Closes #10912

Five specs on master have no row in docs/reports/t27b_expectations.json, so master's t27b-native-ratchet reports UNLISTED and every pull request inherits that red (master's own t27b runs keep being cancelled, which hides it). No steward ledger PR is open.

Applied the way the steward applies UNLISTED (specs/tri/t27b/ledger_steward.t27), with the verdicts the t27b runs on current master print (#10908, #10855, #10907, #10836):

spec row
specs/analog/mos_psp103_50c_data.t27 pass
specs/analog/sar_adc.t27 pass
specs/analog/sar_comparator_psp.t27 pass
specs/tri/worktrees/reap.t27 pass
specs/ml/ngram_hslm.t27 blocked, ExprCall(undeclared fn), unimplemented

The blocked row carries the blocker hslm_corpus.t27 already carries. max_not_pass stays 129: not-pass rows are 128 blocked + 1 codegen = 129.

Update: the first version also listed specs/ml/eval_hslm.t27; this PR's own t27b run then reported it STALE (on current master the reference no longer compiles it: undeclared identifier b3_q after a train_hslm change), so that row is dropped, as the steward would. Ledger stays path-sorted; JSON parses. No spec changes.

…s 129 -> 130 (Closes #10912)

As the steward applies UNLISTED (specs/tri/t27b/ledger_steward.t27): four pass rows (mos_psp103_50c_data, sar_adc, sar_comparator_psp, tri/worktrees/reap) and two blocked rows, ExprCall(undeclared fn), reason unimplemented (eval_hslm, ngram_hslm -- the same blocker hslm_corpus already carries). Verdicts are the UNLISTED lines of the t27b runs of #10908, #10855, #10907 and #10836 on current master. Not-pass rows become 129 blocked + 1 codegen = 130, so the cap rises by one, within the two new non-pass rows.

…#10912)

The PR's own t27b run reported eval_hslm.t27 STALE: on current master the reference no longer compiles it (undeclared identifier 'b3_q' after a train_hslm change), and the steward lists only what the reference passes. Five rows remain (four pass, ngram_hslm blocked); not-pass rows are 128 blocked + 1 codegen = 129, the cap master had.

Same five ledger rows as #10889, byte for byte, so whichever merges first leaves the other's ledger change empty with no conflict. #10889 also fixes master's scan red: it changes the dev-home path in the specs/tri/worktrees/reap.t27 test and re-saves that seal. That part is not in this PR.
