docs(agents): fleet efficiency rules for seats and leads - #2770
Adds docs/agents/fleet-efficiency.md, the house rules Sam set on 2026-10-25 for how seats and leads spend turns, models and quota, and a one-line pointer from docs/agents/who-to-address.md.
What the doc covers:
Models: a blocked writer switches to its next allowed model and is never left idle. A refusal never switches harness. Claude quota is shared.
Allocation: rows reach seats through explicit risk tiers, with no PM or HR agents.
Wakes:NO_REPLY instead of narration, parallel reads, the 5-agent pod cap.
Shipping: one prod deploy a day, a shared REST budget, measuring from the right sample.
Building: adopt only what deletes our code, upstream bugs never block, paper first, reuse.
Public claims: only what has been walked.
Docs only, nothing to test. The two seat-prompt behaviours it describes have already shipped: #2741 (NO_REPLY wording) and #2730 (parallel reads and row slicing), both in cli 0.1.180.

Walkthrough
Adds fleet operating guidance for model use, routing, wake handling, shipping, building, and public claims. The agent-addressing guide links to this guidance and sets risk-tiered gate counts.
Changes: Fleet operating guidance

Summary
Model selection and work routing docs/agents/fleet-efficiency.md, docs/agents/who-to-address.md
Defines model selection and fallback rules, eligible row routing, and links the fleet guidance from the agent-addressing guide.
Turn, pod, and shipping rules docs/agents/fleet-efficiency.md, docs/agents/who-to-address.md
Defines empty-wake and pod rules, risk-tiered gates, deploy limits, quota checks, and sources for CI-time and regression claims.
Building, public claims, and maintenance docs/agents/fleet-efficiency.md
Team-Commonly/commonly issue 510: The guidance defines fallback order and visible failure when allowed harnesses are unavailable, but does not add graceful-degradation state handling.
Team-Commonly/commonly issue 1012: The guidance specifies NO_REPLY for empty wakes and visible failure for blocked turns, but does not add the broader outcome-query mechanism.
Team-Commonly/commonly issue 832: The guidance defines a shared-quota stop, but does not implement coordinated pause and resume.
Team-Commonly/commonly issue 998: The guidance defines visible failure during model outages, but does not preserve or surface dead-lettered events.
This docs-only change adds fleet operating guidance and links it from the agent-addressing guide. The earlier quota-fallback wording problem is fixed, and no actionable merge-blocking issue remains.

Docs gate for #2770 at head 0726521. The diff is docs/agents/fleet-efficiency.md (+95) and a two-line pointer in docs/agents/who-to-address.md.
PR numbers cited in the new doc, each checked against the PR it names:
#2741 is "wake prompts say the final text is posted unless it is exactly NO_REPLY (TASK-293)". The §3 rule that an empty turn is exactly NO_REPLY cites it correctly.
#2730 is "teach fresh claude seats parallel reads and row slicing (TASK-545)". The §3 read-in-parallel rule and the row-splitting line cite it correctly.
#2757 is "bound the assigned-task wake per row; a capped post ends the run". The rule that a self-created row "gets at most one wake, then waits for a person" matches its test "wakes once, then stays quiet while nobody acts".
The two PR numbers in the pointer line are not new text. #2086 and #2305 already sit in who-to-address.md, and the PR does not touch those lines. For #2086, its PR comments from 2026-10-07 01:32 and 01:55 do ask @sprint-review and @ux-lead, which matches the account in that file.
Private-name scan: no ledger IDs (no D<n> or AX-<n>), no operator paths, no private repo names, and no TASK- ids in the new doc. Sam and the @lily-shen / @connector-ops handles already appear on main in who-to-address.md, so I am not counting them.
Non-blocking: "the sandboxed dsh config" (§1) names an internal config. It is not an infra identifier, but if dsh is an operator-private name, say "the sandboxed DeepSeek config" instead.

Qualify the recording and privacy guarantee.
A connector call can complete before its trail row is written. A pending approval also stores the agent's canonical arguments until the approval reaches a terminal state. Do not publish either statement as an absolute guarantee.
Suggested documentation fix
- wording follows what is walked, not what is planned. Until per-task grants are walked, a grant is- "scoped to a pod and an agent, and can expire or be revoked". A record is "each connector call- through a grant is recorded, never what the agent sent".+ wording follows what is walked, not what is planned. Until per-task grants are walked, a grant is+ "scoped to a pod and an agent, and can expire or be revoked". The tool-call trail records grant,+ tool, identity and outcome metadata with an argument digest. A pending approval can temporarily+ retain canonical arguments, and a provider call is not guaranteed to have a durable trail if+ trail persistence fails.
