Wheel-only dependency resolution cannot establish whether Python/Go pairing works on Windows ARM64. Add an isolated Noise PSK probe and run it in the existing native CI job, reusing its OpenSSL setup and allowing Python source builds.

Keep experiment dependencies and Go 1.26 setup separate from the product. Verify native interpreter/toolchain architecture and retain environment, build and test evidence as an artifact. The portable harness covers both roles and 13 compatibility/negative-test groups.

Validation:

  • All 13 groups pass locally on Linux; go vet, Python syntax/format checks, product type checks and actionlint pass.
  • Native Windows ARM64 CI passed all 13 groups on CPython 3.13.16 and Go 1.26.9, with CGo disabled and exact experiment dependency pins. The experiment step took 29 seconds.
  • The native install reused a cached ARM64 crypto wheel. This proves installation and execution with the existing CI setup, without claiming package-index wheel availability or a fresh source build by this step.
  • Evidence artifact: pairing-noise-windows-arm64 in CI run 39146689439 (artifact ID 12143363252).

This experiment does not select production authentication dependencies or change package behavior. Other native platform/Python combinations, library security/maintenance assessment and production Go 1.24 compatibility remain open. The authentication draft and backlog edits are outside this PR.

CI failed: One unrelated Python 3.11 unit-test timeout: `test_invalid_declared_length_is_rejected_while_capacity_is_full[65-413]` timed out waiting for blocking-worker capacity to free after cleanup. The other 1,138 tests passed; the failure is not linked to this Windows ARM64 pairing experiment.

Overview

The analysis covers 1 unique error template from 1 log. The Python 3.11 compat nox session failed on a single unit test timeout, and the rest of the suite passed (1,138 passed, 2 skipped).

Failures

Timeout in operation body admission test while blocking-worker capacity is full (confidence: high)

  • Type: test
  • Affected jobs: 118572268704
  • Related to change: no
  • Root cause: server/tests/unit/test_operation_body_admission.py::test_invalid_declared_length_is_rejected_while_capacity_is_full[65-413] times out in its available(app) retry after the test cancels and joins its reader. The log does not show whether the application fails to release capacity on cancellation or the test's cleanup/synchronization waits for a condition that cannot occur. The PR only adds a native Windows ARM64 pairing experiment and a workflow change, with no evidence connecting it to server admission logic.
  • Suggested fix: Check whether blocking-worker capacity is released on the reader cancellation path. If the server is correct, fix the test's cleanup or synchronization. Rerun the affected test and the Python 3.11 compat session.

Summary

  • Change-related failures: None. The single failure is marked unrelated to this PR.
  • Infrastructure/flaky failures: None identified. The timeout may be flaky, but the log does not establish that.
  • Recommended action: Treat this as a pre-existing or independent test issue. Investigate the capacity-release or test-synchronization behavior separately from this PR, then rerun the Python 3.11 compat session to confirm.
Code Review ✅ Approved

🟡 Medium risk · The isolated Noise probe and Go 1.26 CI setup could make Windows ARM64 validation fail if dependencies or builds are incompatible.

Adds an isolated Noise PSK pairing probe for Windows ARM64, run in the existing native CI job with reused OpenSSL setup and Python source builds allowed. Experiment dependencies and Go 1.26 setup stay separate from the product, and the 13 compatibility/negative-test groups plus environment and build evidence are retained as an artifact. No issues found.
