Outcome

Dependabot created PR #58 but warned that the explicitly configured dependencies and github-actions labels were unavailable. This PR removes that three-line override so Dependabot can manage its default labels. It does not fix or assert a block on PR creation.

Reuses the original correction and receipt. Main was merged into this branch without rewriting the original commits, and a new receipt covers the current base. No dependency upgrades or workflow changes are included.

Exact subject

  • Base SHA: eb889adf3009951de873890103199600f4aad20f
  • Head SHA: 303d201e88f7622afe7bace65b6a4eeaa22b2c77
  • Merge-base: same as base
  • Refreshed implementation subject: 2bbf96193fd296014b917836af8850414736b532
  • Changed paths: .github/dependabot.yml, the original evidence receipt, and .quirk/evidence/dependabot-labels-current-main-2bbf96193fd2.json.

Scope and authority

IMPLEMENTATION_DETAIL. Preserves Monday 08:00 UTC weekly updates, seven-day cooldown, limit of five open update PRs, chore/scope commit messages, wildcard GitHub Actions grouping, and all workflow security controls.

Bryan explicitly authorized reuse and integration of this fix in the current task: “Merge when confident.” This authorization is limited to this label repair. PR #58's nine dependency upgrades remain independent.

No canonical concepts, schemas, APIs, secrets, repository settings, release, or deployment change. Merge must use Create a merge commit to preserve receipt subjects.

Evidence and verification

VERIFIED locally on October 29, 2026 (America/Chicago):

  • YAML parsing and exact-byte comparison: candidate equals current main with only the three-line labels block removed.
  • Workflow files are byte-identical to main; git diff --check passed.
  • Exact base/head evidence coverage passed: 84 receipts.
  • Full scripts/validate.sh: 232 of 233 tests passed, then exited 1. The sole failure is test_repository_documents_are_fresh_today: docs/todos/2026-10-03-workspace-portfolio-plans.md was due for review on October 17.
  • Baseline main was independently tested and has exactly the same failure. This PR does not change that document or weaken the freshness check.
  • Remaining non-lint validators were run separately on the refreshed implementation tree: governed decisions, stored receipts, concept lint (21 existing warnings, zero errors), agent assets, maintenance assets, manifest, portfolio, templates, agent tasks, design tokens, portfolio projection, and JSON parsing passed. Strict living-document validation failed for the same expired review date.
  • Optional ruff, actionlint, and zizmor were not run; the full script stopped at the unit-test failure.

Receipt: qreceipt.dependabot-labels-current-main.2bbf96193fd2, source repository Quirk-Systems/.github, source commit 303d201e88f7622afe7bace65b6a4eeaa22b2c77, source path .quirk/evidence/dependabot-labels-current-main-2bbf96193fd2.json, digest sha256:cc31f8b4b9c5a9905f910750b0fb22aada78f8d12d2e9c4a2dd937cd70e0b0b5.

VERIFIED: current repository labels still lack both configured names. The refreshed head triggered Governance Contracts, Dependency Review, and CodeQL. All three failed before starting: each job has no runner or steps and the annotation “The job was not started because your account is locked due to a billing issue.”

UNKNOWN: successful hosted validation and post-change Dependabot labeling behavior. GitHub reports main unprotected and returns no repository/inherited rulesets; the detailed branch-protection endpoint is unavailable to this integration. There are no submitted reviews or unresolved review threads. No protections or settings were changed. Merge proceeds under the explicit task authorization based on the bounded configuration proof, passing receipt coverage, unchanged workflow files, and the independently reproduced baseline failure; it does not imply green CI.

Risk, rollback, and residue

Default labels may differ from the explicit override; GitHub documents that Dependabot creates default labels when necessary: https://docs.github.com/en/code-security/reference/supply-chain-security/dependabot-options-reference#labels

The expired portfolio-plan review remains separate maintenance work. Future Dependabot behavior still needs observation; a configuration check does not prove a successful scheduled run. Reverting the configuration change would restore the known invalid override and warning.

Fixes #46 by removing the invalid configuration values, one of that issue's stated remedies. Does not claim a warning-free subsequent Dependabot run. PR #58 remains outside this integration.
