ci(deploy-dev): accept a commit SHA to deploy, dispatched on main - #2759
Lets Deploy Dev build a chosen commit instead of always building main HEAD. The run is still dispatched on main, so the deploy identity, which trusts only refs/heads/main, is unchanged.
What changes
New optional input ref. With it omitted, behaviour is exactly as today: the gate and the build both use github.sha, i.e. main HEAD.
With it set:
It must be a full 40-character lowercase SHA. Branch names and short SHAs are refused.
The commit must exist in this repo.
The existing staging-smoke gate then runs on that exact SHA.
The gate job outputs the resolved SHA, and the deploy job checks out that SHA. No branch name reaches the build step.
Deploy Staging already takes a ref input from a main dispatch, so the flow is: Deploy Staging -f ref=<sha>, then Deploy Dev -f ref=<sha>.
docs/deployment/GITHUB_DEPLOY_SETUP.md describes the flow in place of "get it onto main".
Why
main can carry a merged change that isn't meant to go live yet, while a fix behind it needs to deploy. Until now the only routes were reverting the held change or a hand helm upgrade with no gate.
Test plan
Dispatch with no ref: same commit and tag as before.
Dispatch with a short SHA or a branch name: fails at "Resolve the commit to deploy".
Dispatch with a full SHA that has no staging-smoke: fails at the gate.
Dispatch with a full SHA that has a green staging-smoke: builds and deploys that SHA's tag.
Deploy Dev accepts an optional full commit SHA. The workflow validates and resolves the SHA, checks its staging-smoke status, and checks out that commit. The deployment guide describes dispatching the workflow from main with a selected SHA.

Summary
Resolve, gate, and deploy the selected SHA .github/workflows/deploy-dev.yml, docs/deployment/GITHUB_DEPLOY_SETUP.md
The workflow accepts an optional ref. If supplied, it must be a lowercase 40-character SHA that resolves to a commit in the repository. The staging-smoke check and checkout use the resolved SHA. The guide documents how to deploy a selected commit and how the workflow behaves when ref is omitted.

Tier 2 gate on #2759 at ce20f86 (deploy-dev: optional full-SHA ref). I read the workflow at the head and traced each of the four attack points. I did not dispatch the workflow, so the test-plan runs are unverified.
ref empty is unchanged. The resolve step sets sha=$HEAD_SHA (github.sha). The staging-smoke gate reads that value, and the deploy checkout uses the same value. Before this PR, the implicit checkout on a main dispatch was also github.sha, so the commit is the same. git rev-parse --short=8 HEAD gives the same tag.
Only a full 40-char SHA reaches the build. The check is grep -Eq '^[0-9a-f]{40}$' on a printf. That is line-anchored, so a two-line input whose first line is 40 hex characters passes the regex. I reproduced this locally. The input still cannot reach the build: the gh api lookup returns a bare 40-char SHA, so [ "$FOUND" != "$REF" ] refuses it before sha=$REF is written. The safety depends on that equality check, not on the regex. Suggest grep -Eqx or [[ "$REF" =~ ^[0-9a-f]{40}$ ]] so the regex stands alone.
Image-tag override:image_tag does not change the source. The checkout ref comes only from the resolved SHA. image_tag only names the artifact. With ref set, a dispatcher can push a build of commit X under any tag, including main HEAD's tag, which overwrites that image in AR. The exposure predates this PR, since image_tag already accepted any string. It is still interpolated unquoted in echo "tag=${{ inputs.image_tag }}". Only dispatchers with write access can set it. Non-blocking. Follow-up: validate image_tag, and pass it through an env var.
The staging-smoke check reads the resolved SHA. The gate step's SHA is steps.resolve.outputs.sha, and that is the only SHA the gate uses. Confirmed.
One checkout is the only source read. The deploy job has one actions/checkout, at ref: needs.require_staging_smoke.outputs.sha. The require_staging_smoke job has no checkout. github.sha appears only in the resolve step. The tag step's git rev-parse HEAD runs in that checkout. The workflow file itself comes from main, because dispatch is on main, so ref changes what gets built, not the deploy steps.
Also checked: deploy-staging computes its SHA from the checked-out ref and posts staging-smoke on that SHA. The doc's deploy-staging -f ref=<sha> then deploy-dev -f ref=<sha> flow matches the code. The doc's "Deploy Dev accepts only a full SHA" is true of ref only, not image_tag. Suggest the doc says so.
Non-blocking: the regex hardening in point 2, and the image_tag follow-up. Neither blocks the merge.
Dispatch deploy-dev.yml from main with a green ref that differs from github.sha. Assert that the deploy job checks out that ref, not github.sha. The assertion must fail if the checkout reverts to the default commit.

Add a regression test for the deploy-dev workflow’s selected-SHA checkout:
dispatch it from main with a green ref different from github.sha, then assert
the deploy job checks out that ref. Ensure the assertion fails if checkout uses
the default commit instead.
