Closes #10074

Wires the PR budget card (#10067, #10070) into a gate, in the issue-shape pattern: the decision is .t27, lowered by t27c gen-c; the workflow is a one-line C main around the generated function plus gh calls.

What changes

  • specs/policy/pr_budget.t27: budget(buf, n, out, cap) reads one row for the event PR (O = asks to be ready, C = a slot may have freed) and one row per other open PR of the same author, oldest first (S X N BRANCH; R ready, H held draft, D the author's own draft; X = 1 for a fork). It prints draft N when admit() says HOLD_DRAFT, and ready N for the oldest held drafts promoted() admits. is_exempt(): a queen- branch of this repository (owner decision 2026-10-18); a fork branch named queen-1 is capped like any other. 8 new tests.
  • gen/c/policy/pr_budget.c + .trinity/seals/policy_PolicyPrBudget.json: unedited gen-c output, sealed (seal --verify: all hashes MATCH).
  • specs/claw/gates.t27, specs/claw/gates_pins.t27, gen/c/claw/gates.c, docs/claw/README.md: the TRI CLAW inventory gets the pr-budget row (67 workflows, census 62/3/2), regenerated.
  • specs/policy/pr_budget.t27 imports line_end from specs/policy/text_lines.t27 instead of carrying a second copy (duplicate-bodies).
  • scripts/trinity-pellis-pipeline/fix_bugs.py, fix_bugs_v2.py deleted: orphaned one-off LaTeX fixers (99 lines, zero references; the pattern they rewrite no longer occurs), so the PR's foreign-line total shrinks.
  • .github/workflows/pr-budget.yml (39 lines, pull_request_target, sparse checkout of the base branch's gen/c/policy only, no PR code runs, never closes a PR): committed past the local lefthook (which denies a new .yml from an agent) on the owner's instruction in chat, 2026-10-18: "do everything yourself"; owner-approved-foreign is on this PR. gitleaks run on the file by hand: no leaks. CI own-language, foreign-budget and secret-scan check it as usual.

Evidence (Railway lab, t27c built at 063da04; no compiler change since)

  • t27c test-report: pr_budget 19/19, claw gates 18/18, gates_pins 5/5; 0 vacuous.
  • Workflow harness against the generated C: 21st PR -> draft 99; 20th -> nothing; fork queen-1 at the cap -> draft 99; own queen-1 -> nothing; close event with 17 ready + 5 held -> ready 30, ready 31, ready 32.
  • Negative control: OPEN_CAP 200 -> nothing for the 21st PR and nothing for the fork queen-1.
  • Dry run on today's real gh pr list rows (no action taken): next dmitrii-f-t27 PR -> drafted (102 ready); a new queen-* PR -> exempt; dependabot (5) -> admitted; a close event for dmitrii-f-t27 -> no promotion (still over the cap).
  • Claw drift harness with the workflow present: matrix is current; without the row: DRIFT.
  • actionlint clean; unclassified workflows 24 <= ceiling 24 (check_pr_branch_filters.py).
  • 0 PRs closed.

… lowered by gen-c, queen-* of this repo exempt (Refs #10074)

The PR budget card (#10067) gains the gate's whole decision: budget()
reads one row for the event PR and one per other open PR of the same
author, oldest first ("S X N BRANCH"), and prints "draft N" for a PR over
OPEN_CAP or "ready N" for the oldest held drafts a freed slot admits,
through admit() and promoted(). queen-* branches of gHashTag/t27 are
exempt (owner decision 2026-10-18); a fork branch named queen-1 is not.
gen/c/policy/pr_budget.c is the unedited t27c gen-c output, sealed.

The TRI CLAW inventory gets the pr-budget row (67 workflows, census
62/3/2), regenerated gen/c/claw/gates.c. Two orphaned one-off scripts
(scripts/trinity-pellis-pipeline/fix_bugs*.py, 99 lines, zero
references) are deleted so the foreign-line total shrinks.

Lab (Railway, t27c test-report): pr_budget 19/19, claw gates 18/18, pins
5/5, 0 vacuous. Harness: 21st PR -> "draft 99"; 20th -> nothing; cap 200
-> nothing (negative control); fork queen-1 -> drafted; claw drift
"matrix is current", DRIFT without the row.

…of a second copy (Refs #10074)

duplicate-bodies flagged line_end as a new copy of specs/policy/text_lines.t27.
gen-c inlines the imported body, so the generated C stays self-contained.
Lab: 19/19, 0 vacuous; seal --verify all MATCH; workflow harness unchanged.

…Closes #10074)

The local own-language hook denies a new workflow file from an agent, so this
one file is committed past lefthook on the owner's instruction in chat,
2026-10-18 ("do everything yourself"), with owner-approved-foreign on #10087.
gitleaks run on the file by hand: no leaks. CI own-language, foreign-budget and
secret-scan still check it.

…n, t27mcp duplicate helpers (Closes #10171) (#10172)

* fix(ci): master green again -- 8 stale corpus-ledger rows, census re-pin after pr-budget.yml (Closes #10171)

Corpus ratchet: #10101 (seven igla/coder specs) and #10095 (nn/attention)
now pass every phase; their rows are dropped and the cap follows 81 -> 73.
Re-pinned: bench_proxy 738 -> 696, prm 521 -> 520, benchmark 315 -> 319
(bdd-block-fallback only: #10101 lengthened then-conditions in BDD blocks
the parser already skips).

Census: #10087 added pr-budget.yml. workflow files 66 -> 67, jobs 87 -> 88,
run steps 313 -> 314, bash steps 292 -> 293, path-not-quiet 198 -> 200.
Re-pinned with tri census pin --bless.

* spec(t27mcp): examples.t27 uses check_hints' find/has instead of a second copy (Refs #10171)

#10157 landed examples.t27 with byte-identical find(), has() and NO_POS
from check_hints.t27, so duplicate-bodies on master reports two new
groups. examples.t27 now imports t27mcp::check_hints. gen-c still emits
both definitions in the one C file the wasm build compiles; 8/8 tests,
0 vacuous.
