Pin pg-mem FK action fidelity; document the two divergences (TASK-368) - #2958
TASK-368: pins how pg-mem enforces foreign-key actions, and adds the TESTING.md rule that follows from it.
backend/__tests__/service/pgMemFkActions.test.js (10 tests): the shipped schema.sql FKs (CASCADE, SET NULL, orphan rejection) plus isolated cases for NO ACTION, RESTRICT, ON UPDATE SET NULL and NO ACTION on update.
Two divergences from PostgreSQL are pinned, not fixed:
ON UPDATE CASCADE: pg-mem rejects the parent key change. PostgreSQL cascades it to the child.
ON DELETE SET DEFAULT: pg-mem sets the child to NULL. PostgreSQL sets it to the column default.
backend/TESTING.md: one rule. Tier 0 tests must not depend on the divergent actions. Assert them in Tier 1 or change the fixture.
Caveat
The PostgreSQL expectations follow the PostgreSQL docs. No live PostgreSQL was available on this machine (no binary, no Docker), so they are not yet confirmed against a real server. Tier 1 CI is where to confirm them.
Test plan
npx jest __tests__/service/pgMemFkActions.test.js: 10/10
pg-mem matches PostgreSQL for ON DELETE CASCADE, SET NULL, NO ACTION and
RESTRICT on the shipped schema.sql DDL. It diverges for ON UPDATE CASCADE
(rejects instead of cascading) and ON DELETE SET DEFAULT (sets NULL instead
of the default). The new test measures both halves and pins the divergences
so a pg-mem upgrade that changes them fails visibly. TESTING.md states the
rule: Tier 0 tests must not rely on the divergent actions.
Expected PostgreSQL values follow the docs; not yet confirmed on a live PG.

The pull request adds tests for foreign-key actions in pg-mem and documents the tested behavior, including two differences from PostgreSQL that have not been confirmed against a live server.
Changes: Foreign-key behavior checks
Layer / File(s)
Summary
Pin foreign-key behavior and document differences backend/__tests__/service/pgMemFkActions.test.js, backend/TESTING.md
Tests check foreign-key actions on the shipped schema and isolated tables. The testing guide documents the observed pg-mem differences for ON UPDATE CASCADE and ON DELETE SET DEFAULT.
Team-Commonly/commonly#2684: Establishes the shipped PostgreSQL schema baseline and documents its compatibility alias, which provides context for the schema behavior checked here.
Merge Risk: Low · up to 9c81e
Production behavior is unchanged, but the PostgreSQL comparisons remain unverified and one probe can pass for the wrong reason. Address the test and guide gaps before relying on these results.

Separate shipped-schema results from isolated-fixture results.
The shipped-schema tests cover ON DELETE CASCADE and ON DELETE SET NULL. The NO ACTION and RESTRICT tests use isolated tables, so the claim that all four actions match PostgreSQL “for the shipped schema” overstates what this suite measures. State which actions were tested against each fixture. The shipped pod_members and messages declarations use CASCADE and SET NULL. (raw.githubusercontent.com)

Update the pg-mem FK actions description in TESTING.md to distinguish results by
fixture: identify CASCADE and SET NULL as tested against the shipped schema, and
NO ACTION and RESTRICT as tested with isolated tables. Avoid implying all four
actions were tested against the shipped schema.
If action succeeds but the subsequent SELECT fails or returns no child row, this catch returns 'reject'. A rejection test then passes without proving that the foreign-key action was rejected. End the catch before the read, and let read failures fail the test. For NO ACTION and RESTRICT, also check that the rejection is a foreign-key error.

Limit the catch around `pool.query(action)` so only rejection of the action
returns `'reject'`; run the `SELECT` afterward so query failures or missing
child rows fail the test. For `NO ACTION` and `RESTRICT`, verify the caught
rejection is a foreign-key error.

Add a real-PostgreSQL arm for the divergence claims.
The pg-mem-only probes are valid for pinning pg-mem behavior, but they do not verify the stated PostgreSQL comparisons. freshPool() always uses newDb(), so INTEGRATION_TEST=true does not change this file's database. Add a separate Tier 1 suite that uses setupPgDb() and asserts that ON UPDATE CASCADE changes the child key to 3 and ON DELETE SET DEFAULT changes it to 2.

Add a separate Tier 1 integration suite using setupPgDb() to verify the
PostgreSQL behavior for ON UPDATE CASCADE and ON DELETE SET DEFAULT: assert the
child key becomes 3 after the update and 2 after the delete. Keep the existing
pg-mem probes using freshPool() unchanged.
