit carries over from before this PR: the comment's "(0,3,0 beats 0,1,0)" should read (0,2,0), which still beats it.

Skip automatic history loading when the transcript fits.
For a fitting transcript with hasMore, the new auto margin places the first edge inside the scroll root at the bottom. The observer then calls handleLoadOlder() without user scrolling to the history edge. This can issue unnecessary older-page requests and repeat while the transcript still fits.
Overflowing transcripts are unaffected by this rule because the auto margin resolves to zero.

Update the observer for .v2-thread__edge to skip loading older history when the
scroll root’s scrollHeight is less than or equal to its clientHeight; keep the
existing load behavior when the transcript overflows.
The primary and focus selectors have equal specificity. The focus rule must remain after the primary rule so var(--v2-focus-ring) overrides the primary box-shadow. The current test checks only rule contents, so it would still pass if the focus rule moved before the primary rule.
