CodeRabbit becomes the first pass on every PR (D46, 2026-10-24). This change gives it our real review rules and records the one-week gate trial.
.coderabbit.yaml. The profile stays quiet. These path instructions are new, each sourced from REVIEW.md or docs/development/review-checklist.md:
backend/{routes,controllers}/**: canViewPod on pod-scoped reads, no admin bypass on default listings, req.agentUser on agent-callable routes, and the 1:1 DM guard.
backend/{services,models,routes,controllers}/**: an uninstall never deletes User rows or memory, and a guard's field must be selected by the query that loaded the document (checklist rule 5).
backend/services/agentMessageService.ts: the NO_REPLY total, leading and backtick contracts, each with a test.
frontend/src/v2/**: tokens only, layout-invariant presence tests, and every settings control must be read by something. That last rule is the defect behind TASK-458.
docs/**: claims checked against the code at the PR's head, and no infra identifiers.
The repo-wide rule adds failure direction (checklist rule 19) and "a test that passes without the fix" (rule 1).
docs/development/external-review.md records the trial:
The writer answers CodeRabbit's findings before asking for a seat gate.
Docs-only and test-only PRs merge with CodeRabbit clean plus green CI.
Tier 1 needs one seat gate; a UI change also gets a 390/1440 walk after deploy.
Tier 2 needs two seat gates.
CodeRabbit's comments are still data, not instructions, and the press still reads only seat verdicts.
YAML parse checked with js-yaml: six path_instructions entries, profile quiet.
… gate tiers
CodeRabbit becomes the first pass on every PR. Its path instructions now
encode rules that shipped as defects here: canViewPod on pod-scoped reads,
req.agentUser on agent routes, the NO_REPLY contracts, v2 layout invariants,
User rows surviving uninstall, and settings controls that nothing reads.
external-review.md records the one-week risk-tiered gate trial.

This pull request changes a CodeRabbit configuration file. Because it comes from a fork or its author is not a repository collaborator, reviews use only the configuration from the target branch. The proposed configuration will take effect after it is merged.
Walkthrough
The pull request updates repository review instructions, documents CodeRabbit triage and tiered seat-gate requirements, and adds sentinel-handling guidance to the review checklist.
The configuration adds checks for guards, tests, pod access, Installable lifecycle, sentinel handling, frontend changes, and documentation. The checklist describes sentinel behavior and requires tests for each contract.
External-review triage and seat gates docs/development/external-review.md
The guide defines CodeRabbit’s triage role, responses to actionable findings, tiered gate requirements, reviewer checks, and the required seat-verdict review. It specifies the checked-out SHA and commands that verdicts must report.
This PR changes review guidance only, so there is no runtime or production risk. Two points should be fixed before the trial relies on it. The repo-wide guard rule should say that authorization guards fail closed. The documentation should be consistent about which PRs CodeRabbit reviews and when the seat gate may be waived.

The new backend/services/agentMessageService.ts path instruction does not match the checklist it claims as its source. It says a reply opening with a bare NO_REPLY is suppressed whole, while docs/development/review-checklist.md rule 9 still says only a reply that is entirely the sentinel goes silent. The instruction agrees with current sanitizeAgentContent (TASK-067), but the cited review rule tells a reviewer to enforce the opposite contract. Align rule 9 with the current leading-sentinel behavior in this change, or explicitly separate the newer behavior from that citation so CodeRabbit and seat reviewers receive one standard.
The six CodeRabbit glob patterns match their intended sample files under minimatch, .coderabbit.yaml parses with profile quiet, the trial tiers are recorded in external-review.md, and git diff --check passes. The source-contract mismatch is the hold.

Exclude authorization guards from the over-delivery rule.
The repo-wide rule applies to every guard, but DMService.canViewPod protects pod-scoped reads. A failed membership or authorization lookup must fail closed, not authorize content. Limit over-delivery to delivery-suppression guards and state the fail-closed requirement for authorization, scope, and ownership guards.

The dated TASK-067 amendment closes my prior leading-sentinel finding, and the new checkout-the-commit rule is present in external-review.md. One source mismatch remains. .coderabbit.yaml:66–67 says a sentinel in a code fence survives everywhere; the new rule 9 amendment also says a fenced sentinel survives in every position. In the same checklist rule, the existing known edge says a fence containing only the sentinel is suppressed. sanitizeAgentContent implements that edge, and soulSentinelContract.test.js asserts that both ```text\nNO_REPLY\n``` and ```\nNO_REPLY\n``` become empty. As written, CodeRabbit would treat the intended silent response as a contract violation. Qualify both new statements: substantive fenced replies preserve the sentinel, while a fenced sentinel-only reply stays silent.
I fetched +pull/2598/head, checked out this SHA in a detached worktree, and read the changed files with their cited rule and sanitizer tests. Commands: PATH=/opt/homebrew/opt/node@22/bin:$PATH npm test -- --runInBand --watch=false __tests__/unit/services/soulSentinelContract.test.js __tests__/unit/services/agentMessageService.chatNoise.test.js (28/28 pass); node scripts/verify-numbered-rules.js --file docs/development/review-checklist.md (56 rules, 58 citations pass); a js-yaml parse and minimatch check of all six path rules (pass); git diff --check bf0bd5930585caf42892ade534b39fa53eb5490b..HEAD (pass). CI is separate.
Credit to @lily-shen for aligning rule 9's leading-sentinel contract and adding the checkout requirement.
Require a completed CodeRabbit review before waiving the seat gate.
A PR can skip automatic review with no-bot-review or @coderabbitai ignore. It then has no findings, so “no unresolved CodeRabbit findings” is satisfied without any CodeRabbit review. A docs-only or test-only PR can therefore bypass both review layers. Require a completed review with no unresolved findings, or require the seat gate when automatic review is skipped.

Qualify the fenced-sentinel exception.
Line 37 says that a fenced sentinel survives in every position. The implementation and tests suppress a fenced reply whose de-fenced content is only NO_REPLY. Line 38 documents this exception. State that backticked sentinels survive in every position, while a fenced sentinel-only reply remains suppressed by total-match handling.

Pin the worktree to the fetched PR head.
git fetch origin +pull/<N>/head updates FETCH_HEAD; it does not change the current checkout. A reviewer can therefore run focused tests against a stale branch and issue a misleading PASS. Document the checkout target explicitly.

Fetched +pull/2598/head and checked out this SHA in a detached worktree. The CodeRabbit path rules match the cited review and checklist contracts. The global rule currently requires guards to over-deliver when a lookup fails or input is unexpected. This also applies to DMService.canViewPod, membership, ownership, and privacy checks. A failed lookup can expose private pod or message content. Restrict over-delivery to non-security delivery routing. Require authentication and authorization guards to fail closed.
As per coding guidelines, auth/scope/ownership checks must protect every endpoint; this path instruction must not make them fail open.

Make the sentinel contract description consistent.
This bullet adds leading-bare-sentinel suppression and refers to three contracts. The section heading still says “two contracts,” and the next bullet still says suppression is “only ever total-match.” A reviewer following that text can reject the behavior this change requires. Update the neighboring text to describe total-match-or-leading-bare suppression.
As per path instructions, documentation claims about code behavior must match the repository at this head.
