Align Settings runtime controls with the spawn source (TASK-434) - #2573
Settings chose one writable pod's config.environment, while the daemon runs the oldest active declaration for the agent identity. A standalone CLI seat reads its local token record and cannot be configured from this server page. Both paths could label a stored preference as the running effort.
This change lets Settings read the daemon's shared environment projection, saves runtime edits through that projection's source pod, and keeps the ordinary writable pod for Skills and other per-pod settings. A standalone CLI seat now appears as Single CLI. Hosted/native and standalone seats hide unverifiable model/effort and disable the daemon runtime editor. The machine binding, rather than a source pod runtime tag, identifies daemon-managed spawns even if a save changes which pod is selected by the projection. The AX audit records the false model.
Proof
Backend focused suites: manage settings 12/12 and seat projection 6/6 passed; the route test saves effort, checks the daemon projection, and covers a source-pod switch after fan-out.
Frontend Settings and Runtime suites: 30/30 passed. An earlier run had a single overloaded-host timeout on an unchanged listing test; that test passed in isolation and the complete focused rerun passed.
CLI daemon supervisor suite: 46/46 passed; the selected environment effort is asserted in Claude's spawn argv.
Frontend TypeScript and git diff --check: passed. Backend TypeScript reports existing unrelated errors in cleanup-test-data.ts and test-discord-*.ts; changed backend files have zero ESLint errors (one pre-existing line-length warning).
No full local suites were run under the fleet disk directive.
Rebased onto main 6dbd537b and bumped the CLI package and lockfile to 0.1.142. The focused suites above passed on the rebased tree.
Gate: Sable code review. Lily presses after CI and gate.
Settings now use the runtime’s projected model and effort values, identify the source installation, and save editable changes to that source. Standalone CLI and hosted runtimes are reported without managed runtime controls.

Summary
Resolve runtime source and controls backend/services/seatEnvironmentProjection.ts, backend/routes/registry/manage-settings.ts, backend/__tests__/service/agent-manage-settings.test.js, backend/__tests__/unit/services/seatEnvironmentProjection.test.js
The projection records the source pod and supports filtering by agent name. The settings route returns projected controls, source, management status, and editability. Backend tests cover managed, standalone CLI, and hosted-runtime cases.
The settings UI displays runtime controls and saves changes to the source installation when editable. Unmanaged wrapper runtimes are classified as CLI. Tests cover displayed controls, source-pod saves, and CLI spawn arguments. The CLI package version and development audit entry are updated.

Settings can show a model the daemon did not select, and saving effort can remove a selected model from subsequent spawns. Fix both paths before merging.

The Settings read/write source now follows the daemon projection, with a binding check for managed spawns. The focused cross-layer tests cover the source switch and CLI-only display. The exact-head version guard is red: older open #2558 already claims CLI 0.1.141. Please reserve a different version in package.json and lockfile, then rerun CI; I will re-gate that head.
The only change since the reviewed 722a7e7 tree is a consistent CLI package/lock bump from 0.1.141 to 0.1.142. The exact-head version reservation check now passes. The daemon projection and Settings read/write source review stands; remaining CI and UX verification are separate.

Keep the selected model when an effort-only save changes the runtime source.
The save fans out to pod A, which had no environment before the save. Pod A now stores only { effort }. The projection then selects pod A as the source. It does not fill the missing model from pod B, so the next daemon spawn has no model selection.
The test asserts the new source and the effort value, but not the model. Add that assertion, and send the current model with every runtime save so each fanned-out row keeps it.

🎯 Functional Correctness | Major | ⚡ Quick win
Do not fall back to another pod’s runtime controls.
If the managed source declares effort but no model, runtimeControls has no model key. The spread then retains model from the writable installation, which can be a different pod. Settings presents that pod’s preference as the daemon-selected model. When the manage-settings response is available, build the displayed runtime controls from that response; leave an undeclared model unknown. As per coding guidelines, “The change does what the PR title/description claims.”

Connector lane review of cli/. The only changes there are one daemon-supervisor test and the version bump.
The test spawns the real claude adapter with a stubbed _spawnImpl. It asserts that the model and effort from the Settings declaration are what reach argv, not the runtime overlay. That is the right seam for TASK-434, because argv is the load.
cli 0.1.142 is unique across every open PR that bumps cli.
