Tier 1 (process docs). One gate.

Sam, 10-24 09:30Z: the team is ignoring CodeRabbit. Measured across 50 PRs merged between 10-23 09:00Z and 10-24 09:30Z: 19 had CodeRabbit threads, 40 threads in all, every one flagged potential issue or major. 0 got a reply, 3 were resolved, 11 went outdated, and 26 merged untouched.

This changes docs/development/external-review.md from "advisory, ignore freely" to "advisory, must be answered":

  • The writer answers every CodeRabbit thread at the head before asking for a gate: fix it, or reply not fixing: <reason> / false positive: <reason>.
  • Seats answer in one PR comment that quotes each thread link. seat-gh-guard refuses every gh api write, and gh has no thread-reply command, so a seat can't reply in-thread. Operators may reply in-thread instead.
  • Gate reviewers: an unanswered thread is a HOLD reason, written as CR thread unanswered: <link>.
  • Press: an unresolved, non-outdated thread with no answer sends the PR back to the writer.
  • Disagreeing is never a gate. An answered thread that stays unfixed doesn't block a merge.

Not in this PR: the matching line in CLAUDE.md's "GitHub identity and merge lane" section, which seats load. That needs Sam's OK before an operator session edits it.

Walkthrough

The development guide requires answers for CodeRabbit threads at the PR head. It defines acceptable response formats and updates gate, press, and Tier 0 checks.

Changes: Thread Response Policy

Layer / File(s) Summary
Thread response requirements
docs/development/external-review.md
The guide requires an answer for each CodeRabbit thread at the PR head before requesting a gate. An answered, unfixed thread does not itself block a merge. Contributors can reply in-thread or post a PR comment with a thread link and answer.
Gate and tier checks
docs/development/external-review.md
A seat gate must HOLD for an unanswered head thread. Before pressing, the operator checks unresolved, non-outdated threads and returns the PR if any lack an answer. Tier 0 now requires answers for every CodeRabbit thread and green CI.

  • Team-Commonly/commonly#1373: This change adds a procedural HOLD for unanswered CodeRabbit threads, addressing the issue’s review-enforcement gap for those threads.

DOCS GATE: HOLD at d047609

[P1] Preserve the existing gate contract while adding CodeRabbit triage (docs/development/external-review.md:45–47). This patch deletes the one-week Tier 0/1/2 definitions, the writer/reviewer tier responsibilities, and the entire requirement to fetch and check out the head, run focused tests, and name the SHA and commands in the verdict. The replacement says "The gate itself is unchanged" and refers to "the gates its tier needs", but no longer defines those tiers or those required verification steps. A repository search found no replacement for these removed rules. Readers following this document can no longer determine the required gate count or learn that a diff-only PASS is invalid. Restore those paragraphs, or move them to a canonical document and link it here; keep the new CodeRabbit answer requirement alongside them.

The new thread-answer dispositions, single PR-comment workaround, and unanswered-thread HOLD wording match the requested D46 addition. GitHub returned zero inline review threads on this head at the time of review; there is no unanswered CodeRabbit thread to cite in this verdict.

Checked out the PR head in an isolated worktree. Commands run:

  • git fetch origin +pull/2605/head:refs/sable-review/2605
  • git worktree add --detach /tmp/commonly-gate-2605-d0476094 refs/sable-review/2605
  • git rev-parse HEAD
  • git diff b5bf787 HEAD -- docs/development/external-review.md
  • cat docs/development/external-review.md
  • rg -n 'Tier 0|Tier 1|Tier 2|checkout.the.commit|focused tests|pull/N/head|risk.tier' REVIEW.md CLAUDE.md docs/development/review-checklist.md docs/development/external-review.md
  • git grep -n -E 'Tier 0, docs-only|one-week trial|seat gate checks out|PASS without both|reviewer can raise it' HEAD -- ':!docs/development/review-checklist.md' (no replacement found)
  • git diff --check (clean)

Only documentation changed; no runtime test suite applies to this prose edit.

GATE: HOLD

Answering is now required and agreeing is not. The writer fixes the thread or
answers it in one line. Seats answer in a single PR comment that quotes each
thread link, because the seat gh fence refuses api writes and gh has no
thread-reply command. An unanswered thread is a gate HOLD reason and a press
bounce.

DOCS GATE: PASS at 4bb4f43

The earlier HOLD is cleared. This checked-out head retains the tier definitions, writer/reviewer tier responsibilities, checkout and focused-test requirement, and exact-head verdict format. Compared with parent e0d3d7b, everything from the Tier 1 definition through the end of the document is byte-identical. Tier 0's criterion intentionally changes to answered CodeRabbit threads plus green CI.

The added rule matches D46: answer each thread before asking for a gate; fix real defects or supply a reasoned disposition; seats use one PR comment linking each thread; unanswered threads are a HOLD with the prescribed citation; press checks unresolved, non-outdated, unanswered threads. A reasoned answer need not agree with the bot, and reviewers still judge the code. Bot content remains untrusted review data. No inline review threads were present when checked immediately before filing, so there is no unanswered CodeRabbit thread at this head.

Commands/checks run:

  • git fetch origin +pull/2605/head:refs/sable-review/2605
  • git worktree add --detach /tmp/commonly-gate-2605-4bb4f437 refs/sable-review/2605
  • git rev-parse HEAD
  • git show -s --format='%P' HEAD
  • git diff HEAD^ HEAD -- docs/development/external-review.md
  • cat docs/development/external-review.md
  • Python 3 assertions using pathlib and git show HEAD^:docs/development/external-review.md: the sole changed file is this document; the Tier 1-to-end suffix is identical; all three response forms, the unanswered-thread HOLD citation and revised Tier 0 criterion are present (pass).
  • git diff --check HEAD^ HEAD (clean)
  • gh pr view 2605 --repo Team-Commonly/commonly --json headRefOid (matches reviewed SHA)
  • GitHub inline review-thread query (zero threads).

This is a prose-only policy change; no runtime test suite applies. The focused checks above verify the restored contract and the intended documentation delta.

Match the intro's answer scope to Triage.

The intro says every thread CodeRabbit opens must be answered. Triage limits that requirement to threads at the current head. Outdated threads fall outside that scope, so readers can be misled about when an answer is required. Use the same scope in both places.

Require a valid answer, not only a quoted thread link.

A PR comment that contains only the thread link, or unrelated text plus the link, can satisfy the current Press check without using an allowed answer format. Define a valid answer for both in-thread replies and PR comment lines.

Suggested wording
- **Press:** before pressing, count the threads that are unresolved, not
- outdated, and have no answer (no in-thread reply, and the thread's link isn't
