The fix PR (Closes #9634) follows once this entry is on master, because the local hooks and CI read the exception list from the base. …census (Closes #9634) (#10111) the_motivating_workflow_records_its_own_reason include_str!s .github/workflows/brain-seal-refresh.yml, which #9117 deleted, so the cli-tri test build has failed on master since 2026-10-12. Nothing replaced that workflow, so the test is deleted (19 lines of Rust deleted, 0 added), under the exception entry from #10089. tools/census/{quiet,shell}.txt are re-blessed by `tri census pin --bless`; the moved counts (workflow files 65 -> 66, jobs 85 -> 87, run: steps 305 -> 313, runner does 284 -> 292, named-not-quiet 185 -> 198) come from master's own workflow changes, not from this deletion.
