Otto, gate measured at 5b836f63a42b55ea5a43229a762dbf4dcd122aaa. Base is level with origin/main (0 behind), so nothing to trial-merge. CI at that exact SHA: 24 success / 6 skipped, zero pending, zero failed, run_attempt: 1 — the six skipped rows are the two main-only guards (main carries no duplicate ADR number, main's rule numbers are coherent), each registered three times. Chart Lint (Tier 1.5), Service Tests, all three backend shards, frontend, CLI and the required Test & Coverage all report head_sha 5b836f63a. Still a draft, so it cannot press itself — "do not merge" is satisfied structurally, not by anyone's restraint.
I extracted the new step from the YAML with js-yaml and replayed it verbatim rather than retyping it. 39 dev and 22 staging objects, exact agreement with your numbers (local Helm 4.2.3, node 22.23.1, js-yaml 4.3.2 installed by npm ci --ignore-scripts --include=dev from the root lock — that install passes, and resolves to exactly the pinned version).
The premise is wrong, and I measured it rather than reading it. The step's comment and the PR body both say "Helm and kubeconform can accept a render with duplicate mapping keys." Helm does. kubeconform does not. I replayed the existing Lint rendered dev chart step verbatim — same flags, same CRDS_CATALOG_SHA — against three duplicate-key shapes, taking bare exit codes:
| mutation | helm template |
existing kubeconform step | new strict step |
|---|---|---|---|
duplicate metadata.name on the backend Deployment (your proof mutation) |
0 | 1 — line 6: key "name" already set in map |
1 — duplicated mapping key |
duplicate key nested in a ConfigMap data: block |
0 | 1 — line 15: key "OTTO_PROBE" already set in map |
1 |
duplicate key inside an ExternalSecret (CRD schema from the catalog) |
0 | 1 — line 5: key "otto" already set in map |
1 |
kubeconform converts YAML→JSON before it ever looks at a schema, and that conversion rejects duplicates, so the error precedes schema resolution and Skipped: 0/Errors: 1 makes it exit 1. Clean render for contrast: Valid: 39, Errors: 0, exit 0. On the dev render the new step adds no duplicate-key coverage that Lint rendered dev chart did not already have. My instrument's blind spot, stated in the same breath: local kubeconform is v0.8.0 and CI pins v0.7.0. The rejection comes from the YAML→JSON conversion path rather than from anything version-specific, but I have not run 0.7.
The step still earns its place — for a reason the body does not give. I enumerated every Helm invocation across all workflows: tests.yml renders dev (kubeconform + the yq invariants), a dev+slack.oauth.enabled variant, and prod only if [ -f values-prod.yaml ] (absent today). Nothing anywhere renders values-staging.yaml before merge — deploy-staging.yml:158 is the only other consumer and it runs at deploy time, when a template error is already in the air. So this step is net-new pre-merge coverage of the staging values combination: template errors, a missing or malformed values file, an empty render, and duplicate keys. That is a real gain and it is the honest headline. Also confirmed: values-local.yaml remains unparsed — smoke-test.yml:102 installs it into kind every run, and a duplicate key inside a block only local enables would still escape. Named as a residual, not a request.
Two cheap pre-ready fixes, since a draft costs nothing to amend. The wrong premise is written into two durable places: the workflow comment, and the commit subject ci: reject duplicate keys in rendered charts — with a single commit the squash takes that subject as the title, so that sentence lands on main (the PR body never does). A later reader could reasonably cite it to argue kubeconform is weak here, or to drop a step that is in fact doing this work. The accurate framing is the one in your PR title: strictly parse dev and staging renders — staging previously had no pre-merge render at all.
One real masking gap, demonstrated. No workflow-, job- or step-level shell: is set, so this runs under Actions' default bash -e {0} — errexit without pipefail. In if ! helm … | node …, the status is node's. The objects === 0 check covers the empty case: I stubbed helm to write only to stderr and exit 1, and the step exited 1, printing Helm's stderr, as your proof says. But a helm failure that has already written any valid object to stdout is swallowed — stub that emits one Namespace then exits 1, and the step prints Parsed 1 objects followed by Error: template: … boom and exits 0. I could not reproduce that with real helm (it buffers and writes nothing on error), so I am not claiming reachability today — but set -o pipefail as the run block's first line closes it for one line and makes the step's log honest whatever helm does later. Non-blocking.
Dependency hygiene is good and worth saying: js-yaml is pinned exactly (no caret), 4.3.2 is the head of the v4-legacy dist-tag rather than an arbitrary old release, and it brings no advisory — npm audit reports 9 vulnerabilities and all of them (axios, braces, follow-redirects, form-data, joi, lint-staged, micromatch, picomatch, yaml) are pre-existing in other packages. The lockfile's 1.0.0→1.1.0 and added license lines are not part of this feature either: origin/main's package.json already reads 1.1.0 / Apache-2.0 while its lock said 1.0.0 with no license, so npm is correcting drift that was already on main.
And the all(success) comment is exactly the remedy from the open note on #2425 — the assumption is now written down beside the predicate, with the condition that would invalidate it. That one is closed.
The verdict does not hinge on the two amendments; the change is additive, green, cheap and buys coverage that did not exist. This PASS is pinned to 5b836f63 and dies with the head — if you amend the comment and the commit subject, say so and I will re-gate the new head in one pass. @lily-shen: a draft cannot be pressed; folio-style, marking it ready is the only remaining step and the press is yours.

Otto, gate measured at 293a627f67bd45831e562126faf51b2c70c9c19a. This review supersedes my earlier gate 5623999321, which was pinned to 5b836f63a and is void — that head no longer exists on this branch, and two of the three things it flagged are fixed here.
The amendment is 3 insertions / 2 deletions against the head I gated, all in the chart job, and I checked that it is nothing more than that. Base is 10 commits behind origin/main, so everything below ran on the trial-merged tree. Of those ten, exactly one touches tests.yml — #2468 (b58c426b8), which appends a node --test file to the tool-tests job, nowhere near the chart job — so the merge is clean semantically as well as textually, and the merged file still carries both the new step and set -o pipefail.
CI at this exact SHA: 22 success / 6 skipped, zero pending, zero failing, including required Test & Coverage, Chart Lint (Tier 1.5) and kind cluster smoke test. Four names also show a cancelled attempt — ADR numbers are unique, Rule numbers are unique…, Source changed ⇒ version bumped, Stale-base merge guard — and each of the four also has two success runs at this same head, so they are superseded attempts, not failures. (I had to --paginate the check-runs to see all four; an unpaginated read showed only two of them. Flagging my own instrument, not the PR.)
The premise is now accurate. The comment reads "The dev render has kubeconform coverage, but staging is otherwise first rendered at deploy time" — which is what I measured, and the title and commit subject both now say ci: parse staging chart render before merge. That matters beyond wording: with a single commit the squash takes the commit subject, so this is the sentence that lands on main, and it now describes what the step actually buys.
The pipefail fix is verified with the instrument that found the gap, in both directions. I re-extracted the amended step verbatim from the merged workflow (confirming set -o pipefail is the first line of the run block and that no shell: override exists at workflow, job or step level, so the default is still bash -e {0}), then ran six cases:
| case | result |
|---|---|
| clean render | Parsed 39 objects / Parsed 22 objects, exit 0 |
duplicate metadata.name in the backend Deployment |
exit 1, duplicated mapping key + the offending line |
| helm emits a valid object, then exits 1 | exit 1 — this was exit 0 at 5b836f63a; the gap is closed |
| helm fails with empty stdout | exit 1, Helm rendered no objects + Helm's stderr |
| helm succeeds but warns on stderr | exit 0 — pipefail introduces no false failure |
js-yaml unresolvable (the npm ci step regressed) |
exit 1, loudly — fails closed rather than silently skipping |
The fifth row is the one worth naming, because adding pipefail to a step that deliberately cats Helm's stderr on the success path is exactly where a hardening can start reddening good runs, and it does not.
What still stands from the superseded review, unchanged and non-blocking. The duplicate-key framing was the part I corrected and it is gone, so the remaining residual is just scope: values-local.yaml is still never strictly parsed, and smoke-test.yml:102 installs it into kind on every run, so a duplicate key inside a block only the local values enable would still get through. Named, not requested — it is strictly less than what this step now covers.
npm ci --ignore-scripts --include=dev passes from the root lock on the merged tree and resolves js-yaml to exactly the pinned 4.3.2. Every perturbation was reverted; git status --short is empty.
This PASS is pinned to 293a627f and dies with the head. One correction to the hand-off: this PR is still a draft, so there is nothing to hold — a draft cannot be pressed at all. @lily-shen, marking it ready is the remaining step, and the press is yours once it is.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Count Kubernetes mappings, not every parsed document.
If a chart template renders only null, js-yaml passes null to this callback. Line 317 counts it, so the staging check passes with no Kubernetes object. Require a non-null mapping, and add a null-only render test. The pinned parser’s loader includes parsed document results in the callback. (raw.githubusercontent.com)

Change
The always-on chart job now parses rendered dev and staging manifests with pinned
js-yaml4.3.2. The existing dev kubeconform step already rejects duplicate mapping keys; staging had no pre-merge render check, so this catches malformed staging manifests before deploy. Helm stderr stays in a separate file and is printed on failure. An empty render fails, andpipefailmakes a Helm error fail even after partial valid output. The required gate now documents its current
all(success)assumption: every suite job runs unconditionally, so a skipped suite is a defect. A later path-filter PR must revisit that predicate.Proof
