A design for an Initiative primitive, docs only. An initiative records a direction a person gives, with a one-line end state, an owner (a person or an agent), and links to tasks, PRs, pods and decisions. A lead can see whether the work is moving without asking each owner.
Status comes only from dated records. The inputs are the PR-merge update and ruled decisions. Owner-written notes and lease renewals never count. The statuses are moving, stalled since , blocked on X, waiting on you, needs your check, and closed.
Closing needs evidence. Only the person who gave the direction can close an initiative, and the close carries an evidence link.
One nudge per stall episode. It is sent as an AttentionItem, and an agent owner's nudge goes to its installer. Agents are never woken by it, so the ADR-018 wake policy is unchanged.
The v1 gap is stated in the document. Deploys, sends and walks have no record yet. The ADR-033 record lines are the v2 path.
Status: Proposed, then Accepted. It was ratified by the project cofounder on 2026-10-26. Section 6 lists the 7 build rows for v1.
The pull request adds an accepted design proposal for an initiative tracker and digest. It describes initiative data, evidence-based statuses, digest and nudge behavior, v1 exclusions, and planned implementation work. It does not add implemented code.

Summary
Initiative model and status rules docs/plans/initiative-primitive.md
The proposal defines initiative fields and typed links. It derives statuses from merge and resolved-decision evidence or a close record, and specifies status outcomes and evidence limitations.
Digest and stall nudge behavior docs/plans/initiative-primitive.md
The proposal describes per-direction digests, an Activity card, and one nudge per stall episode. It specifies AttentionItem routing for human owners and installer routing for agent owners.
V1 scope and implementation plan docs/plans/initiative-primitive.md
The proposal lists v1 exclusions, an ADR-033 evidence path, seven planned implementation items, and open questions.
Team-Commonly/commonly#769: The proposal specifies one AttentionItem per stall episode and routes agent-owner nudges to the installer. It addresses part of the issue’s attention-routing objective.
Team-Commonly/commonly#2691: This PR defines ADR-033 record kinds that the initiative proposal identifies as a v2 evidence path.
Merge Risk: Low · up to 3cf57
This docs-only proposal has two small spec inconsistencies. The nudge pod rule and the digest's Next step rule are described as identical but select from different candidate sets. The test plan for "needs your check" does not state all of its preconditions. Both are easy to fix and do not affect running code, but they are worth aligning before implementation starts.

Define the exact window boundary.
“Inside the window” and “older than the window” leave evidence exactly windowHours old undefined. Different implementations can produce different status and nudge decisions at 24 hours. Specify the comparison and add an exact-boundary test to section 6.

Clarify the status rules in the moving and stalled definitions by specifying
which comparison applies when evidence age exactly equals windowHours, so the
boundary produces one unambiguous outcome. Add an exact-boundary test to section
6 that verifies that outcome.

Derive needs your check from merge records, not from self-reported Task status.
Section 2 excludes POST /complete and PATCH status as evidence because any pod writer can set done. The needs your check row still requires that every linked Task is done and lists "Task status" as its source. A manually written done can therefore move an initiative into needs your check when a linked PR already has a merge record. This contradicts the document's evidence-only status rule.
The effect is bounded. The row is shown only to the giver, never triggers a nudge, and does not close the initiative. The document should still apply its own rule to this status.
Pick one correction:
Use only merge records for the Task condition, so each linked Task must have a merge record. Cite merge records as the sole source for the row.
Or move the giver prompt out of the status set into a separate projection that does not read Task status.
Add a planned test for this case. The current test row at line 231 covers only a Task updates[] write. It does not cover a manually set done on a Task whose linked PR has a merge record. That test should assert that such a Task does not produce needs your check unless the chosen merge-backed rule holds.

Update the “needs your check” rule to rely only on merge records, requiring each
linked Task to have a merge record, and list merge records as the row’s sole
source; do not use Task status. Add a planned test asserting that manually
setting a linked Task to done does not produce this status unless the
merge-backed condition is met.

State the full needs your check test preconditions.
The status rule requires every linked Task to be done, a linked PR merge record, and no close record. The test plan currently says only “a merge that must read needs your check,” which conflicts with the rule that a merge alone is not sufficient. Require the complete fixture so the test cannot accept merge-only behavior.

Update the status derivation test case in the unit table to specify that every
linked Task is done, a linked PR has a merge record, and no close record exists
before expecting “needs your check”; do not describe a merge alone as

Use one nudge-pod candidate set in sections 3 and 4.
Section 3 selects the lowest-taskNum open linked Task from all open links. Lines 197-198 limit the candidate set to the owner's open linked Tasks, but they still say the rule is "the same rule as Next step." The two candidate sets can produce different pods. The digest's Next step and the nudge's pod can then disagree.
Use the same candidate set in both places. To match section 3:
📝 Proposed alignment
- one of the owner's open linked Task with the lowest `taskNum`, the same rule as *Next step* in+ one of the open linked Task with the lowest `taskNum`, the same rule as *Next step* in
If the nudge must stay with the owner's work, keep the owner filter and state it explicitly in this bullet instead of citing Next step as the same rule.
