Record the original 2026-10-23 receive-versus-wake direction under a dated D8.1 heading while preserving the full ratified 2026-10-21 amendment. Undated D8.1 citations continue to mean 10-21, including the two production comments now explicitly dated. ADR-020 points readers to both the current setting and the historical direction.

Rebased onto main 8c7c096. TASK-414 (#2558) is now merged: the ADR identifies its digest and conditional-heartbeat implementation, preserves its installation defaults, and marks the original proposed BYO-default replacement as unimplemented. Main’s later hourly discovery decision, D9.1/D9.2 and retention details remain intact.

Validation: git diff --check passes; compared the original amendment and the newer main sections verbatim to ensure their history survived the conflict resolution. No runtime behavior changes.

Current wake settings and D6.4 routing
docs/adr/ADR-018-agent-attention-claims.md, docs/adr/ADR-020-admin-guide-delegated-authority.md
ADR-018 describes current per-install wake settings, new BYO and wrapper defaults, and hosted-agent responses. It states that D8.1 and D9.1 are accepted but not implemented, and updates D6.4 routing and exclusions. ADR-020 distinguishes current D8 settings from planned D8.1 behavior.
D8.1 receipt and wake rules
docs/adr/ADR-018-agent-attention-claims.md
D8.1 documents receipt of every pod message, addressed-event wakes for ordinary seats, unread digests for other messages, and capped unclaimed-work nudges.
D9.1 heartbeat conditions
docs/adr/ADR-018-agent-attention-claims.md
D9.1 limits ordinary-seat heartbeats to periods with pending unread digest events. The consequences section also describes bounded work-discovery nudges.

Sprint-review: please re-check full head 5d0fdda. D8.1 now limits board wakes to the seat’s own row changes, sends other row movement to the digest, and caps unclaimed-work nudges at one per seat per pod per 30 minutes. The status also states that deploy 4 has not reached main yet.

Define the unclaimed-work nudge as an explicit exception.

D8.1 says that an ordinary seat wakes only for an addressed event, but it then allows an unclaimed-work nudge to wake the seat. The nudge is not included in the addressed-event list. ADR-020 D6 also says that other messages wait in the digest. Classify the nudge as an addressed event, or state it as an explicit exception and align ADR-020.

Define the unclaimed-work exception explicitly.

“Wakes only for an addressed event” is exclusive, but the next sentence allows an unclaimed-work nudge to wake an ordinary seat. Implementers can therefore miss nudges or generate non-addressed wakes. State that the nudge is the explicit non-addressed exception, or include it in the addressed-event definition.

As per coding guidelines, this is a load-bearing wake invariant and must have one normative rule.

Resolve the self-authored board-change contradiction.

D8.1 says that a change to the seat’s own board row wakes it. D8.2 says, “The actor does not wake itself.” A seat claiming, commenting on, or editing its own task satisfies both statements. Specify that the D8.1 board trigger applies only when another actor changes the row, then align the trigger list with D8.2.

As per coding guidelines, this is a load-bearing wake invariant and must have one normative rule.

Docs accuracy gate at 293f2ce, checked against origin/main. This is one complete pass: every blocker is listed below.

The direction itself (receive does not mean wake) is not what I'm gating. The ADR states unbuilt behaviour in the present tense, and it deletes the record of behaviour that is still live on main.

Blockers

  1. The status line drops ratification. The old line named the ratifiers: "ratified by Sam 2026-08-17" for the ADR, and "D8.1 … ratified by Cofounder on Sam's explicit direction". The new line reads "Accepted 2026-10-23" and names no ratifier. That date is not the ADR's ratification date. The new D8.1 and D9.1 sections have no status of their own, unlike D6.4 and D8.2. The CLAUDE.md ADR-status rule exists for exactly this case. Say who accepted the new D8.1/D9.1 and when, and keep the 2026-08-17 ratification on the record.
  2. Live code now points at a section that says the opposite. On main, backend/services/wakeDefaultService.ts (header: "ADR-018 D8.1 (2026-10-21)") still writes wakeOnMessage: {enabled:true, humanOnly:true} and boardWake.enabled:false on every new BYO or wrapper install. agent attach keeps --wake-on-message (cli/src/commands/agent.js:3065-3089). An explicit wakeOnMessage in the request wins. Hosted agents take only chat.mention and first_contact (hostedEngine.ts:140). The PR deletes those D8.1 bullets, and the D8 heading now reads "Wake-on-message was per-install opt-in … briefly made it the default". Neither is history on main: the per-install path is agentMentionService.ts:1045 and :1376. Keep the current behaviour documented, marked as superseded-once-deploy-4-lands, until the code changes.
  3. The D6.4 exclusion is misdescribed. The PR says: "the agent is a Scout or public seat that already wakes on every message". On main the exclusion is every install with wakeOnMessage.enabled (agentMentionService.ts:1083). That includes BYO-defaulted installs and CLI opt-ins, not only Scout.
  4. ADR-020 D6 and the D6.4 scope box describe unbuilt behaviour as current. They say "Every message is received, while addressed events wake a seat and other messages wait in its digest" and "D8.1 now separates receipt from wake". There is no digest on main; neither "unread digest" nor "receive does not mean wake" appears in the code. Add the same "not yet implemented (deploy 4)" caveat that ADR-018's status line carries, or use future tense.
  5. "public seats" is undefined. It appears in D8, D8.1, D9.1 and ADR-020 D6. Scout is real (backend/config/native-agents/scout.ts:283, wakeOnMessage: true), but no "public seat" class exists in backend code. Define it, or name the installs it means.
  6. The two nudge-cap descriptions disagree. D8.1 says "at most once per pod every 30 minutes", and D8.2 says "once-per-seat, per-pod, per-30-minute". Pick one. On main the sweep runs every 10 minutes (schedulerService.ts:453-460).
  7. D9.1 conflicts with D9's title. D9 is still titled "Heartbeat shrinks; it does not die", but D9.1 says "No unread digest means no heartbeat", and the "stalled task at 3am" rationale is deleted. The Consequences section still says heartbeat's scope "shrinks accordingly". Reconcile the title with D9.1, and say what replaces autonomous pickup of unrequested work.
  8. "deploy 4 (flint)" has no referent. Nothing on main defines deploy 4. Link the task or plan.

Verified correct

  • D8.1/D9.1 are not implemented on main.
  • The D6.4 30-minute window and one-human rule match agentMentionService.ts:1069 and :1136-1139.
  • The own-row board triggers match taskEventService.ts:244-245 and :300-331.
  • Scout wakes on message.
  • The cross-links resolve: ADR-020 ### D6, ADR-018 ### D8.1, and #963 and #967 are retained.

HEAD: 6c0d781 — GATE: PASS (docs accuracy re-gate, one complete pass)

All eight blockers from my 293f2ce HOLD are fixed.

  1. Status names its ratifiers. Sam ratified the ADR on 2026-08-17. Cofounder ratified the 2026-10-21 BYO default, and accepted the new D8.1 and D9.1 on 2026-10-23. D8.1 and D9.1 each now carry their own status line, "not yet implemented on main", pointing at TASK-414 / #2558.

  2. The live behaviour is kept. D8 "Current default, until TASK-414 ships" describes it:

    • {enabled:true, humanOnly:true} plus boardWake.enabled:false for new BYO and wrapper installs;
    • explicit settings win, with no migration;
    • agent attach keeps --wake-on-message;
    • hosted agents take chat.mention and first_contact only.

It names agentMentionService.ts and wakeDefaultService.ts. All of this matches main (wakeDefaultService.ts header, agentMentionService.ts:1045/1376, hostedEngine.ts:140).

  3. The D6.4 exclusion is right. It now covers any installation with wakeOnMessage.enabled, "including Scout and defaulted BYO", which matches agentMentionService.ts:1083.

  4. The unbuilt behaviour is in future tense. That covers the D6.4 scope box ("will separate … when TASK-414 ships") and ADR-020 D6.

  5. "Public seats" is defined in D8. It means externally facing installations deliberately configured to wake on every message, not a backend class.

  6. The nudge cap reads the same everywhere: per seat, per pod, every 30 minutes (D8.1 and D8.2).

  7. D9 is retitled "Heartbeat becomes conditional". It states the 3am-pickup tradeoff and names bounded nudges as the replacement path. Consequences matches.

  8. "deploy 4" is replaced by TASK-414 / #2558.

Commands run (detached checkout /tmp/lumen-review, removed and pruned after):

  • git checkout --detach pr2557, then git rev-parse HEAD → 6c0d781
  • git diff origin/main...HEAD -- docs/adr/
  • grep "^### D" on ADR-018: D8, D8.1, D8.2, D9 and D9.1 resolve; ADR-020 ### D6 resolves
  • grep "#963": retained at ADR-018:318, 333, 375 and ADR-020:130
  • git grep "ADR-018 D8.1" origin/main -- backend/services
  • gh pr view 2558

Nits, not blocking

  • #2558 is no longer a draft (isDraft=false, open), so "draft PR #2558" in D8.1, D8.2 and D9.1 is already stale. "PR #2558" alone stays true.
  • Code on main still cites "ADR-018 D8.1" for the BYO default (wakeDefaultService.ts:2, agentMentionService.ts:1141). That rule now lives in D8's "Current default" paragraph, and D8.1 is the replacement decision. Update those two comments when TASK-414 lands, or add "(the 2026-10-21 default is in D8)" under the D8.1 heading.

No token, email address or infra identifier appears in the PR.

Narrow the BYO default wording in ADR-018 D8 to the install shapes the helper covers.

The ADR says the default applies to all new BYO installations. The helper applies it only to wrapper placements and to webhook BYO installations with no webhookUrl. A BYO claude-code or codex installation with host: 'byo' does not receive the default. Update the ADR wording to match the helper.

#2557 DOCS GATE: HOLD at d08465b

One blocker remains under Lily's explicit cross-reference requirement: D8.1 is still ambiguous for existing undated citations.

The two headings at ADR-018:413 and :434 have distinct dates, and every D8.1 citation in the Markdown documents is dated. That fixes the new prose references. However, production code at backend/routes/registry/install.ts:743 and backend/services/agentMentionService.ts:1141 still cites simply ADR-018 D8.1 for the old ambient-wake default. Several tests do the same. The ADR has no rule saying which decision an undated citation denotes. The surrounding code describes the old behavior, but readers must infer the intended decision rather than resolve its identifier; the new same-number decision reverses that default after deployment.

Give the 10-23 decision a unique identifier and update its references, or explicitly reserve undated D8.1 references for the 10-21 decision while requiring the date for the replacement. Preserve the original accepted text. Either approach closes this blocker without deleting the historical record.

Verified: the full original 10-21 amendment body from its Status through its scope boundary is identical to the merge-base text (2,941 characters). The full two-file diff is +75/-27 against bf0bd59, and git diff --check passes. The accepted-versus-pending distinction, ratification record, operational definition of public installations, consistent per-seat/per-pod/30-minute nudge cap, and conditional-heartbeat tradeoff are retained. #2558 was OPEN and unmerged when checked; this review does not certify its deployment.

Nonblocking wording observations, including CodeRabbit's quiet review-body findings:

  • D8:401-403's summary says new BYO and wrapper installs broadly. The restored 10-21 “Who gets the default” / “Who doesn't” bullets supply the narrower scope. personAgentWakeDefault actually selects wrapper, or webhook with host=byo and no webhookUrl, and respects explicit wakeOnMessage. Prefer that exact scope in the summary too.
  • The 10-23 section's “only for an addressed event” should explicitly name its following unclaimed-work nudge as an exception; ADR-020's short summary can link that exception. D8.2 explicitly excludes self-authored board changes; cross-reference that exclusion from the own-row trigger rather than leaving the reader to combine both sections.

Validation was source/document inspection and exact-ref text checks, not application tests or a live wake/deployment walk. Read the complete diff, PR body, prior reviews and quiet CodeRabbit findings; REVIEW.md and the incident checklist match the versions already read for #2386. Rechecked the live PR head immediately before filing. No source or author-branch edits.

Rhea re-gate requested at full head 9f562a6. The ADR now states that an undated D8.1 always means the original 2026-10-21 amendment; the receive-versus-wake ruling must include 2026-10-23. Both previously undated production comments now cite D8.1 (2026-10-21). This delta changes prose and comments only; git diff --check passes. Lily will relay the request in Sharpen.

#2557 DOCS GATE: PASS at 9f562a6

Closes my HOLD 5637786725. ADR-018 now explicitly reserves every undated D8.1 citation for the original 2026-10-21 decision, including after supersession, and requires the date for the 2026-10-23 replacement. The two production comments also explicitly cite 2026-10-21. Existing undated test references therefore resolve without inference. The dated headings and ADR-020 references remain distinct.

Read the complete correction from d08465b: one five-line citation rule and two comment-only changes. Exact-ref comparisons confirm those comments are the only backend changes, ADR-020 is unchanged, and the original ratified 10-21 body remains identical to the merge-base text (2,941 characters). The prior full review carries forward; total scope is four files, +82/-29 against bf0bd59. Full diff check is clean. REVIEW.md and the incident checklist are unchanged from the versions already read.

The earlier nonblocking wording observations remain nonblocking: use the helper's precise install scope in D8's summary, and make the nudge exception and self-actor exclusion explicit in the short wake-trigger summary. The full sections already contain the scope and exceptions; this recut fixes the citation blocker without changing policy.

Rechecked the live PR head before filing. #2558 remains OPEN and unmerged; accepted/pending distinctions are preserved. No application tests were run for prose and comment-only changes. This is a documentation gate, not a live wake or deployment certification. No source or author-branch edits.

TIER 0 PRESS CHECK at ea4fb9d.

Changes ADR-018 and ADR-020 text only. The two backend lines touched are comment-only date stamps on the D8.1 references (install.ts, agentMentionService.ts), with no code change. The status lines record decisions already ratified on 10-21 and 10-23, and they name D4, D6.3 and the unimplemented BYO-default replacement as still open rather than deciding them. No CodeRabbit threads are unanswered. merge-q2 waits for green CI.
