docs(adr-023): hosted turns move to the native runtime; tools run in an E2B sandbox - #2214
Docs only: an amendment to ADR-023, ruled 2026-10-15 by Cofounder under Sam's delegation. Sam may overrule.
A1: hosted turns run on nativeRuntimeService. That loop already has the broker, AgentRun, the per-user ceiling, the tool gate and connector eligibility. It sits behind a per-install flag, with the Durable Object kept as the fallback until parity. Stage 1, about 10-22.
A2: tools run in an E2B sandbox: one Firecracker microVM per turn, stopped at turn end, outbound traffic only to listed hosts, credentials from the broker. Stage 2, about 10-29. Rejected alternatives and the self-host exit are in the text.
A3: cost is recorded and bounded: an AgentRun per turn, a $2-a-day-per-user alarm, and the 30/200-turn plan line shipped with tools.
Status discipline: the status line names the unknowns this doesn't settle: usage measured on Scout as a proxy, behavior under a spot-node reclaim, and E2B as a dependency. The scope-boundary note names ADR-011, whose 2026-10-15 lift of the cloud-sandbox pause (#2205) A2 depends on.
Board rows: TASK-261 to TASK-265 (Stage 1) and TASK-266 to TASK-268 (Stage 2).
Brings #2214's amendment onto this branch unchanged, so the as-built
rewrite that follows shows as its own diff. A1: hosted turns run on
nativeRuntimeService. A2: tools run in a per-turn E2B sandbox. A3: an
AgentRun per turn, a $2 per-user daily alarm, and the 30/200 plan line.

- The 2026-10-15 direction's runtime decision was made the same day
(ADR-023 amendment) and both stages merged on 10-15/10-16: #2224, #2236,
#2226 (hosted on native), #2232 (E2B sandbox), #2244, #2249, #2248 (web
lookup), #2227, #2237 (cost bounds). Timings cited from
frontend/src/__tests__/timingClaims.test.ts.
- The lift covers only the per-turn E2B sandbox for native agents. VMs,
long-lived containers and a Managed Agents adapter stay paused under the
Tier 2 row, trigger unchanged.
- New requirement, owner SRE: alert when E2B credit falls below $25. The
account has no card on file, so running out stops the sandbox rather than
billing an overage; nothing in k8s/monitoring watches it today.
- Decision (2026-10-22, on Sam's question): Commonly does not host or sell
agent computers; reopen only on two of the first three outside use cases.
- Header scope-boundary note pointing at ADR-023's Containers spike.
Ratified with #2205 and #2214 by Cofounder on 2026-10-21 under Sam's
standing delegation.

The ADR amendment records hosted-turn routing through nativeRuntimeService, with the Durable Object as fallback until parity. It specifies E2B sandbox limits, per-turn AgentRun records, daily usage caps, cost estimates, and unresolved questions.
Changes: Hosted Runtime Decisions
Layer / File(s)
Summary
Runtime stages and hosted usage rules docs/adr/ADR-023-agent-runtime-substrate.md
The amendment records hosted routing through nativeRuntimeService with DeepSeek through LiteLLM, behind a per-install flag. The Durable Object remains the fallback until parity, then retires. E2B sandboxes run commonly_run_code with per-turn limits and no internet, public inbound traffic, or environment variables. The amendment also specifies per-turn AgentRun records, daily turn caps, a spend alarm, cost estimates, and unresolved questions.

D138 doc gate at 8b8fac9, checked against main as it stands today.
What matches main:
A1.backend/services/hostedEngine.ts has a per-install engine (native / durable-object). The Durable Object stays as the fallback while a migration is unfinished (hostedEngineInEffect), and HOSTED_ENGINE picks the engine for new installs (engineForNewHostedInstall, set in Helm backend-deployment.yaml:214). Native hosted turns run in nativeRuntimeService (hostedRunsNative, line 1617).
A3.hostedRuntimeService.ts:38–39 sets 30 turns a day on the free plan and 200 on Pro. The $2 per user per day alarm shipped in #2227 (spendAlarmService). Each hosted turn writes an AgentRun.
Status line. It is Accepted, and it names its unknowns: per-user usage measured on Scout as a proxy, spot-node reclaim, and E2B as a dependency.
Scope-boundary note. It names ADR-011 and says A2 depends on ADR-011's 10-15 lift. Correct, and present as you asked.
Defects:
A2 describes a sandbox that didn't ship. It says "Outbound traffic is limited to listed hosts, and credentials come from the broker, never the prompt." The sandbox in #2232 (turnSandboxService.ts:7) has no internet at all (allowInternetAccess: false) and no environment variables, so it holds no credentials. That was deliberate: the model holds pod content, so outbound access would let an injected instruction send data out. Web search doesn't go through the sandbox. It is a backend call to a search API (webSearchService.ts, Exa or Tavily). The ADR should say what is true: no egress, no credentials in the VM, at most 5 runs of 30 s per turn, a 3-minute lifetime as the backstop, opt-in per install, and web search through a search API outside the sandbox. An allowlisted-egress sandbox is a later design if it's still wanted, not a description of today.
The heading overstates the scope. "tools run in a sandbox" and "A2. Tools run in an E2B sandbox": only commonly_run_code runs in E2B. Broker tools, web search and the pod tools run in the backend process. It should say "code runs in an E2B sandbox".
The stage dates are stale. "Stage 1, about 2026-10-22" and "Stage 2, about 2026-10-29" are given as plans, but Stage 2 (#2232) merged on 2026-10-15. Record the dates things actually happened, or drop the dates.

- Line 22: Amend A1 to define the per-install flag field and selector contract
for agentEventService: specify when runtimeType 'hosted' routes to
nativeRuntimeService and when it remains on the Durable Object path. State the
rollback behavior explicitly, including how disabling the flag restores Durable
Object routing.
- Line 28: Update A3 to define a consistent, measurable turn unit across
nativeRuntimeService and the Durable Object path, including how AgentRun and
AgentEvent activity maps to plan limits. Specify the cost calculation and
pricing source, ledger owner and off-cluster write path, behavior when
installedBy or userId is missing, UTC aggregation boundary, and whether the $2
threshold only triggers an alarm or also rejects work; align the stated 30/200
limits and default ceiling with that contract.

Exact-head re-stamp at 103b836. Since my HOLD at 8b8fac9 there is one commit (103b836) changing 2 lines, A1 and A2. Nothing else changed.
A2 now matches the shipped sandbox. I checked each claim against backend/services/turnSandboxService.ts on main:
commonly_run_code is the only tool.
The sandbox is created on the first run and killed when the turn ends, with a 3-minute lifetime as the backstop (SANDBOX_LIFETIME_MS).
It has no internet, no public inbound traffic (allowPublicTraffic: false, :84) and no environment variables (envs: {}, :102).
A turn gets at most 5 runs (MAX_RUNS_PER_TURN), each capped at 30 s (RUN_TIMEOUT_MS) and 20,000 characters of code (MAX_CODE_CHARS, :26), in Python or JavaScript (RUN_CODE_LANGUAGES, :30).
The egress-allowlist and broker-credential sentences are gone. Resolved.
The dates are corrected. A1 now says "shipped 2026-10-15 as TASK-261, #2224", and #2224 merged 2026-10-15T16:31Z. A2 says "shipped 2026-10-15 as TASK-266, #2232", which matches. Resolved.
One part of my second defect is still open: the section heading. Line 15 still reads "## Amendment, 2026-10-15: hosted turns run on the native runtime, and tools run in a sandbox". The A2 label was fixed to "Code runs in an E2B sandbox", but the heading above it still says tools, which contradicts A2's own "the only native tool that runs in E2B". Changing "tools run" to "code runs" fixes it.
…an E2B sandbox
Amendment ruled 2026-10-15 by Cofounder under Sam's delegation (Sam may
overrule). Measured from a fresh account, the Durable Object hosted agent is
fast and honest but has one tool (read_pod_context), no broker and no run
records. A1: hosted turns run on nativeRuntimeService behind a per-install
flag, the Durable Object kept as fallback (Stage 1, ~10-22). A2: tools run in
an E2B microVM stopped every turn, egress allowlisted, credentials from the
broker (Stage 2, ~10-29). A3: AgentRun per turn, a $2/user/day alarm, and the
30/200-turn plan line with tools. Scope note: depends on ADR-011's 2026-10-15
lift of the cloud sandbox pause (#2205).

A2 claimed Firecracker microVMs, listed-host egress, broker credentials and
a web-lookup path. Main has none of these: run_code is the only tool that
runs in E2B, with no internet, no public inbound and no environment
variables, at most 5 runs per turn, 30 s and 20,000 characters each, and
Python or JavaScript only (backend/services/turnSandboxService.ts,
nativeRuntimeService.ts:1042).
Stage dates: A1 shipped as TASK-261 (#2224) and A2 as TASK-266 (#2232),
both merged 2026-10-15.

Exact-head re-stamp at 38d00a4. Compared with 103b836, the only change in docs/adr/ADR-023-agent-runtime-substrate.md is line 15: "and tools run in a sandbox" becomes "and code runs in a sandbox". That resolves my only remaining point, and the heading now agrees with A2. The PR still changes only that file (+18), and nothing else moved in the rebase.

Scope A3 to an implementation that records the turn.
The amendment says every hosted turn writes an AgentRun and that the $2 alarm bounds every hosted user. The Durable Object fallback still counts acked AgentEvent rows, does not create AgentRun records, and is not included by spendAlarmService. Fallback activity is therefore outside the alarm and the cost estimates. This also conflicts with the “hosted agents write no run records yet” statement on Line 17. Implement shared accounting, or scope A3 to native turns and document fallback accounting separately. (raw.githubusercontent.com)

Reconcile A1 with the Product thesis.
A1 states that hosted turns run through nativeRuntimeService, whose contract runs the agent loop inside the Commonly backend. The load-bearing Product thesis says, “Commonly is a rendezvous, not a runtime.” Define a bounded exception and update dependent ADRs, or keep hosted execution outside Commonly.
