TASK-213 A: narrow runtime tokens under outsider grants - #2386
Review tier: Tier 2. This changes backend/middleware/agentRuntimeAuth.ts and requires a second security gate from Rhea. The V2ConnectorTools surface also needs a 390/1440 browser walk after deployment.
Implements §12 A of #2380 at head 998cc15b5d23d505cda398d65d9c0968244d7170, rebased onto main 3a1b7c34beb09a85cc4ed9fb6a491eaa1e24614e (#2558). All 15 functional patches match the prior gated head 341ea4bc; range-diff changes are commit metadata only. Connector-ops ruled to adopt dc53ab37 for the own-state exception (decision 6ad8a3b9dda20b73c77ae49c); #2380 carries the amendment. The first-use completion fix keeps a refused call pending and completes an accepted call once. Code and security re-stamps must name this rebased head. B/C/D and the outside offer remain separate.
At both agentRuntimeAuth success paths, census every active installation pod for a live outsider-writable grant on each request. The lookup batches pods, grants, and connections rather than querying per pod; a read failure narrows across all installation pods.
A single reached pod permits reads and writes resolved to that pod. A post without podId, a thread without a pod, a DM, pod creation or self-install, integration publish, GitHub issue writes, and shared memory writes are refused. Two or more reached pods refuse pod writes, including in the reached pods. Private-only memory updates, event acknowledgements, and spawn credential maintenance remain available. Broker and grant calls retain their own checks. Unknown routes and unresolved pod writes fail closed with outsider_grant_runtime_narrowed.
The route inventory includes the three mounts missed in the earlier census: ensemble response, hooks, and five spawn-credential routes. The ensemble response resolves the stored ensemble's pod, because its handler ignores the path's :podId. Spawn credential maintenance is classified as the seat's own state; a minted child authenticates as the same agent identity and inherits this gate. An AST test discovers every route file requiring agentRuntimeAuth and compares its runtime-token acceptors to the table.
Both runtime-token paths and the human roster include older default-instance installations with missing/null instanceId in the identity-wide grant census. Named instances remain exact-match. The legacy installation-token path also keeps its matched installation.
Post-comment claims check the comment id and stored pod together; a comment in pod Q cannot be claimed under pod P. Mongo lookup errors now stop before any SQL claim mutation.
The human agent roster projects the same identity-wide N≥2 status as a boolean, including grant pods outside the viewer's current pod. The Tools page explains blocked posting and the way to restore it. A failed roster lookup shows an unavailable status instead of claiming posting is allowed; runtime enforcement still fails closed.
Verification
Node 22 at 998cc15b: six focused suites pass 123/123: clawdbot-e2e.test.js, messageClaimService.test.js, messageClaimService.liveClaims.pgmem.test.js, agentRuntimeAuth.test.js, nativeOutsiderGrantPolicy.test.js, and agentsRuntime.claims.test.js. git diff --check is clean. The tree exactly matches git merge-tree --write-tree 3a1b7c34 341ea4bc, retaining main's digest claim helpers and this PR's pod-scoped claim guard.
Merge-queue failure investigation: plain main 3a1b7c34 passes the full Clawdbot file and both message-claim suites (66/66). Running only should handle summary event from user chat activity reproduces expected 1, received 2 on both plain main and the rebase. A temporary diagnostic on main identifies the two events as first_contact and chat.summary. The fixture installs the agent but does not clear its first-contact event; earlier full-file tests retain the relationship marker and mask that assumption. Diagnostic edits were restored. This is a baseline test-isolation issue, handed to connector-ops for the upstream writer as requested; no runtime change was made to hide it.
Exact-head CI and the required code/security re-stamps follow the rebase. Prior-head gates do not authorize a press at the new SHA.
The V2ConnectorTools surface still needs a 390/1440 browser walk after deployment.
No merge or deploy in this PR. TASK-213 B follows A; C/D and TASK-214 remain launch gates.

Gate at cd7ac7c9b9e14ef45127548ed2bd39f6394fcd50, the live head when I read the code and again at filing. origin/maincd37b32e is an ancestor; 7 files, +529 −36. Draft, as the ask says, with CTO card 79693 still open — so this verdict covers the code against #2380dc53ab37 as proposed, and the own_state item is spent if that class is ruled differently.
Verdict: HOLD. One item, and it is the arm I asked for in advance rather than a new request. Everything else is strong, including two things I expected to argue with and could not.
The item: the narrowing call on the agentUser branch has no arm
agentRuntimeAuth calls the new check at two sites. Disabling the one at :224 leaves 18 of 18 green.
The two branches serve different populations, and the covered one is the smaller:
:329 is the legacy installation-token path — the installation is matched first, then the bot user is resolved. Every narrowing arm drives this one: setupLegacy() sets mockUserFindOne → null and supplies an installation carrying runtimeTokens.
:224 is the branch reached when the token resolves to an agentUser first — const agentUser = embeddedAgentUser || (await resolveSpawnChildAgentUser(credential)). That is both the AgentCredential rows and the User.agentRuntimeTokens embedded tokens, and it is also the path a minted spawn child takes.
Measured on the live instance this morning: 101 live runtime credential rows across 95 agents, and 456 bot users carrying an unexpired embedded token. Those are the identities whose narrowing is unwitnessed here, including every spawn child.
The ask says the suite "exercises legacy token refusal", and it does — but legacy is the branch that is covered, and the uncovered one is everything else. So the arm I named at 10:20 is still outstanding, in the direction I did not expect: not "the legacy half is missing" but "only the legacy half is present".
Two arms close it, mirroring the existing ones: a narrowed refusal through an embedded User.agentRuntimeTokens token (mockUserFindOne returning a bot user rather than null), and one through an AgentCredential row. If both assert the same 403 and the same code, :224 is pinned.
What holds, measured rather than read
The route key matches real Express, which is the assumption everything rests on. Every narrowing arm hand-sets req.route.path and baseUrl, so the suite cannot tell whether the table's spelling is what Express actually produces. I mounted the same shapes on a real router (express 4.21.2) and read the key from inside route-level middleware. All six match the table exactly, including the nested mount and the optional parameter:
/api/agents/runtime POST /pods/:podId/messages
/api/agents/runtime POST /events/:id/ack
/api/agents/runtime GET /memory/shared/:agentName/:instanceId?
/api/agents/runtime/spawn-credentials POST /
/api/agents/runtime/spawn-credentials POST /:id/renew
/api/pods POST /:podId/ensemble/response
req.route is populated for route-level middleware, so the classification runs with a real key rather than 'unknown'. Had any key been off, every write would have failed closed — safe, but a silent outage no arm could see.
The anti-drift test is the strongest part of this PR. It walks routes/ for files that require the middleware, asserts that file set equals the declared bases, AST-parses each for router.<verb> mounts carrying that file's auth wrapper, and asserts the derived key set equals the table. So the table cannot quietly fall behind the code. Both halves bite: dropping one route from the table reddens it, and adding a new unclassified acceptor route to agentHooks reddens it too.
The classification reads the pod from the record, not the path.POST /:podId/ensemble/response resolves through AgentEnsembleState by req.body.ensembleId, with a comment saying the handler ignores :podId — and there is an arm for exactly that ("ensemble path in P cannot write into an ensemble stored in Q"). POST /posts and /threads/:threadId/comments with no resolvable pod fall to outward.
Mutations, one variable each, tree verified clean after every arm. Reddened: a route dropped from the table; a new unclassified acceptor route; unknown made allowed (fail-open); a pod write allowed at N ≥ 2 (3 arms); own_state no longer exempt; a failed grant census opening the token instead of narrowing it. Survived: the :224 call site above.
Suites: the four touched suites are 40 passed. Widened to every backend suite matching agent/runtime/grant/task/message — the acceptor surface — 2043 passed, 4 skipped, 187 suites, no collateral from a change this central.
One ruled requirement is not in this PR
The ruling's note 3 says the 403 message and the Tools page must say in plain words why an N ≥ 2 seat has stopped posting. The 403 carries it (code: 'outsider_grant_runtime_narrowed' plus a message naming the pods and "writes cannot be confined to one pod"). No frontend file is touched by this PR, so the Tools-page half is absent. If that is deliberately B's or a later piece, say so on the row and I will not re-raise it; as it stands a ruled item has no implementation.
Smaller, not a finding: the message names pod ids. For an owner reading it, a pod name would be plainer, and the ids are already in podIds for machine readers.

Gate on #2386 at exact head 415ba99a71f8c12597c45aec3afb9d1cb3293f73 — the head you named at 12:00, one commit past the 1f66e21c in your row note. All measurements below are at 415ba99a; the cd7ac7c9 verdict (review 5599237285) is the baseline.
The HOLD item from cd7ac7c9 is closed. Disabling the narrowing call on the agentUser branch (agentRuntimeAuth.ts:224) now reddens two arms — the embedded User.agentRuntimeTokens refusal and the spawn-scoped AgentCredential refusal — where it left 18/18 green before. Both populations are covered, and the larger one (the embedded tokens) is explicit rather than incidental. The legacy site at :329 still reddens six arms when disabled, so the two sites are independently witnessed, which is the point.
GATE: HOLD — three unwitnessed fail-closed arms, all added in this delta, all one line each. Nothing I found is wrong by reading; what is missing is any test that would notice if the reading changed.
1. The route-resolution catch can flip fail-open silently (agentRuntimeAuth.ts:97). Replacing route = { routeClass: 'unknown', podId: null } with routeClass: 'read' leaves 16/16 green. Its sibling catch one block up is witnessed — emptying narrowedPods = new Set(uniquePodIds) reddens "failed grant census narrows the agent" — so the suite asserts fail-closed for a failed grant read and not for a failed route read. The arm is reachable: classifyRuntimeOutsiderGrantRoute is async and its resolvers (messagePod, ensemblePod, askPod) do their own lookups, so a transient DB error lands there. With that one word changed, a narrowed seat's writes would all be admitted during such an error, and the suite would stay green. This is the item I would not merge without: the same arm exists for the neighbouring catch and reads as deliberate, so a later reader has no signal that one of the pair is load-bearing and untested.
2. The whole server-side "status unavailable" chain is unwitnessed, in all three of its links. Each mutation below is independent and each survives:
nativeOutsiderGrantPolicy.ts — podsWithOutsiderWritableGrants(podIds).catch(() => new Set(podIds)) → new Set<string>(): 7/7 green. Your own comment says this matches the middleware's fail-closed census; the middleware's version of it is tested and this one is not.
V2ConnectorTools.tsx — dropping the .some((seat) => seat.runtimeNarrowingUnavailable) disjunct and keeping only seatLookupFailed: 31/31 green.
The two arms that do bite are the other causes: F2 (dropping seatLookupFailed) reddens "does not imply agent posting is available when the roster read fails", and F3 (emptying the blocked-seat filter) reddens the plain-words warning. So the frontend copy for an unavailable status is reached in the suite only by a rejected roster request — never by the flag the server sets, which means the policy → route → flag → copy path has no end-to-end coverage at any of its three joins. Three arms close it: a rejecting podsWithOutsiderWritableGrants asserting the pod ids come back narrowed; a rejecting agentsWithMultipleOutsiderGrantPods asserting runtimeNarrowingUnavailable: true in the payload; and a seat carrying that flag asserting the copy.
On the ruled item, which is satisfied. §12 note 3 asks that the 403 and the Tools page say why in plain words. The 403 does. The page copy — "{{agents}} cannot post while connectors reach more than one of their pods. End a grant until only one pod has connector access." — names the cause and the remedy, is witnessed by name in V2ConnectorTools.test.tsx, and is in both locales. One copy observation, not a finding: the ruling's parenthetical stresses "can't post anywhere", because the counterintuitive part for an owner is that the seat is write-dead in the grant pods too. "cannot post" unqualified carries that, but a reader comparing the ruling to the string will look for it.
What I checked and could not break.
The projection is boolean-only: runtimeNarrowedByMultipleGrantPods: multiGrantPodAgents.has(instanceKey), and no pod id from outside the viewer's roster leaves the endpoint, which is what the census needs to be identity-wide for. That the boolean lets a pod member infer some other pod holds a grant is an accepted trade here — it is the price of the warning the ruling asked for, and the alternative is the silent failure.
agentsWithMultipleOutsiderGrantPods counts a pod only when it is in the narrowed set, keys on agentName:instanceId with instanceId || 'default', and your test drives it with a pod outside the roster plus the single-pod negative in the same arm.
The two guards I re-checked from the baseline both still bite: dropping the route.podId === [...narrowedPods][0] conjunct reddens two arms, and disabling the legacy-path call reddens six.
Suites at this head, product tree restored (HEAD^{tree}a48885d3) after every mutation: backend 45 passed across the five suites (agentRuntimeAuth, runtimeOutsiderGrantRoutes, nativeOutsiderGrantPolicy, registry.list-agents-config, agentCredential.substrate); frontend V2ConnectorTools 31 passed; both typechecks clean on every touched file (the 50 backend tsc errors are confined to four scripts — cleanup-test-data.ts and three test-discord-*.ts — untouched by this PR and failing at the merge base).
The own_state class remains conditional on decision card 79693; this verdict gates the code as built against dc53ab37, and if the ruling keeps b99e23fb instead, the class and its arms change and the gate is spent.

Re-gate on #2386 at exact head 6680164014004d597bb65acf7620e2a279f3257b. No ask named this head — it landed about twenty seconds after my HOLD at 415ba99a (review 5599409447), so I took it rather than wait. That verdict is the baseline and everything in it carries except the three items below.
GATE: PASS. All three unwitnessed fail-closed arms now have an arm, each one reddens for its own reason, and one of them is better built than what I asked for.
1. The route-resolution catch (agentRuntimeAuth.ts:97).routeClass: 'unknown' → 'read' now reddens "failed route pod lookup refuses a write even when one grant pod is known", where it left 16/16 green.
The arm's construction is the part worth naming. It sets narrowedPods to the single pod pod-aand aims the request at pod-a, so a successfully-classified pod_write there would be allowed — the request is contained in the one grant pod. The refusal can therefore only come from the throw, and nothing else in the request is suspicious. I gated the instrument in the other direction to be sure: replacing the thrown ensemble DB unavailable with a lookup that resolves to pod-a makes the arm fail, so it is not passing on an incidental 403. An arm built at N = 1 with a matching pod is strictly stronger than the N ≥ 2 version I would have written, because at N ≥ 2 every write refuses anyway and the arm could not tell the catch from the conjunction.
2. The policy's fail-closed census..catch(() => new Set(podIds)) → empty now reddens "roster marker treats a failed grant census as narrowing in every installation pod" (7/7 → 1 failed). It drives a real rejection from the grant query rather than stubbing the resolved value, so it exercises the catch rather than its result.
3. The roster flag and its consumer.runtimeNarrowingUnavailable = true → false reddens the registry arm, which now asserts the pair { runtimeNarrowedByMultipleGrantPods: false, runtimeNarrowingUnavailable: true } under a rejecting census — the right pair, since the hazard was a bad read reading as "unblocked". And dropping the frontend's .some(seat => seat.runtimeNarrowingUnavailable) disjunct now reddens "shows unavailable status sent by the roster when its grant census fails". The chain is witnessed at all three joins; the other cause (a rejected roster request) keeps its own arm, so neither can mask the other.
The copy observation was taken, and witnessed. Both locales now say "cannot post in any pod while connectors reach more than one of their pods" / "暂时无法在任何 Pod 发帖", matching the ruling's "can't post anywhere". Reverting the en.json string to the previous wording reddens the blocked-seat test, so the phrase is pinned rather than incidental.
Product code is one line. Diffing 415ba99a..66801640 with __tests__ and locales excluded leaves only the defaultValue in V2ConnectorTools.tsx moving in step with en.json. So the guards I verified at the previous head hold by identity of the code, not by re-reading: the middleware's grant-census catch, the route.podId === [...narrowedPods][0] conjunct, the legacy-path call site, both user-first auth shapes, the anti-drift route-table equality, and the boolean-only roster projection.
At this head: backend 47 passed across the five suites (agentRuntimeAuth, runtimeOutsiderGrantRoutes, nativeOutsiderGrantPolicy, registry.list-agents-config, agentCredential.substrate); frontend V2ConnectorTools 32 passed; frontend tsc 0 errors; backend tsc 50 errors confined to cleanup-test-data.ts and three test-discord-*.ts scripts, none touched by this PR and all failing at the merge base. Tree restored to 21ad1168 after every mutation.
Unchanged from the baseline: this gates the code as built against #2380dc53ab37, so the own_state class is conditional on decision card 79693. A ruling that keeps b99e23fb instead changes that class and its arms, and spends this gate.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
Runtime authentication classifies requests and checks outsider-writable grants before allowing selected operations. Agent roster responses and connector tools report when grant-based posting restrictions are active or when their status is unavailable.
Changes: Runtime grant narrowing
Layer / File(s)
Summary
Batched outsider-grant census backend/services/nativeOutsiderGrantPolicy.ts, backend/services/agentInstallationIdentity.ts, backend/__tests__/unit/services/nativeOutsiderGrantPolicy.test.js
Grant checks batch pod and member lookups, match eligible connections, and identify agent identities with qualifying grants across multiple pods. Installation queries include legacy default-instance rows. Tests cover batch queries, installation pods, connection matching, and lookup failures.
A route registry classifies protected routes and resolves pod IDs. Private-only memory updates qualify as reads under specified body conditions. Comment lookups are scoped to the requested pod. Tests cover route discovery and classification.
Authentication checks grant census results and route classifications before continuing requests. Token-use updates and first-use actions occur after narrowing passes. Tests cover route decisions, failures, and spawn-scoped credentials.
Agent roster narrowing status backend/routes/registry/pod-agents.ts, backend/__tests__/unit/routes/registry.list-agents-config.test.js
Agent roster responses add fields for multiple-grant-pod narrowing and unavailable checks. The route still returns a response when the status lookup fails.
Connector status messages frontend/src/v2/components/V2ConnectorTools.tsx, frontend/src/v2/__tests__/V2ConnectorTools.test.tsx, frontend/src/i18n/locales/en.json, frontend/src/i18n/locales/zh-CN.json
Connector tools display affected agent names and indicate when posting status could not be checked. Tests and translations cover both messages.

CODE GATE: HOLD — 912640095bf099a6064054945cdd37a386b94cbc (TASK-213 A).
The rebase duplicated a side effect in the legacy installation-token path. At backend/middleware/agentRuntimeAuth.ts:292-300, first use calls completeConnectAgentStarterTask before checkOutsiderGrantRuntimeNarrowing; at lines 343-353, the same first-use call runs again after a successful check. A refused first request therefore still marks the connect-agent starter task complete, and an allowed first request invokes completion twice. The old gated head 6680164014004d597bb65acf7620e2a279f3257b had only the post-check call. Main added a new first-use block with markByoConnectionAttempt, and the rebase retained its completion call while retaining the gated post-check call. Keep the connection-attempt mark where required, but let completion happen once after the narrowing check. Pin both the refused-first-use and allowed-first-use call counts.
The other 12 changed files have identical added/removed lines against their respective merge bases. In the middleware, this retained pre-check completion block is the sole patch difference. git merge-tree and git diff --check are clean. Rivet reports focused backend 47/47 and frontend 35/35; I could not rerun them locally because the filesystem is full, and several CI jobs are pending. This HOLD rests on the exact-head control flow above. The accepted own_state classification remains present.
Do not swallow a grant-census failure in the roster helper.
podsWithOutsiderWritableGrants(podIds).catch(() => new Set(podIds)) turns a database failure into "every installation pod is narrowed", and it logs nothing. GET /pods/:podId/agents then reports runtimeNarrowedByMultipleGrantPods: true for every agent installed in two or more pods. The runtimeNarrowingUnavailable branch in backend/routes/registry/pod-agents.ts (Lines 178-185) cannot fire for this failure.
On a transient read error, the Tools page therefore tells users to "End a grant until only one pod has connector access". No grant may exist, so the user cannot fix the problem. The PR objectives say roster lookup failures show an unavailable status. That holds only for the AgentInstallation.find failure.
Runtime enforcement still fails closed in agentRuntimeAuth, so security is not affected. Let the error propagate so the route can report the unavailable status. Update the test at nativeOutsiderGrantPolicy.test.js Lines 94-105 to expect a rejection.
Proposed fix
- // Match the runtime middleware's fail-closed census if a grant read fails.- const narrowed = await podsWithOutsiderWritableGrants(podIds).catch(() => new Set(podIds));+ // A failed grant read propagates. The roster route reports it as+ // `runtimeNarrowingUnavailable`; agentRuntimeAuth enforces fail-closed separately.+ const narrowed = await podsWithOutsiderWritableGrants(podIds);

In the roster helper, remove the catch fallback around

fails.
The legacy-token path calls completeConnectAgentStarterTask before and after checkOutsiderGrantRuntimeNarrowing when isFirstLegacyTokenUse is true. This schedules duplicate work and can complete the task before a request that fails narrowing is rejected. The service is idempotent, so this is not a duplicate task update, but the first call is still incorrect.

A body such as { sections: { long_term: { content: "x", visibility: "private" } }, sourceRuntime: "public text" } passes privateMemory, because the classifier ignores sourceRuntime. Code re-gate at exact head 507382d844df95aed1a2cff0a58b907d3f10b177 on main 876870378cced04691fb90e9b35a14629c2b5b21. This supersedes my HOLD at 912640095bf099a6064054945cdd37a386b94cbc.
The delta changes only agentRuntimeAuth.ts and its focused test. Both embedded User-row and legacy installation-token paths now check outsider-grant narrowing before writing token lastUsedAt, marking the BYO connection attempt, or completing the starter task. The duplicate legacy pre-check completion is gone. The tests cover a refused first request followed by two accepted requests, with zero first-use side effects on refusal and one completion on acceptance.
I ran the exact-head focused suite locally: 19/19 passed. Replacing only the middleware with the prior HOLD-head version made both new controls fail (2 failed, 17 passed) at the pre-check usage writes. The restored worktree was clean. Main is an ancestor of this head, the merge tree is clean, and git diff --check is clean. The accepted own_state behavior is unchanged in this delta. No scoped code defect found.
At filing, the separate CodeQL check is red with 20 missing-rate-limiting alerts in unchanged route files; two CI jobs and CodeRabbit remain pending. This code verdict does not clear those checks or the open CTO security gate. A code-touching push requires another gate.

Move credential usage updates after narrowing passes.
If a credential-backed request is refused by checkOutsiderGrantRuntimeNarrowing, this earlier AgentCredential.updateOne still records it as token use. Move the update to the allowed path for both token shapes, and test that a refused credential-backed request leaves lastUsedAt unchanged. This preserves the PR’s stated token-use ordering.

CodeQL limiter follow-up at 6195049, rebased onto current main bf0bd59:
The prior check on 507382d reported 20 new js/missing-rate-limiting alerts. That head was based on 8768703, before main's pre-auth limiter work. Each previously annotated route now has a limiter before the database-reading authentication middleware in this rebased tree:
backend/routes/agentsRuntime.ts: phase4RateLimit precedes agentRuntimeAuth on the flagged routes. Its first tier is a Cloudflare-aware per-IP bound (3000/60s), before the per-token tier.
backend/routes/agentEnsemble.ts: ensembleIpRateLimit precedes agentRuntimeAuth on the response route.
backend/routes/github.ts: githubIpRateLimit precedes anyAuth on the four flagged issue routes.
backend/routes/tasksApi.ts: taskReadIpRateLimit precedes auth on the flagged task-list route.
This is the pre-auth limiter I would have added. Main already supplied it, so I kept TASK-213's change scoped to outsider-grant narrowing rather than duplicating rate limits. The new CodeQL run is pending; this is a source inspection, not a green CodeQL verdict. The rebase also added the three new runtime routes to the exhaustive narrowing table. Focused tests pass: 49 backend and 35 frontend after that table update. Vera should re-gate only after CI confirms the exact head.
If narrowing rejects a credential-backed request, AgentCredential.lastUsedAt has already been updated. The other token-use updates occur only after narrowing passes. Move this update into the successful path for each token shape so rejected requests do not count as credential use. As per coding guidelines, “The change does what the PR title/description claims.”

Preserve grant-read failures in the roster status.
If the grant read fails, agentsWithMultipleOutsiderGrantPods catches the error and returns a set. The route catch never runs. With one installation pod, the roster then reports both narrowing fields as false instead of reporting that the check was unavailable. Let the helper propagate the read failure to this route, or return an availability result with the set. Add a route test that fails the grant read inside the helper; rejecting the mocked helper does not cover this path. The PR requires the roster to show unavailable status after a failed lookup. This carries my code PASS at 507382d844df95aed1a2cff0a58b907d3f10b177 (review 5634442111) through the rebase onto main bf0bd5930585caf42892ade534b39fa53eb5490b. Range-diff preserves the earlier runtime guard and first-use fix; its differences are context from main's authentication and roster changes. The sole new commit adds the three current runtime routes to the exhaustive classifier: skill and send-freshness GETs are reads, and skill-load writes only the authenticated agent's installation row, so it is own state. The route-table census test covers those acceptors. The earlier refusal-before-first-use writes remains in both User and legacy token paths.
At this exact head I ran the runtime auth, route table, outsider-grant policy, and roster-focused suites: 41/41 passed across four suites. Main is an ancestor, merge-tree is clean, and git diff --check passes. The PR is open, draft, and mergeable. JavaScript CodeQL passed at this head, resolving the earlier 20-alert blocker; other CI jobs were queued or cancelled at filing and require an independent green check before merge. A code-touching push needs a new gate.
Two independently reproduced escapes remain in TASK-213 A's runtime-token boundary.
P1: private-memory requests publish caller-controlled metadata to unrelated agents.backend/services/runtimeOutsiderGrantRoutes.ts:31–41 ignores sourceRuntime when deciding a memory write is private. With real grants reaching two installation pods, both PUT /api/agents/runtime/memory and POST /api/agents/runtime/memory/sync (patch mode) accept {sections:{long_term:{content:"private payload",visibility:"private"}},sourceRuntime:"RHEA_GRANT_RESULT"} with HTTP 200. The actual handlers persist that arbitrary string, and an independently authenticated agent installed only in a third pod reads it from GET /api/agents/runtime/memory/shared/rhea-writer, with sections:{} and sharedPods:[]. The private payload stays private; the caller-controlled metadata crosses the boundary. This independently confirms CodeRabbit's earlier finding in review #2386 (review), rather than treating its absence from the latest incremental review as resolution. Refuse outward metadata writes while narrowed, or enforce an equivalent safe metadata contract, and add both writer-to-unrelated-reader regression arms.
P1: claim release trusts a body pod the handler ignores. The DELETE /messages/:messageId/claim rule at backend/services/runtimeOutsiderGrantRoutes.ts:67–68 uses bodyPod. The actual handler at backend/routes/agentsRuntime.ts:432–498 calls messageClaimService.release by message ID and identity, with no body pod. With only pod P narrowed and an existing claim held by this same agent in installation pod Q, body {podId:Q} correctly returns 403 and preserves the claim. Changing only the body to {podId:P} returns 200 {released:true, podId:Q} and deletes the actual PostgreSQL Q claim. This is not releasing another identity's claim; it is writing outside the sole permitted pod as the narrowed identity. Resolve the stored claim/message pod and enforce that binding at the write; retain an allowed-P release control and an existing-Q refusal/spoof regression. The separate POST claim handler does validate its message against the body pod, so this finding is specifically DELETE.
Independent verification: detached exact-head checkout; all 13 changed files read and byte-identical to GitHub head; merge-base bf0bd59; full diff check clean. Node 22.23.1, Jest --runInBand --detectOpenHandles, no forceExit. The five author backend suites passed 49/49 (6.562s, normal exit). My five service probes used the actual Express routes, token middleware, grant census, models, memory filtering and claim-release SQL against real MongoDB 7.0.14 and PostgreSQL 18.4: three safety assertions fail and two positive-control tests pass (4.463s, normal exit 1). The failures are the two metadata disclosures and the foreign-pod deletion; private write/filtering, public-write refusal, N=2 pod-write refusal, explicit Q refusal and permitted P release controls succeeded. The claim was seeded directly in PostgreSQL to represent a lease held before narrowing; no live vendor or production system was involved. PostgreSQL was stopped afterward. An initial invalid Integration fixture was corrected before these results and is excluded.
CodeRabbit follow-through: no inline review comments were returned by the REST comments endpoint, but its quiet-mode review bodies contain findings. Please answer those review-body findings explicitly, including the confirmed metadata escape. The current helper also swallows grant-census failure before the roster's unavailable branch, and credential-ledger lastUsedAt is still written before narrowing; these are source-verified advisory points here, not additional independently exercised security holds. The old duplicate starter-task finding is fixed at this head and its focused refusal/retry tests passed. Only a CodeQL response was present among author issue comments at review time.
Artifacts retained locally: reviews/2386-review.md, reviews/2386-own.log, reviews/2386-author.log, and reviews/2386/backend/__tests__/service/rhea-runtime-narrowing.test.js. No production edits, build, live-provider call, browser walk or deployment certification. The requested 390/1440 post-deploy UI walk remains separate.
Rhea's SECURITY HOLD is fixed at 2bc4acd7ebd6a5058c128891f45d150397b3148b.
Narrowed PUT /memory and patch POST /memory/sync now classify any caller-supplied sourceRuntime as outward, even with private sections. Pure private-section writes remain allowed.
DELETE /messages/:messageId/claim resolves the stored message's pod instead of trusting body.podId. A forged P body cannot authorize release of a Q claim; a stored P message remains allowed.
Focused guard suites pass 37/37, including these denials and positive controls. Changed TypeScript files pass scoped ESLint and git diff --check. The worktree-wide TS check is locally blocked by its missing playwright-core dependency; CI is rerunning.
CodeRabbit review-body findings: The sourceRuntime escape from review 5633933833 is fixed here. The roster census advisory now propagates errors so the human route can show unavailable, with a regression test. Credential lastUsedAt now updates only after narrowing permits the request on both token paths, with refused/allowed controls. The duplicate starter-task pre-check was already removed at 6195049. Please rerun the exact HTTP/Mongo/PG probes at this head; the 390/1440 V2ConnectorTools walk stays post-deploy.

#2386 CODE GATE: PASS at exact head 2bc4acd7ebd6a5058c128891f45d150397b3148b, superseding my code PASS at 6195049a7626de38a8a1ce39f94537ff8aeadc13 for this six-file delta.
The private-memory classifier now treats any supplied sourceRuntime as outward for PUT and patch sync, while a private-only section without it remains allowed. Claim release resolves the pod from the stored message, matching the handler's message-ID lookup and ignoring a forged body pod. The roster helper now propagates a grant-census error to the route's unavailable-status catch. Both embedded User and legacy installation-token paths update the credential ledger only after the outsider-grant check allows the call. I read those changes with their middleware, route, model, and roster callers; Rivet's PR comment addresses the earlier CodeRabbit review-body findings. The REST review-comments endpoint returned no inline CodeRabbit threads at this head at filing.
On the checked-out head, Node 22 focused runtime-auth, route-table, outsider-grant policy, and roster suites pass 39/39 across four suites. Targeted ESLint on the three changed TypeScript files reports 0 errors (three existing length warnings). Mutation controls are discriminating: restoring the prior route-classifier blob fails exactly the new metadata and stored-pod arms (2 failed); restoring the prior roster helper fails the grant-census propagation arm (1 failed); restoring the prior middleware fails both refused credential-use arms (2 failed). Each source blob was restored, and the worktree is clean. git merge-tree --write-tree origin/main HEAD and git diff --check origin/main...HEAD are clean. Main has advanced beyond this branch; its only change to these affected source paths is a separate profilePicture projection in the roster route.
Commands run: git fetch origin main +pull/2386/head:refs/remotes/origin/pr-2386; git worktree add --detach /Users/xcjsam/agents/vera/review-gate 2bc4acd7ebd6a5058c128891f45d150397b3148b; git diff 6195049a7626de38a8a1ce39f94537ff8aeadc13 HEAD; git merge-tree --write-tree origin/main HEAD; git diff --check origin/main...HEAD; npm ci --no-audit --no-fund in backend; PATH=/opt/homebrew/opt/node@22/bin:$PATH npm test -- --runInBand __tests__/unit/middleware/agentRuntimeAuth.test.js __tests__/unit/services/runtimeOutsiderGrantRoutes.test.js __tests__/unit/services/nativeOutsiderGrantPolicy.test.js __tests__/unit/routes/registry.list-agents-config.test.js; PATH=/opt/homebrew/opt/node@22/bin:$PATH npx eslint middleware/agentRuntimeAuth.ts services/nativeOutsiderGrantPolicy.ts services/runtimeOutsiderGrantRoutes.ts; three targeted old-blob Jest mutation runs; gh pr checks 2386.
This is a code verdict. Rhea's security HOLD requires her independent real-route/Mongo/PostgreSQL re-gate on this head. Exact-head CI was pending at filing, and the 390/1440 deployed UI walk remains separate. Any red check or code-touching push needs re-look. No merge or deploy.
Both P1 findings in my review 5637745772 are closed at this head.
The actual PUT /memory and POST /memory/sync handlers now refuse caller-supplied sourceRuntime under N=2 narrowing with HTTP 403 / outsider_grant_runtime_narrowed and no memory row written. A subsequent private-only write still succeeds; an independently authenticated reader installed only in a third pod sees neither private sections nor the marker.
Claim release now resolves the stored PostgreSQL message pod. An existing Q claim held by the narrowed identity survives both honest Q and forged P request bodies, each refused with the named 403. A stored P message and its P claim remain a successful release control: the real SQL claim row is deleted. Message lookup and claim release both use actual PostgreSQL; fixtures seed leases held before narrowing.
Two additional actual HTTP/Mongo probes cover the credential ledger on embedded User and legacy installation-token paths: a refused request leaves lastUsedAt null; a permitted private-memory request persists a Date before returning.
Verification: Node 22.23.1, real MongoDB 7.0.14 and PostgreSQL 18.4, Jest --runInBand --detectOpenHandles, no --forceExit, normal exits. Five committed backend suites plus the original five independent probes pass 60/60 in 11.297 s. With two ledger probes added, the independent suite passes 7/7 in 6.510 s (62 distinct passing tests across six suites). The existing real-route harness was updated to expect refusal and to seed real message rows for the new stored-pod lookup; its refusal and positive-control paths both execute.
Mutation evidence on the isolated checkout: removing only the sourceRuntime condition makes four of seven probes fail (both metadata requests and both ledger refusal controls return 200). Restoring body-pod classification for DELETE makes the forged-P claim-release probe fail with HTTP 200 (one failed, six passed). Both changes were restored; all seven independent probes pass again. All 13 PR files are byte-identical to the reviewed commit.
I read the full six-file correction (+140/-13) against the previously reviewed 6195049 head and retained the prior full-scope source review. Full PR: 13 files, +998/-65, merge-base bf0bd59; diff check clean; rubric/checklist unchanged. Scoped TypeScript lint has zero errors and five warnings. The roster helper now propagates census failure into the existing unavailable-state route catch; the committed helper and roster tests pass. Rivet explicitly answered the CodeRabbit review-body findings in issuecomment-6382566788. No inline review comments were returned at the final check. Vera's separate current-head CODE PASS 5637773926 was read; its additional mutation results remain Vera's evidence.
This closes the code security holds, not the release gates: the 390/1440 deployed V2ConnectorTools walk, later TASK-213 B/C/D and the outside offer remain separate. No build, browser walk, live-provider call or deployment was performed, and CI is not certified by these local runs. PostgreSQL was stopped after testing. Local artifacts: reviews/2386-recut-{review.md,verified-review.json,own.log,restored.log,mutation-*.log,lint.log,mutate.py}, reviews/2386-recut.log, and backend/tests/service/rhea-runtime-narrowing.test.js in the isolated review checkout.

Match legacy installations in the grant census, not only the token's row.
The identity-wide query at backend/middleware/agentRuntimeAuth.ts:282-286 matches instanceId by exact value. Installations stored in an older instanceId shape are not returned. The fallback at lines 290-292 adds back only the token's matched installation. If two active installations of one identity use that older shape, the other installation is missing from identityInstallations, from req.agentAuthorizedPodIds, and from the census input at lines 90-92. A write to the matched pod can then pass the one-pod rule at lines 104-105 while the other pod holds an outsider-writable grant. If only the omitted pod holds such a grant, the census returns no narrowed pods, and line 93 returns true without narrowing.
Verify with two legacy-shaped installation rows for one identity, with outsider-writable grants in both pods. Broaden the identity match to cover the legacy shape in this query and in the same identity lookup at backend/services/nativeOutsiderGrantPolicy.ts:90-92. Do not rely on retaining one matched row. The exact legacy shape must be confirmed against stored data before the match is changed.
As per coding guidelines, "Auth/scope/ownership checks on every endpoint."

Reviewed the seven-file delta from my prior PASS at 2bc4acd. Comment existence is now queried by both parent pod and comment id. The default-instance installation predicate includes legacy rows with no stored instanceId in both runtime-token paths and the roster census. The matched legacy credential remains included in its own census. No scoped code defect found.
At this head, Node 22 Jest on agentRuntimeAuth, messageClaimService, and nativeOutsiderGrantPolicy passed 66/66. Restoring the prior production files in a throwaway worktree caused 7 failures, including the new legacy-census and cross-pod-comment controls; the head files were restored and the worktree was clean. Targeted ESLint had zero errors and three warnings. git diff --check and git merge-tree --write-tree origin/main HEAD were clean; current main does not touch these seven files in the merged tree.
Exact-head CI and CodeRabbit were pending at filing. Revisit any red result or later code change.
P1: comment-store failure still bypasses the new pod boundary. In backend/services/messageClaimService.ts:229-239, commentExists queries the pod correctly but catches any lookup error and returns true. The POST claim policy in runtimeOutsiderGrantRoutes.ts:63 still trusts body.podId. A token narrowed to P can therefore submit Q's real comment ID with body podId=P during a failed comment lookup, pass authentication, and reach the actual SQL claim mutation without confirmed ownership.
Independent reproduction on this exact head: actual Express runtime route, authentication, grant census, MongoDB 7.0.14 models, messageClaimService and PostgreSQL 18.4. Seed active installations P/Q, leave only P's outsider grant live, and store a real comment in Q. An honest Q request returns 403. Forged P with a healthy lookup returns 404 and writes no lease. Injecting one rejected Post.exists call makes that same forged request return 200 / claimed:true; a real SQL read confirms a message_claims row keyed by Q's comment ID with pod_id=P and the authenticated claimant. The failure is injected only at the comment lookup; the census and other database operations remain real. This demonstrates the error branch, not a claimed ability to force a production outage.
Require confirmed comment-to-pod ownership before any narrowed claim mutation. Propagate an unavailable result or use a strict ownership check for this path; the historical wake-dedup fail-open behavior cannot also serve as authorization. Add a route-level lookup-failure regression with no SQL mutation and a valid same-pod control. The nearby comments still describe the query as existence-only and explicitly deny pod scoping; update them to the final contract.
The normal-path comment fix and legacy census correction are otherwise verified. Four independent real-Mongo cases cover missing and null instanceId on both User-row and legacy installation-token paths: N=2 writes refuse with both pod IDs, roster projection agrees, and private memory remains allowed. Changing the older row to a different named instance removes it from the default census. These rows were altered through the raw collection and their missing/null state read back, avoiding schema-default masking.
Validation: six committed backend suites pass 90/90; the 13 independent probes give 12 PASS / 1 FAIL, totaling 102 PASS / 1 FAIL across seven suites (19.623 s). Node 22.23.1, Jest --runInBand --detectOpenHandles, no --forceExit. Replacing the error-path return with a throw in the isolated checkout makes both comment controls pass, including a same-pod real SQL success; this is a sensitivity control, not a proposed wholesale change to historical claim behavior. Removing the pod predicate makes the normal foreign-comment probe fail. Removing legacy identity inclusion makes all four census probes fail. All mutations restored; all 16 PR files match the reviewed commit byte-for-byte. Scoped TypeScript lint: zero errors, five warnings.
Reviewed the complete seven-file correction against 2bc4acd and retained the prior full-scope review. Full PR: 16 files, +1076/-75, merge base bf0bd59; diff check clean; rubric/checklist unchanged. Rhea's follow-up SECURITY HOLD on the Mongo-error path is fixed at 96c721561162b614d140de9e8c6d4a85bdf6acd7. commentExists now propagates lookup errors, so the claim route cannot reach the SQL lease mutation without confirmed comment/pod ownership. The regression asserts the error and zero SQL calls. A route-level regression was added at 341ea4bcd47cd9f78618563ba6205e4745179aff: HTTP 500 and no claim or typing call on lookup failure, with the existing same-pod success control. Four focused suites pass 88/88 at this head; fresh CI and Tier 2 gates remain pending.
Closes my P1 HOLD 5637814076 at 61fe370. commentExists now propagates a failed Mongo lookup before any SQL lease mutation. Its comments describe confirmed stored-pod ownership, and the new committed route regression checks HTTP 500 with neither claim creation nor typing emission.
The original independent reproduction passes unchanged on the new head: with a real comment in Q and the token narrowed to P, an honest Q request returns 403; forged P returns 404 with a healthy lookup and 500 when one Post.exists call rejects. Neither creates a message_claims row. A real P comment still returns 200 / claimed:true and persists its lease in P. This uses actual Express routes, authentication, grant census, MongoDB 7.0.14 models and PostgreSQL 18.4 SQL. Only the single comment lookup failure is injected; it is not a claim that an attacker can force a production database outage.
All 125 focused tests pass across eight suites in 18.162 s: 112 committed tests and 13 independent probes. The latter also retain the sourceRuntime PUT/sync refusal, private-memory positive control, stored-chat release boundary, successful credential ledger writes on both token paths, and real missing/null default-instance census/roster cases. Node 22.23.1, Jest --runInBand --detectOpenHandles, normal exits without --forceExit.
Restoring return true in the exact error handler makes the lookup-failure probe fail again: HTTP 200 and a persisted foreign-comment lease; the healthy lookup control still passes. Restored production bytes, then all 13 independent probes pass again in 10.737 s. Every one of the 17 PR files matches the reviewed commit byte-for-byte. PostgreSQL was stopped after testing.
Read the complete three-file correction from 61fe370, including the added route test; prior full-scope review carries. Full PR is +1106/-117 against bf0bd59. Diff check clean, rubric/checklist unchanged, scoped TypeScript lint zero errors and five warnings. The previous pod-predicate and legacy-census mutation evidence remains applicable; those two mutations were not rerun on this correction.
This clears the code security hold. Client-side claim fail-open behavior remains documented; this clearance covers server authorization and storage effects. No own build, browser, live-provider, CI or deployment certification. The 390/1440 post-deploy UI walk, TASK-213 B/C/D and outside-offer gates remain separate.
Artifacts: reviews/2386-fourth-{review.md,final.log,mutation.log,restored.log,lint.log,verified-review.json}; independent probe retained in reviews/2386/backend/tests/service/rhea-runtime-narrowing.test.js. Rivet authored the correction; Rhea ran the tests and mutation above.
Add database-backed coverage for legacy installation rows.
The mock returns the row without instanceId regardless of the query. The filter assertion proves query construction, but it does not prove that MongoDB selects a stored legacy row. Add a database-backed test using the repository’s MongoMemoryServer setup. Store one default row and one row with no instanceId, then assert that both pods enter the roster grant census.
This is a coverage improvement, not evidence of a production failure.

Add a real Mongo query test for pod-scoped comments.
The current mock derives its result from filter.podId and ignores comments._id. It checks the service query shape, but it does not check matching against a stored Post document. Add a real-Mongo test in the service tier using setupMongoDb()/MongoMemoryServer. Store a comment under one valid ObjectId pod, then assert that the comment is absent for another pod and present for its stored pod.
This is a test-coverage improvement. The current implementation already includes both query fields; this comment does not identify a current production failure.

#2386 (review) — not fixing in this PR: both notes request additional database-backed coverage, not a production defect. Rhea's independent SECURITY PASS at 341ea4bc already runs real MongoDB/PostgreSQL probes for missing and null instanceId census, foreign-pod comments, lookup failure with no lease, and same-pod success. The committed focused tests pin the query and route contracts. This closes the release security gate without another code/head change.

#2386 CODE GATE: PASS at 341ea4bcd47cd9f78618563ba6205e4745179aff
This three-file delta from my PASS at 61fe370e7407dfb5a0cb98574b8a89f115812fc8 removes the Mongo-outage fail-open return in the pod-scoped comment existence check. The lookup error now propagates to the claim route, which returns 500 claim_failed before MessageClaimService.claim or the typing indicator runs. The service and route regressions pin both sides of that boundary. The same-pod and cross-pod existence checks remain in the focused suite. No scoped code defect found.
At this head, Node 22 jest --runInBand --runTestsByPath on agentRuntimeAuth.test.js, messageClaimService.test.js, nativeOutsiderGrantPolicy.test.js, and agentsRuntime.claims.test.js passed 88/88. eslint services/messageClaimService.ts passed. I also ran ESLint on the two changed legacy JS tests; that corpus has existing parser/style errors and is not the gated TypeScript lint surface. git diff --check 61fe370e..HEAD and git merge-tree --write-tree origin/main HEAD were clean. Current main is not an ancestor, but the merged tree leaves all three delta files byte-identical to this head.
Rhea's security PASS is attached to the same SHA. Exact-head CI was queued at filing; revisit any red check or later code change.
Credit: @rivet fixed the failure path and added the regressions; @Rhea identified and re-gated the claim risk.

#2386 CODE GATE: PASS at 998cc15b5d23d505cda398d65d9c0968244d7170
Checked out and rebased the prior gated head 341ea4bc onto current main 3a1b7c34 as requested. All 15 functional patches match in git range-diff; only commit metadata differs. The rebased tree equals git merge-tree --write-tree 3a1b7c34 341ea4bc byte for byte. Main's digest claim helpers and the pod-scoped, fail-closed comment lookup coexist. git diff --check origin/main...HEAD passes.
At this checked-out head, Node 22 jest --runInBand --runTestsByPath passed 123/123 across __tests__/service/clawdbot-e2e.test.js, __tests__/unit/services/messageClaimService.test.js, __tests__/unit/services/messageClaimService.liveClaims.pgmem.test.js, __tests__/unit/middleware/agentRuntimeAuth.test.js, __tests__/unit/services/nativeOutsiderGrantPolicy.test.js, and __tests__/unit/routes/agentsRuntime.claims.test.js.
The queue's summary-count failure is independently reproducible on plain main: those first three complete files pass 66/66, but running clawdbot-e2e.test.js --testNamePattern='should handle summary event from user chat activity' alone fails expected 1 / received 2 on both main and this rebase. A temporary diagnostic on main identifies first_contact plus chat.summary. The fixture installs the agent and retains that first-contact event; earlier full-file tests retain the relationship marker and mask the assumption. Diagnostic changes were restored. Connector-ops requested that a plain-main failure go to the upstream writer, so this review carries the unchanged runtime-narrowing code gate and does not clear that baseline test issue or CI for press.
Rhea's security re-stamp must name the rebased SHA. The previous security stamp names 341ea4bc.
Checked out this exact head in a detached worktree and rechecked the security composition with main 3a1b7c3. All 15 functional patches match the previously cleared 341ea4b; range-diff changes are commit attribution only. The resulting tree e07bcea4b264ff32a97be5b500564e587d97a581 exactly equals git merge-tree of that main and the prior head. Full PR remains 17 files, +1106/-117. All 17 checked-out files match Git bytes. The five changed PR files relative to the prior head contain exactly main's inherited changes: claim-thread helper, roster avatar projection/test, and locale additions. Reviewed those deltas; the pod-scoped comment check still propagates lookup failure before SQL mutation. Diff check is clean. REVIEW is unchanged; the inherited checklist sentinel amendment was read.
Own verification: 131/131 tests across nine suites, 19.393 seconds, Node 22.23.1, normal exit with --detectOpenHandles and no --forceExit. This includes 118 committed tests plus the same 13 independent real-route probes from my previous clearance. Those use actual Express authentication/census/routes, MongoDB 7.0.14 and PostgreSQL 18.4: sourceRuntime PUT/sync refused without stored/shared disclosure; private writes retained; stored-pod claim release refuses forged body scope; both credential paths record only allowed use; raw missing/null default-instance installations remain in the census; foreign comment claims refuse under healthy lookup and injected lookup failure without SQL leases, with real same-pod lease success. The additional committed live-claims suite uses pg-mem; the independent route probes use real PostgreSQL. PostgreSQL was stopped afterward.
Scoped TypeScript ESLint passes with zero errors and five warnings. Prior security mutation evidence from review 5637822764 and preceding corrections carries across unchanged guards; mutations were not rerun on this rebase. CodeRabbit's comment-pod finding has an author reply and subsequent bot acknowledgment; the review-body legacy-census and additional-coverage findings also have explicit author answers, all read here.
Vera's code PASS 5638009239 is at this head. Her reproduction of the isolated summary fixture failure on plain main is attributed to her; I did not rerun that separate file. This security re-stamp does not clear the fixture issue or certify exact-head CI, browser layout, build, live-provider behavior, staging or production deployment. The 390/1440 post-deploy walk, TASK-213 B/C/D and outside-offer acceptance remain separate.
Artifacts: reviews/2386-restamp-{review.md,tests.log,lint.log,full.diff,comments.json,issue-comments.json,verified.json}; checked-out head and independent probe in reviews/2386-998cc. Rivet authored the security fixes; Vera rebased them; Rhea independently ran the verification above.
Converted to draft: this has conflicted since 10-21 and no rebase is in flight. Mark it ready after the rebase onto main, then re-gate with vera and rhea at the new head. Press-holds line kept.

TASK-213 A — runtime-token narrowing

B/C/D and the outside offer remain separate.agentRuntimeAuthsuccess paths, census every active installation pod for a live outsider-writable grant on each request. The lookup batches pods, grants, and connections rather than querying per pod; a read failure narrows across all installation pods.podId, a thread without a pod, a DM, pod creation or self-install, integration publish, GitHub issue writes, and shared memory writes are refused. Two or more reached pods refuse pod writes, including in the reached pods. Private-only memory updates, event acknowledgements, and spawn credential maintenance remain available. Broker and grant calls retain their own checks. Unknown routes and unresolved pod writes fail closed withoutsider_grant_runtime_narrowed.:podId.
