Moves only the merge queue's heavy test jobs (backend, frontend, service) to Latchkey runners, behind a guard that falls back to GitHub-hosted runners on its own. PR runs stay on GitHub-hosted. The feature is off until vars.LATCHKEY_HEAVY is on, and deleting that variable turns it off.

Why

GitHub-hosted runners are free on this public repo. What slows the merge queue is the org's 20-concurrent-job cap (D37). Latchkey removes that wait, but when its minutes run out, jobs sit "queued" on GitHub with no error. That would leave the required check pending and stall the queue. This PR adds a guard so the queue can't stall that way.

How it routes

  • Latchkey route (GitHub-hosted) picks the runners for the heavy jobs. It falls back to ubuntu-latest when any of these is true:
    • a hold was recorded in the last 60 min;
    • LATCHKEY_BUDGET_START is unset;
    • routed runs since the budget start × LATCHKEY_EQ_PER_RUN reach 80% of LATCHKEY_BUDGET_EQMIN;
    • the Latchkey probe job isn't picked up within 180 s (this case also records a hold);
    • any API error.
  • Latchkey backstop runs only when the route chose Latchkey. If a heavy job is still queued after 300 s, it records a hold and cancels the run, so the required check fails instead of hanging. That's one failed queue entry, and the next one goes to GitHub-hosted.
  • Sizes: backend on latchkey-medium; frontend and service on latchkey-small. Medium halves the backend cost (18 vs 36 eq-min) and is 4–5× faster. Frontend and service are cheaper on small.
  • Test & Coverage treats a skipped latchkey-* job as passing. The probe is left out of needs, so a probe that's never picked up doesn't block the gate.

Rehearsals (workflow_dispatch on this branch)

# setup result
1 budget 0 (simulates exhausted minutes) the route fell back, all heavy jobs ran on ubuntu-latest, the backstop skipped, the gate passed
2 real path, no overrides the probe was picked up in 2 s; backend ran on medium and frontend and service on small; the backstop passed; latchkey-run was recorded; gate green. Measured about 47 eq-min, so the default estimate is now 48.
3 probe on latchkey-norunner (no runner exists) the route fell back after 180 s and recorded latchkey-hold, the heavy jobs ran on ubuntu-latest, and the gate passed

Runs: 40245550646, 40246271113, 40247091514.

Costs and tradeoffs

  • The route job needs one GitHub-hosted runner before the heavy jobs start. In rehearsal 1 that was a 3.5-minute wait.
  • In the fallback case, the probe job stays queued until the run is cancelled or GitHub expires it. It holds no runner, and it isn't in the gate's needs.
  • At about 49–82 merge-queue runs a day, the burn is about 2.4k–3.9k eq-min a day. The 80% stop on the 10k bonus is the guard. A paid plan is a later decision for Sam. Nothing is bought here.

The runbook, docs/runbooks/ci-heavy-runner.md, covers the variables, how to turn it on and off, how to re-run the rehearsals, and how to measure burn.

Touches .github/, so this needs a hand press.

Merge-queue runs send the heavy test jobs to Latchkey runners when
vars.LATCHKEY_HEAVY is 'on': backend on medium, frontend and service on
small. PR runs stay on GitHub-hosted runners.

A held Latchkey job sits queued with no error, so routing never trusts
Latchkey blind. A probe job must be picked up first. A fresh hold or a
spent budget keeps the run on GitHub. A heavy job held after routing
trips a backstop, which records a hold and cancels the run, so the queue
entry fails instead of stalling.

Walkthrough

The workflow adds conditional Latchkey routing for heavy test jobs on enabled merge-queue and manual runs. A probe, budget and hold checks, and a backstop determine whether jobs use Latchkey or GitHub-hosted runners.

Changes: Latchkey runner routing

Layer / File(s) Summary
Routing policy and decisions
scripts/latchkey-route.mjs, scripts/__tests__/latchkey-route.test.mjs
The routing script checks hold freshness, budget limits, probe state, and API responses before selecting runner labels. Tests cover these decisions and fallback behavior.
Workflow routing and backstop
.github/workflows/tests.yml, scripts/latchkey-route.mjs, scripts/__tests__/latchkey-route.test.mjs
The workflow conditionally runs the probe, routes heavy jobs, and monitors routed jobs with a backstop. The backstop can record a hold and cancel the run when a heavy job remains queued past its threshold.
Gate and operating instructions
.github/workflows/tests.yml, docs/runbooks/ci-heavy-runner.md
The gate allows skipped latchkey-* jobs while requiring other dependencies to succeed. The runbook describes routing controls, fallback rehearsals, permissions, and trial measurements.

Add a timeout to the GitHub API fetch.

fetch has no timeout or AbortSignal. A stalled connection blocks route or backstop until the job-level timeout (6 min and 12 min). Both jobs are then reported as failure, so the gate fails. The try/catch fallback in route and the retry loop in backstop only handle errors that are thrown. They do not handle a call that never returns.

Proposed fix
   const response = await fetch(`https://api.github.com/repos/${process.env.GITHUB_REPOSITORY}/${path}`, {
+    signal: AbortSignal.timeout(15000),
     headers: {

Validate numeric env values. A non-numeric PICKUP_SEC makes the probe wait loop run until the job timeout.

The workflow passes vars.LATCHKEY_PICKUP_SEC into PICKUP_SEC. If a maintainer sets a non-numeric value such as 3m, Number(...) returns NaN. Then deadline is NaN, and now() >= deadline is never true. The loop polls the jobs API every 10 s until timeout-minutes: 6 kills latchkey-route. The job result is then failure, not skipped, so test-gate fails the merge-queue entry. The header comment says "Falling back is never a failure", and this case breaks that.

The same pattern exists on two other lines:

  • Line 122: a NaN HOLD_MIN makes holdActive return false. The hold guard then fails open, toward routing to Latchkey.
  • Line 157: a NaN STUCK_SEC makes stuckJobs never match and the backstop deadline NaN.

Parse these values once and fall back to the default when the result is not finite.

Proposed fix

Add this helper after env:

const numEnv = (name, fallback) => {
  const value = Number(env(name, String(fallback)));
  return Number.isFinite(value) ? value : fallback;
};

Then use it at each call site:

-    const pickupSec = Number(env('PICKUP_SEC', '180'));
+    const pickupSec = numEnv('PICKUP_SEC', 180);

Apply the same change to HOLD_MIN (line 122) and STUCK_SEC (line 157). Add a test with PICKUP_SEC: 'abc' that expects a fallback with hold: 'true'.

Based on learnings: "Require explicit conversion and validation when string behavior or unhandled invalid values would cause a bug." As per path instructions: a guard must fail "toward over-delivery", and its failure must not leave an event nobody sees.

Correct the cost of the real-path rehearsal. It disagrees with the default estimate.

Line 78 says the real path "spends about 30 small-equivalent minutes". Line 40 and the variable table set LATCHKEY_EQ_PER_RUN to 48, "measured on the 10-25 rehearsal". The PR description also reports about 47 eq-min for that rehearsal. An operator who plans from 30 will under-budget by about 37%. Change the figure to match the measured value, or explain the difference.

Gate at head d3dec55 (not an earlier head). Verdict: PASS, with one decision the press should accept knowingly (point 3).

Read: .github/workflows/tests.yml at the head, diffed against main, and scripts/latchkey-route.mjs in full. I ran scripts/__tests__/latchkey-route.test.mjs from a git archive of the head in a temp directory: 11 of 11 pass. CI is still running at posting (Backend tests 1/3, 3/3, Service Tests, Frontend tests, kind smoke, CodeRabbit pending; Latchkey jobs skipped as expected). The green wait is the press's.

1. LATCHKEY_HEAVY unset → merge queue as today: holds.
The new routing jobs gate on merge_group && vars.LATCHKEY_HEAVY == 'on', or on workflow_dispatch with the input. With the variable unset, route, backstop and probe all skip. Heavy jobs get needs.latchkey-route.outputs.* || 'ubuntu-latest'. A skipped needs does not skip them, because of if: !cancelled(). They therefore land on ubuntu-latest. The old HEAVY_RUNNER expression is removed. gh variable list shows HEAVY_RUNNER is not set today, so the queue is GitHub-hosted now and stays so. Test-gate allows only latchkey-* jobs to be skipped, so the skipped routing jobs do not fail it.

2. The guard cannot report success while a heavy shard is pending or skipped: holds at the required check.
The enforcing piece is test-gate's predicate, not the backstop. Every needs job must be success, except latchkey-* that are skipped. A pending heavy job keeps test-gate waiting, and a skipped one (backend-tests, frontend-tests, service-test are not latchkey-*) fails it. A backstop pass cannot turn the required check green on its own.
The backstop's own contract is weaker than its comment. expected says the backstop "passes only once this many heavy jobs have started". The deadline branch does not check that: with no read error and fewer than EXPECTED_HEAVY jobs listed, it returns tripped=false ("No heavy Latchkey job left to watch"). GitHub lists matrix jobs when the run starts, so this is unlikely in practice, and test-gate still blocks. Non-blocking follow-up: at the deadline, trip when heavy.length < expected. That makes the backstop match its own comment.

3. Latchkey outage: falls back at route, fails loudly mid-run: holds as designed, but the press should know.

  • Probe not picked up within PICKUP_SEC → GitHub-hosted, hold recorded, next runs skip Latchkey. Route API errors → GitHub-hosted. This matches the ask.
  • A heavy job that stalls after pickup is cancelled by the backstop after STUCK_SEC. The queue entry fails. It does not fall back within that run. The run's comment says this on purpose ("fails loudly"). Next queue entry falls back, because the hold is recorded. Cost: one manual re-queue per mid-run outage. Whether that is acceptable is a choice for Lily as press, not a gate fix.
  • Non-blocking: the route's fetch has no timeout. A hung GitHub API call runs into the job's 6-minute timeout, which fails route, and test-gate then fails. That is not a silent pass, but it is a block, not a fallback. AbortSignal.timeout on api() would turn it into the existing fallback.
  • Non-blocking: labels() takes the LATCHKEY_*_LABEL variables as they are. If one is set to a label without the latchkey- prefix, isLatchkey never matches it, the backstop never watches it, and a held job leaves the check pending. The default labels are correct. A check that the variables carry the prefix would close it.

4. No secret reaches a fork or a pull_request context: holds.

  • grep secrets\. in tests.yml at the head returns nothing. The route and backstop read only github.token, vars.* and inputs.
  • Routing outputs are set only on merge_group or on workflow_dispatch with the input. On pull_request (including forks) route skips, so every job gets ubuntu-latest. The old fork-owner expression is no longer needed for that reason.
  • Heavy jobs on third-party runners carry the workflow's top-level permissions: contents: read. The actions: write is on the backstop, which runs on ubuntu-latest.
  • The merge-queue commit runs on Latchkey runners. That is the existing queue-admission trust decision, and the runbook says so.

Also checked

  • Expected heavy count: backend 3 shards + frontend 1 + service 2 = 6, matching EXPECTED_HEAVY.
  • gh run cancel relies on test-gate still reporting a failure after the run is cancelled. I did not rehearse this. The workflow_dispatch rehearsal inputs (latchkey_probe_label, latchkey_budget_eqmin) exist for that. The runbook should record a rehearsal run that trips the backstop.

Trip the backstop when expected heavy jobs are missing at the deadline.

When a successful runJobs() response lists fewer than EXPECTED_HEAVY jobs, stable remains 0. The deadline branch then returns tripped: false without checking that condition. A queued job that appears after this return has no backstop.

🐛 Suggested fix
-      summary('No heavy Latchkey job left to watch.');
-      return output({ tripped: false });
+      summary('Expected heavy jobs were not all observed before the deadline.');
+      return output({ tripped: true });

Add a regression test that keeps one expected heavy job absent through the deadline and asserts tripped=true.
