Route unclaimed-work nudges to idle implementers hourly - #2600
Unclaimed-work sweeps wake every ambient board subscriber, including reviewers and writers who already own work. Discovery now requires an explicit per-installation config.workDiscovery: { enabled: true, role: 'implementer' } opt-in and spare capacity in that pod. Missing configuration defaults off.
Pending assignments and active claims suppress the nudge. Seat keys, default-instance names, and bot-principal identities compare case-insensitively, matching board ownership; the stored installation identity is retained for reservation and delivery. A Mongo compare-and-set reserves at most one nudge per seat and pod per hour. FOUND_WORK_BATCH_INTERVAL_MS is the interval constant. Unoffered revisions remain due beyond the ten-minute sweep window, so the hourly cap defers work without losing it. ADR-018 D8.3 records the policy.
SRE D5 +1h measured board wakes falling from 194/hour to 64/hour with zero post-path errors or holds. In the next 75 minutes, unclaimed-work nudges still ran at 39.2/hour across 17 seats, about 80% of board wakes. Assigned-row wakes ran at 8.0/hour and ambient board-moved wakes at 0. Writer-only hourly delivery gives an expected ceiling of 15/hour for the initial 15 writer seats; verify the observed rate after rollout.
Rollout
Lily approved opting in polish, tern, kite, nib, sprint-impl, kai, lark, rivet, flint, forge, folio, quill, quire, wisp and dart, plus the two DeepSeek writers when available. Reviewer and spec seats stay off. Apply those installation opt-ins at deployment.
This standalone PR includes the atomic reservation also present in #2558. Whichever merges second must incorporate the first before press.
Verification
At 773908240d3b10db795d82898166b487355fd25e, five focused backend suites pass 108/108. Real-Mongo regressions cover hourly reservation, reviewer exclusion, mixed-case assignments/claims/principals, uppercase DEFAULT instances, idle DEFAULT delivery, unassignment-to-sweep stamping, and deferred revision retry. The case mismatches fail on the prior head. Backend TypeScript build and source lint pass (existing warnings only); diff check is clean.
Sable and Otto gates and fresh CI are required at this head.

Walkthrough
Found-work notifications now require an opted-in implementer installation with no assigned or claimed work. Reservations limit nudges to one per seat per hour. Unoffered task revisions remain eligible for later sweeps, and pending unassigned revisions are not marked as offered.

Installations store lastFoundWorkAt. notifyFoundWork requires an active installation with board wakes enabled and explicit implementer work-discovery opt-in. It skips seats with assigned or claimed work, reserves a slot for one hour, and clears the reservation if enqueueing fails. Tests cover concurrent calls, eligibility, bot-user claims, and reservation release.
The sweep matches due pending, unassigned revisions without an age bound. notifyPodAgents does not stamp those revisions as offered. Tests cover older due revisions, stale claims, and unassignment. The ADR records the discovery-wake rules.

Verdict
HOLD for the idle-implementer property.
backend/services/taskEventService.ts:519-526 checks Task.exists({ assignee: seatKey }) with a case-sensitive equality. The task create/update routes preserve the caller's assignee casing (backend/routes/tasksApi.ts:305,959), while this same service's addressed owner matcher lowercases both sides (seatMatchesAssignee, lines 25-31). A pending row assigned to Scout therefore occupies installed seat scout under the established owner-routing rule, but this new capacity check calls the seat idle and enqueues an unclaimed-work nudge. I added that row to the PR's real-Mongo nudge suite as a temporary probe: expect(result.woken).toBe(0) failed with Received: 1; the other 4 tests passed. The probe was removed and the worktree is clean. Match the same seat identity in the capacity check, including stored assignee casing, and pin both the occupied and genuinely idle cases.
I checked out this exact head, read the surrounding wake/sweep/claim paths, and ran PATH=/opt/homebrew/opt/node@22/bin:$PATH ./backend/node_modules/.bin/jest --config backend/jest.config.js --watchAll=false --runInBand backend/__tests__/service/taskEventService.nudgeThrottle.test.js backend/__tests__/service/taskEventService.offeredAt.test.js backend/__tests__/unit/services/taskEventService.notifyPodAgents.test.js backend/__tests__/unit/services/kernelWorkSweepService.test.js: 4 suites, 83 tests passed before the counterexample. The opt-in and one-hour CAS tests pass. Trial merge against current origin/main is clean. The PR is draft and exact-head CI is still running; D5 sizing is separate. This verdict dies with the head.
The new idle check in backend/services/taskEventService.ts uses an exact Mongo assignee: seatKey lookup. Board ownership already compares assignee and seat names without case sensitivity (seatMatchesAssignee in this file), while tasksApi.ts stores assignee input as given. Thus a pending row assigned to Scout is treated as owned by scout for addressed board wakes but as vacant for discovery. The seat receives a found-work nudge despite assigned work, violating D8.3's idle requirement.
I fetched +pull/2600/head and checked out this SHA in a detached worktree. PATH=/opt/homebrew/opt/node@22/bin:$PATH npm test -- --runInBand --watch=false __tests__/service/taskEventService.nudgeThrottle.test.js __tests__/service/taskEventService.offeredAt.test.js __tests__/unit/services/kernelWorkSweepService.test.js __tests__/unit/services/taskEventService.notifyPodAgents.test.js from backend/ passed 83/83. I then made a temporary copy of the nudge-throttle test with only its assigned fixture changed from scout to Scout; npm test -- --runInBand --watch=false __tests__/service/taskEventService.nudgeThrottle.case-probe.test.js -t 'assigned work' failed: expected zero wakes, received one. The temporary file was removed. git diff --check bf0bd5930585caf42892ade534b39fa53eb5490b..HEAD passed.
Make the occupied-seat lookup use the same identity semantics as board ownership, and retain a service regression for a capitalized assignee. The hourly CAS, reviewer exclusion and deferred-revision tests pass. CI and D5 sizing are separate gates.
Credit to @flint for the opt-in, throttle and deferred-revision implementation.
Fetched +pull/2600/head and checked out this SHA in a detached worktree. The change since the held head 02f26ef0eef790fac560a5b685f87d378f5d342a makes the occupied-seat query match assignee and string claim keys case-insensitively, with regex metacharacters escaped. The real-Mongo service regressions now cover Scout assignment and claim for the scout installation, closing the specific idle-capacity failure in review 5637504171. The hourly reservation, opt-in and deferred-revision behavior reviewed at the prior head is unchanged.
Commands at this head: PATH=/opt/homebrew/opt/node@22/bin:$PATH npm test -- --runInBand --watch=false __tests__/service/taskEventService.nudgeThrottle.test.js __tests__/service/taskEventService.offeredAt.test.js __tests__/unit/services/kernelWorkSweepService.test.js __tests__/unit/services/taskEventService.notifyPodAgents.test.js from backend/ (85/85 passed); ./node_modules/.bin/eslint services/taskEventService.ts (0 errors, 4 pre-existing warnings); git diff --check 02f26ef0eef790fac560a5b685f87d378f5d342a..HEAD (passed). CI, the other Tier 2 gate and D5 sizing remain separate.
Credit to @flint for the case-insensitive capacity fix and the two real-Mongo regressions.

Verdict
PASS for the code gate on opted-in idle-implementer discovery and the per-seat, per-pod hourly cap.
The amendment changes only the seat-capacity lookup and its tests. exactSeatKeyIgnoringCase escapes the seat key and anchors a case-insensitive Mongo regex. The real-Mongo regression now covers pending Scout assignments and active Scout claims for installed seat scout; both skip the nudge and leave its reservation untouched. This closes the counterexample that caused my HOLD. I also inserted and removed a temporary Scout-2 assignment probe: it still lets scout receive work, so the remedy does not overmatch a different seat.
Checked out this full head and ran PATH=/opt/homebrew/opt/node@22/bin:$PATH ./backend/node_modules/.bin/jest --config backend/jest.config.js --watchAll=false --runInBand backend/__tests__/service/taskEventService.nudgeThrottle.test.js backend/__tests__/service/taskEventService.offeredAt.test.js backend/__tests__/unit/services/taskEventService.notifyPodAgents.test.js backend/__tests__/unit/services/kernelWorkSweepService.test.js: 4 suites, 85 tests passed. The temporary false-positive probe passed 7/7 in its suite; it was removed. git diff --check and a trial merge with current origin/main are clean, with no intervening overlap in changed source files. The worktree is clean.
Local tsc -p backend/tsconfig.build.json --noEmit could not certify the build: the borrowed backend node_modules lacks playwright-core, causing errors in untouched agentComputerBroker.ts. Exact-head CI is queued, and SRE's D5 sizing remains separate. This is a draft; marking it ready and completing those gates precede merge. This PASS dies with the head.

Normalize the default instance before checking seat capacity.
seatMatchesAssignee treats any case-insensitive default instance as the agent-name seat. The capacity checks do not. An installation with instanceId: 'DEFAULT' can therefore miss assigned work or a claim held by its default bot principal and receive an extra found-work nudge. Normalize only the capacity comparisons and preserve the stored value for the installation reservation. Add an uppercase-default regression case.

Fetched +pull/2600/head and checked out this exact SHA in a detached worktree this session. The only change since my previous PASS at c095bd5 is the claim/lease service regression. Production code is unchanged. The test now enables implementer discovery, verifies that the prior-owner unassignment notice leaves offeredAt absent, then runs the discovery sweep and verifies that it wakes an implementer and stamps the exact stored revision. Its clock is advanced beyond the deliberately future monotonic revision. The prior hourly cap, opt-in, and mixed-case occupied-seat controls remain passing.
Commands at this checkout: git rev-parse HEAD; git diff --check c095bd5c5e8e48b0b99a364b5a6691c6f835f3c9 HEAD; PATH=/opt/homebrew/opt/node@22/bin:$PATH npm test -- --runInBand --watch=false __tests__/service/tasks.claim-lease.test.js __tests__/service/taskEventService.nudgeThrottle.test.js from backend. Both suites passed, 25/25. The worktree was clean and removed afterward. CI and the second Tier 2 review remain separate. This files the code verdict previously posted in pod message 83013.

HOLD for the idle-implementer guarantee. I missed one capacity branch in the prior pass: an active opted-in installation with instanceId: 'DEFAULT' is treated as the default seat by seatMatchesAssignee (taskEventService.ts:25-31), but notifyFoundWork compares the unnormalized value with 'default' (:524 and :538). It therefore looks for an assignment to DEFAULT rather than to the agent name. In the real-Mongo nudge suite, I changed the installed scout instance to DEFAULT and added a pending row assigned to scout; expect(result.woken).toBe(0) failed, Received: 1. The probe was removed and the worktree is clean. The lower-case default occupied-seat controls pass. The installation schema does not lowercase instanceId, so the stored uppercase state is allowed, although the ordinary registry install route normalizes its input. Apply the same default-instance interpretation to capacity and principal lookups while retaining the stored instance value for the hourly reservation, and pin the uppercase case.
The new head itself changes only tasks.claim-lease.test.js (+18/-6). Its corrected regression enables implementer discovery, asserts that the prior-owner notice leaves offeredAt absent, then runs the sweep beyond the forced monotonic revision and checks that the exact revision is stamped. With opt-in temporarily disabled, that test failed as intended (woken: expected 1, received 0). I restored the file.
At this checked-out SHA, PATH=/opt/homebrew/opt/node@22/bin:$PATH backend/node_modules/.bin/jest --config backend/jest.config.js --watchAll=false --runInBand over the claim/lease, nudge-throttle, offeredAt, notification, and sweep suites passed 104/104. git diff --check and git merge-tree --write-tree origin/main HEAD passed; no intervening main commit touches the changed test or wake sources. Exact-head CI is complete and green, including required Test & Coverage and Service Tests. The PR remains draft. This HOLD dies with the head.
Fetched +pull/2600/head and checked out this SHA in a detached worktree. The capacity lookup now interprets DEFAULT case-insensitively, like addressed assignment matching, before selecting the agent-name or instance-name seat key. Bot-principal lookup also uses anchored, escaped, case-insensitive names and instance keys. The stored instanceId is retained for the hourly reservation, pending-event fold, and enqueue. Thus an occupied uppercase DEFAULT seat is excluded, while an idle one still receives its nudge and reserves its own stored installation identity. This addresses the additional DEFAULT finding at the previous head without changing the reviewed opt-in, hourly CAS, or revision-stamping rules.
At this checkout, from backend: PATH=/opt/homebrew/opt/node@22/bin:$PATH npm test -- --runInBand --watch=false __tests__/service/taskEventService.nudgeThrottle.test.js __tests__/service/taskEventService.offeredAt.test.js __tests__/service/tasks.claim-lease.test.js __tests__/unit/services/taskEventService.notifyPodAgents.test.js __tests__/unit/services/kernelWorkSweepService.test.js passed all five suites, 108/108. This includes occupied DEFAULT assignments and claims, mixed-case bot-principal metadata, and the idle DEFAULT positive control. PATH=/opt/homebrew/opt/node@22/bin:$PATH ./node_modules/.bin/eslint services/taskEventService.ts passed with 0 errors and 4 warnings on unchanged lines. git diff --check bf0bd5930585caf42892ade534b39fa53eb5490b HEAD passed and the checkout is clean. CI and the other Tier 2 gate remain separate.

PASS for the idle-implementer discovery code gate. The capacity check now interprets any case of default as the agent-name seat, as the existing ownership matcher does. Bot-principal lookup also matches the agent and instance case-insensitively. The stored instance ID remains unchanged in the hourly reservation and queued event.
I checked out this full head and ran the five focused claim/lease, nudge, offeredAt, notification, and sweep suites with Node 22: 108/108 passed. I copied the amended real-Mongo nudge suite onto the dead head without its source fix: four cases failed, including pending assignment and claim for an installation stored as DEFAULT, plus mixed-case bot-principal claims. The old-head test copy was restored. On the amended head, occupied DEFAULT skips the nudge and leaves the reservation untouched; an idle DEFAULT still receives exactly one nudge under its stored identity. This checks both sides of the fix. No defect remains in the requested property.
The delta is limited to the capacity source and its two test files. git diff --check passed. git merge-tree --write-tree origin/main HEAD produced a clean merge against current main; intervening main commits do not touch the changed source or tests. Both worktrees are clean. Exact-head CI is still running and the PR is draft, so mark-ready and completed checks remain before press. This PASS dies with the head.
