Upgrade the shared ty pin from 0.0.33 to 0.0.84 and regenerate uv.lock with uv 0.12.23. The lock changes only ty metadata and artifacts.

The Astral release improves type inference and performance. It also fixes GHSA-vxvm-j4xq-q7m4, which affects checks of crafted Python projects.

The newer ty exit policy now applies: warning diagnostics cause a nonzero exit. No terminal override, diagnostic suppression, or rule relaxation is added. The existing all = "warn" rule setting remains.

Local validation: the full type check reports 1075 warnings and no error-level diagnostics, then exits 1. The older 0.0.33 reports 604 warnings in the same environment and exits 0. make validate passes for the changed files. The PR fast-check smoke and 15 focused tests passed before this configuration-only removal; those checks do not cover the full warning inventory. The earlier full make check also found 11 unchanged files above its existing 1000-line limit. Awaiting CI for this head. No runtime code changes were made.
