Decouple native-main ownership from client startup sync
shouldSyncCodexOnStart is also false for a normal runtimeRole: "hub" without a local loopback listener, because it governs whether local Codex artifacts are synchronized—not whether native-main credentials can be used. Headless hubs still expose native-main account and reauthentication flows, so this guard leaves nativeOwnership null and binds the ready/no-op lifecycle, skipping process ownership and pending-journal recovery while remote requests can use the physical credential. The same gap occurs when a server starts with Codex disabled and the dashboard enables it without restarting. Keep local-client sync disabled in these cases, but retain or dynamically activate the native-main lifecycle whenever native-main flows can become reachable.

Define SCRATCH_DIR before the install command.
Line 22 uses $SCRATCH_DIR, but the instructions do not assign it. If a reader runs this block with the variable unset, the command does not target the documented scratch directory. Create the directory before installing aiohttp and keep using it for PYTHONPATH.

Delete the new .1 archive when rotation aborts after creating it.
Line 76 creates ${path}.1 with O_EXCL. Any later failure returns false and leaves that file on disk. The failure points are the identity check at Line 78, the in-copy check at Line 88, a write error, the fsyncSync error at Line 95, and the final check at Lines 98-99. The test at tests/service/service-log.test.ts Lines 297-312 confirms this: a 64 KiB partial .1 remains after the abort.
Each later timer tick then follows the previous branch at Lines 65-71. That branch renames the partial or empty .1 over .2. The last good archive is lost. Persistent disk-full or fsync failures therefore replace the real history with truncated fragments once per minute.
Fix: track whether this call created the archive. In the failure path, unlink ${path}.1 only if its current identity still equals created. This keeps the guarantee that rotation never removes a file it did not create.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win
Do not require native FFI in the fallback test environment.
The production resolver permits the PowerShell helper when native FFI is unavailable, including on Windows x64. This test gates only on platform and architecture. If native initialization is unavailable, the resolver correctly calls the fallback, but this callback throws and fails the test. Gate the native integration assertion on actual native availability, and test the fallback as a separate supported outcome.

Maintainer integration decision (dev, MAINTAINERS.md maintainer-integration policy): landing this PR at head 2e1d4cb as part of the 2026-10-16 PR-reduction batch. Hosted GitHub Actions are stalled (runs sit queued), and the maintainer ruled out local test runs for this round, so the evidence is remote and exact-tree:

Summary
Guard service-log rotation identities, avoid unused native Codex ownership probes when integration is off, and resolve Windows lock LocalAppData in process.
Carried as one commit per source PR, with original authorship preserved:
Excluded: #7154 and #7184 (see below).
Union inspection:
src/server/index.tsstays at 891 lines against the unchanged 893 cap; six new Bun test files have entries in both layout and expected maps. No locale, capability, preset, or generated-surface counts change. Existing structure owners are updated with the carried contracts; the Windows wrapper extraction keepssrc/update/job.tsbelow its ordinary 2000-line limit.Maintainer security review remains required for filesystem identity hardening, update ownership/delegation, and Windows identity/FFI/DLL handling. This carry does not assert independent security approval or live service acceptance.
