Replace the one-PR-per-milestone assumption with sixty planned child PRs under the existing eleven authentication milestones. Add codebase-grounded production/test churn ranges, confidence, explicit dependencies and acceptance checks, targeting about 600 handwritten changed lines with a hard combined 1,000-line maximum. Preserve aggregate requirements and require further splitting when forecasts grow.

Keep receipt recovery before activation and complete live denial before ordinary API cutover, addressing both DBB sizing findings. Retain the closed artifact prefix and certificate-renewal coverage. Update navigation, preserve the DBB review history and replace the plan stamp against unchanged requirements/HLD.

Sizing-baseline validation: DBB round-two pass, clean seven-dimension SWE design review, recursive three-document stamp closure, sizing/dependency/source-hash and local-link checks, and the repository docs-only precommit check. No product implementation, dependency change or release is included.
