Closes #10550. Part of #10522.

What

One test in specs/tools/t27o/rust_std.t27, std_parse_helpers_and_the_other_sums_named_directly, naming the seven fns no test named: digits_upto, parse_unsigned, parse_signed, sum_u64, sum_usize, sum_i32, sum_f32. Each bound on both sides (the largest value that parses, the first that does not), a lone + / -, i64::MIN through parse_signed, sum_u64 reaching u64::MAX exactly, an empty slice, a negative i32 sum near the bound, an exact f32 sum. Seal re-saved.

Evidence

Check Before (6ea5f51) After
t27c coverage 52 of 59 (88 %) 59 of 59 (100 %)
t27b test 10/10 11/11
t27c test-report 10/10, 0 vacuous 11/11, 0 vacuous

Negative control: a copy beside the spec with the digits_upto overflow guard loosened (/ 10 + 1) fails 2 of 11 (the new test at its "1000" vs max 999 case, and std_parse_is_rusts_from_str). The copy was deleted.

t27c seal specs/tools/t27o/rust_std.t27 --verify: all hashes MATCH. No generated file: rust_std.t27 is not compiled into a crate.

One test names digits_upto, parse_unsigned, parse_signed, sum_u64,
sum_usize, sum_i32 and sum_f32 directly: both sides of every bound, a
lone sign, i64::MIN, u64::MAX exactly, an empty slice. t27c coverage 59
of 59; t27b 11/11; test-report 11/11 with 0 vacuous; a mutant of the
digits_upto overflow guard fails it (and one existing test).
