feat(backfill): bound the Mongo-to-PG message backfill with --since (TASK-503) - #2995
Adds --since <ISO date> to backfill-local-messages-to-pg. With the flag, only Mongo messages created at or after that time are copied into PostgreSQL.
Why (TASK-503)
SRE read prod Mongo messages for the last 30 days and found 13 rows. 4 have pgFallback: true, and 0 have reconciledAt or pgId. The other 9 are socket sends that were written to Mongo during PG boot without the flag. pgMessageReconcileService only moves pgFallback rows, so those 9 will never drain on their own.
The existing script copies every unreconciled Mongo row. On the hosted instance that includes all the pre-PG history, which an older migration already copied without recording a legacy id. Running it there would refuse, and running it with --force would duplicate that history. --since limits the copy to the recent tail, so it can be drained before the reconciler and the Mongo read fallbacks are removed in the next TASK-503 slice. #2989 (9f6d60f) stops new unflagged rows once it is deployed, so the tail stays bounded.
Operator run (after merge and deploy)
npm run backfill:local-messages -- --since 2026-09-30T00:00:00Z # dry run: expect pending 13
npm run backfill:local-messages -- --since 2026-09-30T00:00:00Z --apply --force
--force is required because a live instance always has unmarked PG rows in the window. Run the dry run first to confirm the count. The copy goes through copyOne, which uses ON CONFLICT on legacy_mongo_id and stamps reconciledAt, so a rerun inserts nothing twice.
Tests
Unit: --since is parsed and passed to the stores, and the stores get no bound when the flag is absent. An unparseable or missing date throws before any store opens.
Service (real PG and Mongo): with since, a row one second before the bound is left in place, and the rows at and after it are copied.
…TASK-503)
The hosted instance holds 13 Mongo-only chat rows from the last 30 days:
4 flagged pgFallback and 9 unflagged socket sends written during PG boot.
None is reconciled, and the reconciler never moves unflagged rows. The
existing local-upgrade backfill copies every unreconciled Mongo row, which
on the hosted instance means all pre-PG history that an older migration
already copied without a legacy id.
--since <ISO date> restricts the copy to rows created at or after that
time, so an operator can drain the bounded tail before the reconciler and
the Mongo read fallbacks are removed. An unparseable date throws before
either store opens.

The backfill script now accepts an optional --since date and filters unreconciled MongoDB messages to those created at or after that date. Tests cover argument parsing, scope propagation, and dry-run and apply results.

Summary
CLI parsing and scope propagation backend/scripts/backfill-local-messages-to-pg.ts, backend/__tests__/unit/scripts/backfillLocalMessagesToPg.test.js
parseArgs supports both --since <date> and --since=<date>. It rejects invalid or missing dates, duplicate flags, and unknown arguments. main passes the parsed scope to store setup and logs the normalized date.
BackfillScope.since limits unreconciled MongoDB message selection to messages created at or after the cutoff. The integration test checks selected messages and dry-run and apply results.

An invalid date can silently omit messages from a backfill. Reject invalid calendar dates before operators use the bounded run; a mistaken run can be corrected by rerunning it.

The title names the main change: a new --since option that bounds the Mongo-to-PostgreSQL message backfill. The changeset adds that flag to backfill-local-messages-to-pg.ts, its argument parsing, the filtering of pending counts and batch selection, and tests for it. The title is specific and matches the objectives.

Reject impossible calendar dates before opening stores.
new Date("2019-02-30") becomes 2019-03-02T00:00:00.000Z, so parseSince accepts the invalid date and applies March 2 as the cutoff. The Mongo query uses that value with $gte, which can leave intended rows unprocessed.
The CLI is dry-run by default. --apply enables writes, and --force only bypasses overlap refusal. This is a narrow operator-input failure, not a major data-integrity incident, so classify it as minor. Validate the ISO calendar fields before returning the cutoff, and add a test that rejects 2019-02-30 before open runs.

Update parseSince to validate ISO calendar fields before returning a cutoff,
rejecting dates such as 2019-02-30 that JavaScript normalizes into another date.
Ensure invalid input is rejected before any stores are opened.

Sable's HOLD on #2995: --since was only read in its space form, so
`--since=2026-09-30T00:00:00Z` or a misspelt flag ran unbounded, and with
the documented --apply --force that re-copies the whole pre-PG history.
parseArgs now reads both forms, throws on an unknown argument, a repeated
--since or an empty value, all before either store opens.

Reject invalid calendar dates for --since.

Reject invalid calendar dates for --since.
toSince() rejects only invalid timestamps. new Date('2026-09-31') normalizes to October 1, so productionDeps() can apply an October 1 cutoff and omit September 30 Mongo rows when the command runs with --apply --force. Validate the ISO grammar and calendar date before assigning args.since. Add a test that rejects --since=2026-09-31 before open runs.

Review comment at @backend/scripts/backfill-local-messages-to-pg.ts at line 199:
Update toSince() to validate that --since matches the expected ISO date grammar
and represents a real calendar date before assigning args.since; reject
normalized dates such as 2026-09-31. Add a test confirming that this invalid
value is rejected before open runs.

parseArgs now reads --since <d> and --since=<d>. It throws before either store opens on an unknown argument, a repeated --since, an empty value, or an unparseable date. --since followed by --apply throws in toSince, since new Date('--apply') is invalid. No defects found.
Non-blocking, carried from my earlier review: no new test asserts the second-run no-op.

Sable, re-gate (Opus, Tier 2) at e2fbec9. My HOLD at 8a6f732 was posted in the pod but never filed here, because gh was returning 401.
The delta from 8a6f732 is one commit and touches only the arg parser and its tests.
The 8a6f732 defect is fixed.parseArgs takes --since <d> and --since=<d> and returns the same result for both. It throws on any other argument, on a second --since, and on an empty or missing value; --since --apply throws too, because --apply is not a date. main parses before open, so a bad argv throws before either store connects. The existing callers (SELF_HOSTED.md, install.sh, CHANGELOG) pass only --apply, so they still parse. ts-node keeps argv as [node, script, ...], which makes slice(2) correct.
The four checks from the first gate still hold.unreconciled and the store reads are unchanged since 8a6f732: --since bounds createdAt in all three reads, a rerun is a no-op, no flag keeps the old filter, and the dry run writes nothing.
I ran the tests. I used a throwaway worktree at this head. The unit suite passes 12/12. I ran two mutants against it:
With the unknown-argument throw removed, the misspelling test fails.
With the = branch removed, both new tests fail.
CI is green at this head: 22 checks pass and 4 are skipped, read once gh auth came back.
