Closes #10584. Sub-issue of epic #10560 (content factory), R7. Stacked on #10566 (reel_factory.t27); the diff includes #10566's commits until it lands.

What

specs/t27f/reel_beats.t27 turns each lesson reel into three beats: open, main, close. Before, each reel had one scene archetype, and up to four reels of a course (ARCH_CAP) shared it.

  • main is the factory's scene, arche(t), unchanged.
  • open is the item's best other construct by the factory's term-frequency score. It is never the previous reel's open, and no earlier reel may have the same ordered pair (open, main). If no construct is left, open falls back to a generic scene.
  • close is a generic scene (code, title, task or map). It rotates from t mod 4, differs from main and open, and is never the previous reel's close.

Self-correction during the work

The first draft required unordered pairs {main, open} to be unique, and 4 of 7 tests failed. The content matrix shows why: 21 of 27 lessons have content for graph and tests alone among the constructs. Their scenes come from six archetypes, which make only 15 unordered pairs for 27 reels. The rule is now on ordered pairs (30 possible), and the spec's NOT CLAIMED block records the measurement.

Beat table, course 0 (printed on the Railway lab from plan_beats)

19 of 27 opens are constructs. The other 8 (lessons 3, 8, 10, 15, 21, 23, 24, 26) fall back to a generic scene, because main took the item's only construct or the pair rule refused the alternatives. No two rows are the same sequence, and neighbouring rows differ in every column.

… item (Closes #10561)

The content factory of epic #10560 (R1 + R2). Each lesson's code and
title are read into eleven feature counts; twelve scene archetypes are
scored by term frequency over course frequency; the course is planned
at once (best pair first, cap 4, no repeat within 2 items, then the
least-used generic scene); accent, motion and layout dress the plan;
eight output formats and the SSIM anomaly bound for R3.

Lab: test-report 8/8 pass, 0 vacuous; seal --verify MATCH; t27b front
end accepts it (JIT verdict is the arm64 ratchet's).

…e same sequence (Closes #10584)

Each lesson reel of course 0 becomes three beats: main is the factory's
arche(t), open the item's best other construct (generic fallback), close
a rotating generic. Tests over all 27 lessons: every beat placed, three
distinct scenes a reel, no two reels share the ordered pair (open, main),
neighbours differ in every position, every beat shows content its item has.

Measured: 21 of 27 lessons have content for graph and tests alone among
the constructs, so unordered pairs (15 possible) cannot be unique for 27
reels; the rule is on ordered pairs (30). 19 of 27 opens are constructs.

test-report on the Railway lab: 7/7 pass, 0 vacuous. t27b builds an
aarch64 object. Seal saved and verified. Ledger row pass; cap unchanged.

…ness (Closes #10584)

R7 experience. The unordered pair rule was infeasible on course 0: 15
pairs for 27 reels, measured from the content matrix. t27c gen imports
std only in a module that has a test block. Printers stay on the lab.

Ledger: keep the reel_beats row.
