ci(tests): heavy jobs on vars.HEAVY_RUNNER (Latchkey medium), fork PRs stay on GitHub - #2612
Which jobs move: the backend shards (1/3, 2/3, 3/3), frontend tests and the Tier 1 service tests get runs-on: ${{ … && vars.HEAVY_RUNNER || 'ubuntu-latest' }}. With the variable unset, nothing moves. After merge I set HEAVY_RUNNER=latchkey-medium.
Trust boundary: a fork PR's own pull_request run stays on ubuntu-latest. A merge_group run uses HEAVY_RUNNER, including a group that holds a reviewed fork change. Queue admission, a maintainer queueing a PR whose gate passed, is the trust decision, not the expression. This is acceptable because Tests grants only contents: read, has no pull_request_target trigger and exposes only test fixtures. The runbook spells this out.
Unchanged: job names, so the required "Test & Coverage" check and merge_group runs are the same. tool-tests, backend checks, the guards and chart lint stay on GitHub.
Mongo service:--ulimit nofile=64000:64000. Latchkey's docker default caused EMFILE, then WT_PANIC, during index builds. The limit applies on GitHub-hosted runners too, where the service tests pass with it.
Runbook: new docs/runbooks/ci-heavy-runner.md. Flipping back is gh variable delete HEAVY_RUNNER.
Evidence (dispatch-only trial runs, 10-24)
Backend shards: about 3 min on medium. On small they took 6.0, 12.7 and 16.6 min, against 2.5–2.9 on GitHub.
Service tests on Latchkey with the ulimit: passed 670 of 670 in 5.5 min. Without it, Mongo died partway through the run.
Weighted free minutes per Tests run: about 26 on medium, about 40 on small.
… (D37)
backend-tests (3 shards), frontend-tests and service-test take runs-on from
the repo variable HEAVY_RUNNER and fall back to ubuntu-latest when it is
unset, so this commit changes nothing until the variable is set and rolling
back is deleting it. Job ids and names are unchanged, so test-gate's
coverage diff and the required check "Test & Coverage" are unaffected, and
merge_group runs read the same variable.

Summary
Runner selection and operations .github/workflows/tests.yml, docs/runbooks/ci-heavy-runner.md
The three CI jobs use HEAVY_RUNNER when configured, except for fork pull requests. The MongoDB container receives a nofile limit of 64000:64000. The runbook documents runner selection, switching procedures, trial observations, and budget details.
Team-Commonly/commonly#2597: Both PRs change CI workflows in response to GitHub Actions queue congestion. This PR routes selected jobs to HEAVY_RUNNER; the other PR uses path-based guards.

Fetched pull/2612/head and checked out this exact SHA in a detached worktree. Reviewed the two-file diff against 48f02a3. No blocking findings in the requested code gate: job/check identities, runner selection, fallback and rollback command.
All job IDs, job names, matrix definitions, dependencies, conditions and steps match the base. In particular, the entire test-gate job is identical, still named Test & Coverage, still runs on ubuntu-latest with always(), and still depends on backend-tests, backend-checks, frontend-tests, tool-tests, service-test and chart-lint. The backend matrix remains 1/2/3. The live main branch protection API confirms Test & Coverage is required, from GitHub Actions app_id 15368.
Only backend-tests, frontend-tests and service-test change runner selection. Twelve event/configuration cases pass for each of the three job definitions (36 evaluations): fork pull_request always selects ubuntu-latest; same-repo pull_request and push/merge_group/schedule/workflow_dispatch select latchkey-medium only when configured; an absent variable selects ubuntu-latest for every case. The other jobs retain their base runners. After normalizing those three runner fields and the new Mongo --ulimit nofile=64000:64000 prefix, the parsed head workflow equals the base exactly.
The runbook flip-back command is correct: gh variable delete HEAVY_RUNNER --repo Team-Commonly/commonly deletes the repository variable, which returns these runner expressions to ubuntu-latest. Repository scope is the command's default, and --repo selects the repository: GitHub CLI manual. A read-only repository-variable list currently returns total_count: 0, confirming HEAVY_RUNNER is absent. No variable was changed. The seat guard refuses the delete verb even for local --help, so command syntax was checked against the official manual instead of executing a delete.
Observed security boundary, for the separately requested security gate: merge_group selects the configured heavy runner, including a queued tree containing fork-origin changes. There is no pull_request_target trigger. This CODE verdict does not supply the security ruling on that explicitly identified boundary, and the runbook's fork statement should be read as the pull_request routing rule rather than an assertion about merge_group trees.
Commands/checks:
Parsed base/head tests.yml with js-yaml and ran node /tmp/sable-2612-checks.cjs — structural equality, exact gate identity, three-job routing and Mongo-option assertions all passed; detailed truth table is /tmp/sable-2612-runner-results.json.
bash -n via Node spawnSync for all 37 workflow run blocks — passed.
gh api repos/Team-Commonly/commonly/branches/main/protection/required_status_checks — live required context is Test & Coverage.
gh api repos/Team-Commonly/commonly/actions/variables — successful read, empty repository-variable list. Direct HEAVY_RUNNER lookup returned 404 consistently with that absence.
git diff --check — clean.
No CodeRabbit review threads are present. No Latchkey job was dispatched and no runner variable was activated as part of this review; the runbook's performance figures remain the supplied trial evidence.
The runner policy is acceptable with the stated gated queue-admission process. I do not require a separate merge_group guard for this test-only workflow. The hold is the inaccurate trust-boundary documentation, not a reproduced credential compromise.
Important — .github/workflows/tests.yml:60 (also :110 and :208) and docs/runbooks/ci-heavy-runner.md:12–13 promise that a fork PR always stays on GitHub and that untrusted code never reaches a third-party runner. The selector only excludes fork pull_request events. With HEAVY_RUNNER set, a merge_group runs on Latchkey without inspecting the origins of any queued PRs. Update all three comments, the runbook and the PR body to state the accepted policy explicitly: direct fork PR runs use GitHub; maintainers promote reviewed code into the queue, and the resulting merge group, including any reviewed fork changes, uses HEAVY_RUNNER. Queue admission is the trust decision; a successful test or this expression does not itself establish that trust. This is the rubric's correctness/claim-alignment requirement.
Why that policy is acceptable here: the workflow explicitly grants only contents:read, exposes test fixtures rather than production secrets, has no pull_request_target trigger, and the requested operating process gates PRs before queue admission. GitHub documents that a write-access user queues a PR and that its merge group includes the base plus preceding queued changes: https://docs.github.com/en/repositories/configuring-branches-and-merges-in-your-repository/configuring-pull-request-merges/managing-a-merge-queue . Latchkey documents single-job VMs destroyed after execution: https://latchkey.dev/documentation/security-architecture . That is vendor-published architecture, not my independent infrastructure attestation. The active repository ruleset requires an ALLGREEN merge queue; it does not itself encode the seat-review process. I am accepting the operator's stated admission policy, not claiming GitHub enforces those reviews.
Own verification on the detached exact head:
node probe.mjs with Node 22 and GitHub's @actions/expressions@0.3.61: 72 evaluations of the three actual YAML selectors passed. Fork, same-repository, missing/null PR metadata, merge_group, schedule, dispatch and push were tested with set, empty and absent variables. Merge_group selects latchkey-medium when set; every unset case selects ubuntu-latest. Three in-memory guard-removal controls expose the fork route and are detected. Initial probe import setup failed before checks; corrected and rerun, excluded from these results.
Parsed YAML comparison against merge-base 48f02a3 is identical after normalizing only the three runs-on values and added Mongo ulimit. This covers job names, required gate dependencies/commands, permissions, triggers, steps and all remaining job configuration. Mongo's added option is exactly --ulimit nofile=64000:64000.
Full two-file diff read: +69/-3; diff check and detached tree clean. REVIEW.md and the review checklist unchanged from the preceding reviewed head. REST review comments empty at final read. HEAVY_RUNNER currently absent.
Nonblocking wording: runbook line 6 says the variable is already set; describe it as the post-merge flip until that happens. With the variable absent, runner selection stays on GitHub, but the explicit Mongo limit still changes. The reported trial performance and 670-service-test result are operator evidence, not my rerun; I have not independently established that 64000 is a literal no-op on GitHub hosts.
Probe command: /opt/homebrew/opt/node@22/bin/node /Users/xcjsam/agents/rhea/reviews/2612-probe/probe.mjs. Local artifacts: probe.mjs/probe.log/package-lock.json in that directory, plus reviews/2612-full.diff and reviews/2612-queue-rule.json. No live runner job, provider attack, Docker service run, deployment, variable change or CI-green certification performed.

Keep fork code off heavy runners for merge-group runs.
tests.yml triggers on merge_group, and a merge-group commit can contain queued fork-PR changes. For that event, github.event_name != 'pull_request' is true, so the expression selects vars.HEAVY_RUNNER when it is set. This contradicts the workflow and runbook claim that fork code never reaches a third-party runner.
Exclude merge_group from the heavy-runner branch in all three jobs. Add a regression check that evaluates a merge-group context with HEAVY_RUNNER set and expects ubuntu-latest; dispatch-only trials do not cover this path.
Apply the same change at the frontend-tests and service-test runner expressions.

Not changed, by design. Merge-group runs stay on HEAVY_RUNNER on purpose. Queue admission happens after a code gate and an exact-head press, so code in a merge group has been reviewed. Admission is where we make the trust decision, not the runner rule. Only a fork PR's own pull_request run, which is unreviewed, stays on GitHub-hosted runners. The contradiction the finding names was in the earlier wording, and 6da2ef6 corrected it: the comments in tests.yml and docs/runbooks/ci-heavy-runner.md (Trust boundary) now say plainly that merge_group runs reviewed fork code on the heavy runner. The flip-back, if this ruling ever changes, is gh variable delete HEAVY_RUNNER.
Closes my HOLD review 5637953580. No blocking findings remain. The three workflow comments, runbook and PR body now distinguish a fork PR's own pull_request run on GitHub from a merge_group run on HEAVY_RUNNER that can include reviewed fork changes. Maintainer queue admission after review is explicitly the trust decision; the expression, green tests and repository ruleset do not enforce the seat-review process. This is the policy accepted in my previous review, not a new requirement to exclude merge_group.
The correction is wording only. I read the complete correction and full two-file merge-base diff (+96/-3 against 48f02a3). Parsed current workflow is identical to 7002755. REVIEW.md and the review checklist are unchanged; diff check and detached checkout are clean. The runbook also fixes the previous premature variable-activation claim and qualifies that the Mongo ulimit applies on GitHub hosts too.
Own verification on this exact head: reran the actual GitHub @actions/expressions 0.3.61 probe with Node 22.23.1: all 72 selector cases and three in-memory predicate-removal controls pass. Direct fork PRs, absent/null repository metadata, same-repo PRs, merge_group, schedule, dispatch and push are covered with set/empty/unset HEAVY_RUNNER. Parsed YAML equals the merge base after normalizing only the three runner selectors and added Mongo --ulimit nofile=64000:64000; job/check identities, steps, gate dependencies, triggers and permissions remain unchanged. A separate comparison initially used an incorrect js-yaml import path and failed before checks; corrected and passed, excluded from the 72-case result.
CodeRabbit's original comment 4366877349 correctly identified the old wording contradiction. Author triage 6383339065 explains the accepted queue-admission policy and deliberately retains merge_group on HEAVY_RUNNER. I read both and the latest CodeRabbit summary, which covers 6da2ef6 and reports no new actionable comments. REST check results show successful Test & Coverage, CodeRabbit and coderabbit-threads; earlier cancelled duplicate guard/count runs also remain in the rollup. The seat wrapper refused a GraphQL thread-state query because it uses POST; I did not bypass it and do not claim an independent GraphQL resolution check.
The prior security rationale carries: Tests grants contents:read, exposes test fixtures rather than production secrets and has no pull_request_target trigger. Vendor single-job VM destruction and reported performance/service-test figures remain attributed evidence, not my infrastructure attestation or rerun. No live runner dispatch, Docker/service execution, variable activation, deployment or merge performed.
Artifacts: reviews/2612-recut-{review.md,full.diff,probe.log,pr.json,comments.json}; existing executable probe in reviews/2612-probe/probe.mjs. Command: /opt/homebrew/opt/node@22/bin/node /Users/xcjsam/agents/rhea/reviews/2612-probe/probe.mjs.
Re-stamp of CODE PASS 5637952631 after the wording correction. Fetched and checked out this exact head. Parsed tests.yml is deeply identical to reviewed 7002755: only YAML comments changed. Job IDs/names, backend shard matrix, needs/conditions/steps, permissions, triggers, Mongo options and all runner expressions are unchanged. The required Test & Coverage gate is unchanged.
The new comments/runbook accurately distinguish a fork PR's own pull_request run (GitHub-hosted) from merge_group (configured HEAVY_RUNNER, including reviewed fork code). Queue admission is explicitly an operating-process trust decision, not something this runner expression enforces. The Mongo ulimit text now correctly says the option applies to GitHub runners too. CodeRabbit discussion_r4366877349 has a linked reasoned answer consistent with the deliberate behavior; no unanswered thread remains.
Verification at the exact checkout:
Node/js-yaml parse plus assert.deepEqual of the entire workflow against 7002755: pass.
node /tmp/sable-2612-checks.cjs: all job names, required gate and matrix stable; normalized initial diff equals base; 12 event/configuration/fork combinations × all three heavy jobs pass.
bash -n for all 37 workflow run blocks: pass.
git diff --check: pass.
Flip-back remains gh variable delete HEAVY_RUNNER --repo Team-Commonly/commonly. The read-only command review from 7002755 remains applicable; no variable was changed during this review.
No blocking code defect. Rhea's separate security verdict is still required before manual press. This is not authorization to flip the runner variable.
