Closes #10887.

What

#10854 added pub struct Range to specs/analog/sar_adc.t27, and it collided with Range in specs/lsp/schema.t27 in the types ratchet. Master fixed that in #10892 by renaming it to ErrRange. This PR no longer renames anything: sar_adc.t27 and its seal are exactly master's.

What is left is the ledger. Master's docs/reports/t27b_expectations.json (d0959ff) still lacks three rows, so t27b-native-ratchet reports them as UNLISTED:

With these rows, not-pass is 129 and the cap is 129. That also turns loop-tools-tracked green again: today it fails "the cap equals reality (128, cap 129)".

The cap is not raised. git merge-tree --write-tree HEAD origin/master returns rc 0.

Also: the devhome guard

scan fails on master because tools/check_devhome_paths.py finds a developer home path in a test of specs/tri/worktrees/reap.t27. The test only needs a plain path, so it now uses /Users/dev/. The seal is re-saved on the Railway lab: 13 tests, 0 FAIL, 0 vacuous, all hashes MATCH.

#10862 auto-merged at 330dd0a, one push before its sar_adc and reap
rows, so master's native ratchet reports them UNLISTED. ngram_hslm takes
the last free slot.

t27b-native-ratchet was red with UNLISTED sar_adc, tri/worktrees/reap and ml/ngram_hslm. #10862 auto-merged at 330dd0a, one push before its commit with the sar_adc and reap rows arrived, so master lacks those two rows as well. d66dd28 adds all three rows. Not-pass is 129 at cap 129, and the cap is not raised. git merge-tree against master b258b90 returns rc 0.

#10892 renamed sar_adc's Range to ErrRange on master, so this branch's
SarErrRange rename now conflicts. The spec and its seal are set to master's.
The ledger is master's (d0959ff) plus the three rows master still lacks:
sar_adc and worktrees/reap pass, ngram_hslm blocked. Not-pass is 129, which
equals the cap, so loop-tools-tracked's "cap equals reality" holds again.

Added two more rows master lacks, both pass: specs/analog/mos_psp103_50c_data.t27 and specs/analog/sar_comparator_psp.t27 (a2e564e). They appeared as UNLISTED on #10806's native ratchet. Not-pass stays 129 = cap; merge-tree against origin/master is clean.
