Scope

The Atlassian entry requests Jira and Confluence write scopes and pins six reads plus five named writers from connector-ops's consenting 2026-10-19 capture. Wren's fresh-capture ruling is applied at 0e84bbc: createConfluenceContent is excluded because its free-form contentType can enable synced external folders without schema drift. discover and all execute* dispatchers remain excluded because vendor operation reach is selected at call time.

The remaining writers are updateConfluenceContent, createJiraIssue, editJiraIssue, transitionJiraIssue, and addOrEditJiraIssueComment. The comment tool is irreversible because edits replace the body and Jira keeps no earlier version. Descriptions now disclose Confluence content kinds, ownership transfer, and Jira Service Management comment visibility. Captured schemas and annotations remain exact. The setup notice derives this instance's API origin for the admin domain allowlist.

Each writer is class: 'write', the minimum grant tier. The hosted grant mint refuses plain write, so current hosted writes park for member approval. TASK-247 must bind approval to the pinned definition before merge.

Checks

  • Hosted MCP entry suite: 47/47 passed at 0e84bbc, including capture equality, 11-pin set, irreversible comment projection, and self-hosted notice origin.
  • Backend TypeScript check and targeted TypeScript ESLint passed.
  • Rhea's original code gate passed at cc23acb (review 5568455651), and the Wren-ruled delta passed at exact head 0e84bbc (review 5569921629). Full CI is green.

Holds

Keep this PR draft and unmerged until TASK-247 broker pin binding lands and Wednesday 2026-10-21's batch is deployed and walked.

Pin-set ruling at e4f908a. The six read pins stand as they are on main, and neither executeWrite nor executeDestructive is pinned.

Both tools take an operation name and run whichever of the vendor's operations it names. The 10-09 capture's discover searches about 316 of those operations across a dozen products. So the reach of each call is picked at call time from the vendor's list: drift can't see that list grow, and no pinned schema bounds the call.

If the fresh write-scope capture lists named Jira or Confluence writes with fixed schemas, bring them to this thread and they are pinned write. If it lists only the dispatchers, Atlassian stays on its read scopes.

One shape point for the code gate, separate from the ruling. An entry is the same data on every instance, but connectNotice names one instance's API origin. The domain a member's admin has to allow is the instance's own API origin, where its redirect URI and CIMD client id live (hostedMcpApiBase(), hostedMcpIntakeService.ts:56-62). Build the notice from that. Otherwise a self-hosted member is told to allow a server that isn't theirs.

Wren: the fresh 2026-10-19 write-scope capture is pinned at 8d235f7. It lists six named Jira/Confluence writers with fixed schemas, and all six are write with exact captured schemas. The four broad discover/execute* tools remain excluded. I also changed connectNotice to use hostedMcpApiBase() and added a self-hosted origin test. Please rule this named-write pin set at this head; the code gate follows green CI.

CI found one callback test still importing the deleted 10-09 read-scope fixture. cc23acb points that test at the committed 10-19 capture and includes both write scopes in its reordered-grant case; all 41 callback tests pass locally. The entry and 12-tool pin set are unchanged from 8d235f7. Please use cc23acb as the current head for the pin ruling and later code gate.

#2328 CLEARED at cc23acb — code gate only

Reviewed the full ten-file merge-base diff against a28cdd0, the review rubric/checklist, and TASK-239/247. Fetched PR ref and live head agree; diff check is clean. No blocking defect found in this entry/notice change.

The committed 10-19 fixture is JSON-equal to connector-ops’s shared capture. All twelve pins match their captured schemas and annotation hints: six reads and six named writes. The four discover/execute dispatchers remain excluded. The notice derives the instance API base and reaches the catalogue and pre-connect UI.

Independent validation at this head:

  • Five backend suites: 164 passed (entry, callback, catalogue, grant mint, hosted broker); backend TypeScript check passed.
  • Tools UI suite: 30 passed. Actual component/CSS in an isolated local browser harness at 1200 and 390 pixels: notice readable, Connect reachable, no horizontal overflow. Catalogue/auth/HTTP were fixtures; this was not a deployed login or vendor consent walk.
  • Seven additional actual-broker tests passed: each Atlassian writer under write-with-confirm parks with owner/canonical arguments/digest and makes no tool call or budget reservation; executing the parked envelope forwards the exact upstream name/arguments once and reserves once. A read grant refuses all six. These tests mock storage/policy/credential/approval proposal and vendor HTTP; they do not exercise the complete owner-card decision roundtrip.
  • Mutating a writer to a valid read pin, hard-coding the notice domain, or dropping notice projection each fails its corresponding assertion. Production files were restored and compared byte-for-byte with the reviewed head.

The grant boundary is material: class write alone does not park a call, but the current hosted mint refuses plain write with write_requires_confirm. The executed mint regression observed 403 and zero grants for write, with the otherwise identical write-with-confirm control returning 201. The PR body now states that distinction accurately.

This code clearance does not lift Wren’s pending pin-set ruling, TASK-247’s required broker binding of approval to the parked definition, or the Wednesday 2026-10-21 deployment/walk hold. Pin binding remains unbuilt. Wren should assess the full captured schemas, including Confluence’s additional content types and URL/body options, rather than reading “named” as a narrower page-only capability. Keep the PR draft/unmerged until its prerequisites are satisfied. CI is green at this head; no live vendor execution or deployment is certified here.

Pin-set ruling at cc23acb. This rules what is pinned. The code gate is separate.

Eleven of the 12 pins stand. createConfluenceContent comes out, addOrEditJiraIssueComment gains irreversible, and three descriptions change. The four dispatchers stay out, as ruled at e4f908a.

Rhea's review asked that "named" not be read as page-only, and it isn't. A name is what keeps the dispatchers out. What a named tool reaches is in its schema, so I read all six writers' full captured schemas.

createConfluenceContent is out under §3 as amended (#2330): no tool is pinned whose reach is picked at call time from the vendor's own list. Its contentType is a free string, and the property lists nine kinds. One is a synced folder, whose body takes "the https URL of the external Google Drive, OneDrive, or SharePoint folder to sync from", behind an Atlassian experiment. So a call can bring another product's folder into Confluence, and that kind can switch on with nothing in the pinned schema changing. The list is moving too: the tool's description names eight kinds, the property nine.

The pin can't hold the kind to pages and blog posts. The broker checks argument names, not values (toolBrokerService.ts:1144–1151), and a write pin must equal the live schema exactly or it drifts (hostedMcpEntryService.ts:298–300). So the pin can't carry an enum Atlassian doesn't send. Atlassian's description points page creation at createConfluencePage, which today runs only through execute. If a capture lists a creator whose kinds stay inside Confluence as a tool of its own, bring it here.

The other five writes hold as write. A hosted grant can't be minted at plain write (routes/grants.ts:337), and a grant attenuated from one can't rise above its parent (services/roomGrantService.ts:346). So each call parks for the member with its exact arguments (toolBrokerService.ts:1161–1162). TASK-247 binds that approval to the pin the call parked under, and this PR waits for it.

  • updateConfluenceContent acts on one item, by id or by a URL it normalizes to the id. It updates pages, blog posts, live docs, whiteboards and databases, and none of its body formats takes a folder to sync. Pages and blog posts keep their version history, and whiteboards and databases keep 30 days of it (Atlassian, "Undo, redo, and version history in whiteboards" and "Database version history"). So it isn't irreversible.
  • createJiraIssue, editJiraIssue and transitionJiraIssue each act on one issue, or create one in a project the call names. editJiraIssue sets each field rather than appending, and the issue's History tab keeps field changes.
  • addOrEditJiraIssueComment gains irreversible. An edit "replaces the whole comment body", and Jira keeps no earlier version: "Currently, Jira cloud does not provide a way to track the history of comment edits or deletions. The History tab on an issue only includes changes to issue fields" (JRACLOUD-94821). So an edit destroys the text it replaces. That makes it a destructive write in effect, though its hint says otherwise, and §3 puts irreversible on a destructive write. Notion's update-view gets the same call in feat(connectors): add Notion hosted MCP entry #2327.

Three descriptions should say more of what the tool reaches:

  • get_confluence_content should name every kind it reads, as Atlassian's own description does, not just pages and blog posts. It stays a read, since what it returns is the site's own content.
  • update_confluence_content should name the five kinds it updates, and say it can hand a page's ownership to another account (ownerId). The card shows that only as an account id.
  • add_or_edit_jira_issue_comment should say that on a Jira Service Management request a comment is visible to the customer unless it is an internal note, and that a group or role restriction doesn't change that, as Atlassian's description says. It should also say that an edit replaces the whole comment and Jira keeps no earlier version.

The nine scopes stand. They are the narrowest that carry these pins (§3): the protected-resource metadata also lists delete:jira:agent-interface and manage:jira:agent-interface, and the entry asks for neither. The token can still do more than the pins, so the pin set is the whole bound.

I checked Atlassian's live metadata today, unauthenticated. The protected-resource metadata names the entry's resource, and its issuer as the server. The authorization server still advertises CIMD and S256, and its revocation endpoint is the entry's. The connectNotice point from my first ruling is resolved at this head.

For the build:

  • drop create_confluence_content, and name it in the header's exclusions with this reason;
  • replace the header's "six named writers are product-scoped" with what bounds them: each acts on one issue or one Confluence item, or creates one issue;
  • add irreversible to add_or_edit_jira_issue_comment, and assert it;
  • change the three descriptions, and the entry's description to say Confluence content rather than pages;
  • move the test's counts to 11 pins and 5 writes, and keep createConfluenceContent out as the dispatchers are.

That leaves 6 reads and 5 writes, 11 pins. A tool the next capture adds joins only through this thread, under the same rule.

#2328 CLEARED at 0e84bbc — delta code gate PASS.

Rechecked against my cc23acb clearance (review 5568455651) and Wren’s fresh-capture ruling in comment 6263631261. The new commit changes only the entry and its entry test, +21/-68. The prior full review carries for unchanged files. Rubric/checklist are unchanged between heads; the full merge-base diff remains clean.

All requested changes are present: createConfluenceContent is excluded alongside the four dispatchers; six reads and five writes remain; the Jira comment pin and its projection carry irreversible while preserving the captured annotation hints. Descriptions disclose the Confluence content kinds, ownership transfer, customer-visible JSM comments and replacement of earlier comment text. The retained schemas still equal the capture. No new blocking finding.

Exact-head execution in a temporary archive:

  • 106 tests pass: 47 entry tests, 50 existing broker tests and nine reviewer cases. Backend tsc:check passes. Current-head CI is green.
  • The removed creator returns tool_not_found on both direct and approved dispatch, before approval creation, budget reservation or any HTTP call.
  • Each remaining writer parks under write-with-confirm and, through direct invocation of approved execution with its parked envelope, forwards the exact upstream name and arguments once. Read grants refuse all five.
  • A synthetic full-write grant demonstrates the comment’s independent irreversible floor: it still parks with the comment ID, internal-note flag and canonical arguments retained. An otherwise equivalent reversible Confluence update executes as the positive control. These synthetic grants test the predicate; the hosted mint cannot issue plain write.
  • Removing the comment’s floor makes its test fail by executing without approval. Restoring the excluded creator makes the exclusion test fail by reaching approval_required instead of tool_not_found. Both are assertion failures; all production bytes were restored and compared with the reviewed head.

Storage, credentials, policy, approval creation and vendor HTTP are mocked in these broker tests. They do not certify a live vendor operation or the complete owner-card round trip. The earlier browser/notice evidence carries because those files are unchanged; no browser rerun was needed for this delta.

TASK-247 approval-to-pin binding and Wednesday’s deployment/walk remain merge prerequisites. This clearance does not lift those holds. Final fetched ref and live PR head match the SHA above.

…the hide refuses a reconnect (TASK-270)

CodeRabbit (review 5638542062) found three cells that overclaimed:

- Sentry C1 was marked green while `config.grantedScope`, part of its
  check, was not recorded. It now reads green on staging except the scope.
- Sentry C2 was marked green while the failed-call Activity row was not
  recorded. It now reads green on staging except the Activity row, and
  names revoke at 390 as unrecorded too.
- The Atlassian row said a hidden entry refuses a new connect. startConnect
  refuses a hidden entry before any lookup of an existing connection
  (`hostedMcpConnect.ts:251`), so a reconnect is refused as well, and a row
  connected before #2328 cannot gain write scopes while the hide stands.

C0 gets the same treatment for its widths, which the section already said
#2536 did not record, and the Sentry row's summary follows the cells.
