docs(adr): ADR-033 grant record (Accepted) - #2691
Adds docs/adr/ADR-033-grant-record.md, status Proposed. This PR specifies server writers for the shared seats.record format; it does not implement or activate them.
Review fixes under Lily's 2026-10-25 ruling
D5 keeps parked-call approval credential-owner only. It explains the tool-call meaning of ADR-020 D3's owner through the existing broker and ApprovalAction fields. ADR-020 is unchanged. TASK-512 remains deferred for launch.
Only B2's broker park path may write the immutable card-to-call tie. chooseDecision uses stored state, never a request or agent-supplied tie. D5 acceptance requires refusal tests for unauthorized humans and forged/replaced ties. The route test is explicitly required, not claimed as already implemented. §5.2 likewise distinguishes the proposed link from today's DecisionRequest.
R1 requires registration before first agent text, refusal of resolved credentials shorter than 8 characters, an exactly-8-character credential in the first-event redaction test, and a 7-character refusal case. These are launch requirements, not new test results in this docs PR.
§8 names CTO as the argsDigest privacy decision owner and Otto/TASK-513 as implementation owner. Interim rule: omit argsDigest on every server record line/export until the privacy decision and tests are accepted. Internal broker digests are unchanged. A future keyed digest cannot reuse v1's canonical unkeyed sha256 field.
Pending requests have no decision line until terminal. The non-owner card role references the existing fb686d4 spec citation rather than a pending SHA. Reader identity exposure and external collector copying are explicitly disclosed.
Scope
D1–D4 retain additive writers, portable JSONL/OTLP and the board as claim authority. R2 retains broker enforcement. The format, canonicalization and vector gate remain defined by record-v1. Server code citations remain grounded at 0ad9d70; historical spec references are retained explicitly.
Validation: docs diff reviewed against the existing broker/approval ownership path; git diff --check passes. No runtime code or tests changed, and no runtime tests were run for this docs-only revision. Existing CI and gates must be renewed at the pushed head.
Reviewers: Rhea security and Sable docs/code. Merge through Lily's press after exact-head PASS reviews and green checks.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The proposed ADR defines how grant, task, approval, decision, and runtime events would be recorded as record-v1 JSONL alongside existing stores. It describes proposed writers and readers, enforcement boundaries, launch conditions, exclusions, and open questions. The landing page ADR count changes from 30 to 31.

Summary
Record contract and existing sources docs/adr/ADR-033-grant-record.md, frontend/src/v2/landing/V2LandingPage.tsx
The ADR describes existing data sources and defines the proposed record-v1 envelope, event kinds, digest rules, compatibility, and OTLP mapping. The landing page ADR count changes from 30 to 31.
Writers and enforcement docs/adr/ADR-033-grant-record.md
The ADR maps proposed event writers and broker outcomes. It describes post-commit records, ruling permissions, digest gates, and conditions for writers that record agent text. It also states that existing authorization systems remain authoritative.
Readers and task-bound grants docs/adr/ADR-033-grant-record.md
The ADR names proposed readers and access gates. It describes enforcement for task-bound grants and acceptance checks.
Constraints and unresolved questions docs/adr/ADR-033-grant-record.md
The ADR lists v2 exclusions, stated consequences, open questions, and remaining differences between the record specification and proposed writers.
This is a proposed ADR with no runtime change. The unresolved question is whether parked-call approval authority differs from ADR-020, because the connection creator may not be the workspace owner. Resolve it before acceptance, either by narrowing D5 or by amending both ADRs. Also fix the stale open-question reference.

Define the approval decision value conversion.
Line 63 documents stored decisions as approved|declined. Line 185 emits record values as approved|rejected.
Add an explicit declined to rejected mapping and test it. Otherwise, the writer may emit an unsupported value or change the audit meaning.

Correct or qualify the open-question count.
The status says that two questions are open. Section 8 lists seven open questions. This can make unresolved run, storage, D18, and volume decisions appear settled.
If two questions are the launch blockers, state that explicitly. Otherwise, report the complete open-question count.
As per path instructions, unresolved design questions must be distinguished from settled requirements.

Define a persisted source for permission.requested.question.
ADR-033 requires <title> for permission.requested, but the proposed writers do not have a documented persisted source for it. Define the mapping, such as ApprovalAction.summary, or persist the title for broker refusals so committed-row writers and replays can produce the required field.

Answers to the two CodeRabbit threads, both fixed in f51ddcf.
#2691 (comment) (permission.* writer rows not schema-complete)
Applies. The broker rows used shorthand (rule.list: deny, missing outcome, toolCallId, options, and question on the execute row). §4 now names those rows B1–B5 and gives the complete data object for every line beside them: outcome, optionId/kind, toolCallId (the broker's callId), rule: {list, pattern: null} (RoomGrant names exact tools, so no pattern matched, which the spec allows), options (the card's approve/decline pair as ACP kinds), and question/askedOf on every permission.requested. The expiry and execute rows now carry their tool.update. The chooseDecision-on-a-parked-call row points at B3 too, and states its role rule.
#2691 (comment) (outside-tools /record route has no stated authorization)
Applies. As you say, the route doesn't exist yet. The ADR now gives it the same gate as the task board it belongs to: tasksApi.ts's dual auth plus requirePodMember(podId, userId) in read mode, the pair GET /api/v1/tasks/:podId already uses. Unknown pod is 404, non-viewer 403. The ADR defines no collector credential: a collector authenticates as a pod member and sees what that identity sees. A scoped, task-bounded collector token would need its own ADR before any such route ships. All three record readers get leakMatrix coverage.

This applies, and 3f902c5 settles it with a new D5 (CTO ruling):
A card tied to a parked call (B3). Only the credential owner or the asking agent's owner may rule it. chooseDecision refuses anyone else with a 403 and shows the reason on the card. So a ruling never exists without its line, and every permission.requested gets exactly one permission.decided, with role credential-owner or agent-owner. This is authorization, so it fails closed. Rule 19's over-delivery direction is about delivery guards, not about who may approve a credential's use.
Any other card. Every ruling by a member who may rule writes a decision.ruled line, with that human as the actor. It never uses null or decision-owner. A ruler who owns the asking agent is recorded as agent-owner.
One gap stays in the open: record-v1 at 50437c91 has no decidedByRole value for a member who owns neither the credential nor the agent. DECIDED_BY_ROLES holds only those four values.
Closing it takes an additive enum value in the spec, which keeps v: 1. The ADR lists this as open question 8, and the writer for those rulings doesn't go live until the spec adds the value.

Security gate, #2691 (ADR-033, docs-only, Proposed), at f51ddcf.
Note: the request named 1f3b5a3. The PR has since moved to f51ddcf, one docs commit ahead (onBehalfOf, egress kinds, the B1–B5 data table, the vectors gate, the route gate, the Go decision, ADR count 31). This review covers the head.
Checked against the spec tree at packages/seats @ 50437c9 and main's ToolCall.ts:
R2 (enforcement only in the broker): consistent. The writers observe after their own commit (D2), and nothing in the ADR moves an access check. HOLDS.
R1 (redact forwarding): the hook chain is real. store.js scrub() runs redactKnownCredentials over data, valet/env.js calls hook.redact(values), and no supervisor wrapper is on that branch, as the ADR says. Two gaps the ADR does not state:
redactKnownCredentials skips any value shorter than 8 characters (upstream-refusal.js:89). A short resolved credential is written into agent text and into the hash-chained line unredacted. The ADR's "credential values the writer was given" reads as all of them. It must say 8, and the launch condition must close it: either redact at any length, or refuse to write agent text when a resolved credential is under 8 characters.
Order: scrub applies only from the moment redact() has been called. Any agent text emitted before the valet hands over its values is not scrubbed. The launch test should place a credential in the first agent chunk, not only later ones.
argsDigest guessability: the risk is correctly stated in §7 and the reader rule is right ("readers must not treat the digest as hiding them"). But the mitigation is not decided. digestArgs (backend/models/ToolCall.ts:153) is an unkeyed SHA-256 over stableJson(args), so any pod member who can read the record can test guesses against low-entropy arguments such as an issue id or a boolean. The ADR has no open question with an owner for this, so the choice is left to the implementer. Needed in the ADR: name the decision (keyed digest for server lines versus omitting digests on low-entropy tools) and an owner, and state an interim rule until it is settled.
Tool-name and title claim: the broker rows use the exact tool name as title and question, so no agent-written text reaches B1–B5. That matches the ADR.
Not checked: the vector file and its runner (the 36-vector gate), which the spec sha covers; that is Sable's field and citation check.
GATE: HOLD. Fix the two items above in the ADR text (8-character floor and ordering in R1; a named owner and interim rule for argsDigest). With those, the remaining claims hold and I will re-gate.
Security gate note, #2691. My HOLD review was recorded at 3f902c5, but I read the content at f51ddcf, and the review body names f51ddcf. I have now read the 3f902c5 delta (D5 card-ruling authorization, open question 8). It does not change either HOLD item, so the HOLD stands at 3f902c5: (1) R1 must state the 8-character floor in redactKnownCredentials (upstream-refusal.js:89) and the redact-before-first-agent-text ordering, with the launch test covering both; (2) argsDigest needs a named owner and an interim rule in §8. D5 itself reads as sound: it fails closed on parked-call rulings.

Preserve the asking-agent owner role in the B3 record.
D5 allows the asking agent's owner to rule a parked-call card. The B3 permission.decided mapping still hardcodes decidedByRole: "credential-owner". A valid agent-owner ruling will be recorded with the wrong role. Derive the role from the actual ruler for the card path, and keep credential-owner only for credential-owner resolutions.
This conflicts with the D5 and B3 mappings in this ADR.

Agreed on the substance. The test belongs to the PR that implements D5 in chooseDecision and the record writer, because this ADR ships no code. That PR's acceptance:
Card tied to a parked call. The credential owner and the asking agent's owner each succeed. Any other member gets a 403 with the reason shown on the card, and the DecisionRequest stays pending with no ruling, the parked tool_calls row stays pending_approval, and no record line is written.
Every successful ruling writes exactly one line.
On a parked call, one permission.decided with the matching toolCallId/decisionCardId and role credential-owner or agent-owner.
On any other card, one decision.ruled with role agent-owner or pod-member.
The writer refuses pod-member on permission.decided.
The test fails if D5 is reverted, that is, if a non-owner ruling on a parked-call card succeeds.
The ADR text is unchanged at this head. The criterion can go into D5 alongside the pending spec sha.

Tier 2 security gate for #2691 (ADR-033, grant record, Proposed) at 35f3876. Head check: OPEN, not draft, base main. Docs only: ADR-033 (new) and the V2LandingPage ADR_COUNT bump (not reviewed here). The spec is packages/seats/docs/record-v1.md at 50437c9 on feat/moonjelly-record. I read the ADR and checked its authority claims against main (approvalActionService.ts, ADR-020 D3). I did not read the spec or the writer code.
HOLD on one defect: the parked-call ruling in D5 widens who may authorize a credential's use, and the ADR says it does not.
D5 lets "the asking agent's owner" rule a card tied to a parked call (D5 bullet 1; acceptance: "the credential owner and the asking agent's owner can each rule"). A parked call uses the credential owner's connection, so the asking agent's owner may approve a write made with someone else's credential. Today that authority sits with the connection owner alone: ApprovalAction's ownerUserId is the credential owner (ADR-033 §1 table row, and approvalActionService.ts), and ADR-020 D3 says approval cards are actionable by the owner only. ADR-033's own scope boundary says it does not change ADR-020 D3. For parked calls it does. D5 is recorded as a CTO ruling, and I cannot overrule that, but the ADR should not describe the change as unchanged. Required before ratification, either: (a) narrow D5 so parked calls are credential-owner only, or (b) state in the scope boundary that D5 amends ADR-020 D3 for parked calls, name the agent-owner case, and add the acceptance test that an agent owner who does not own the connection gets 403 on a parked-call card.
The parked-call branch depends on what "tied to a parked call" means, and the ADR does not say who sets the tie. If an agent can create a DecisionRequest that later becomes linked to a parked call, or if the tie is read from request input, the owner-only branch can be bypassed by choosing which branch a card takes. Required: state that the tie is written only by the broker when it parks a call (B2), that it is immutable once set, and that chooseDecision derives the branch from the stored tie, not from the request. Add that to the D5 acceptance test.
Disclosures to name in §4 or §7. Neither blocks Proposed status.
3. The readers return askedOf.id and actor.owner, which are credential-owner user ids, to every pod member and to every agent with a cm_agent token in that pod. The ADR says the readers return the whole record and gets leakMatrix coverage, but it does not say that credential-owner identity becomes visible to all members. This is the same class as the grantId/credentialOwnerId question I gated in #2686, where I left member-level display as a product call. Ask Lily to confirm it for this record too.
4. The OTLP and JSONL readers use a member's JWT or cm_agent token, so an external collector authenticated as a member receives the full record outside Commonly. §4 already says a scoped task-bounded collector token needs its own ADR before any route ships. I accept that, provided the ADR names the exposure in §7 and does not describe it as bounded by pod membership.
Checked and holding:
R1 (redaction) gates launch on a forwarding test, not on the redaction being complete. Agent text is the only path that needs it.
R2 keeps enforcement in the broker. A missing grant.revoked is recorded as an audit gap, not an access gap.
argsDigest carries the guessing caveat in §3 and §7.
No credential values are written: the credential.* kinds are excluded from broker writers.
The reason will be displayed to describe this comment to others. Learn more.
Tier 0 docs gate for TASK-512-adjacent ADR-033 (#2691 at 35f3876), checked against record-v1 at fb686d4.
Holding and verified:
ADR_COUNT = 31 matches the 31 ADR-*.md files at head.
§2 D5's record rules match packages/seats/src/record/format.js: PARKED_CALL_ROLES excludes pod-member (line 20), and permission.decided checks against it (line 339). The format test at record-format.test.js:227 asserts the refusal.
The argsDigest vector count is 36, as §3 says.
The decidedBy null refusal (§3) is at format.js:337.
Must fix before ratification:
§2 D5 line 113 says the service test "covers the route", in the present tense. No such test exists at fb686d4. The existing decisionRequestService.test.js 403 cases cover a bot caller (line 258) and a non-member stranger (line 268). None covers a pod member refused on a parked-call card, the card staying pending with no ruling, or exactly one record line per ruling. The D5 text above it is a requirement, which is fine. Line 113 needs to say the route test is required and not yet written, or name the test file once it exists.
§8 open question 8 reads "Spec sha: <pending>". Fill it with the spec commit, or say where it will be recorded, so a ratifier can cite the spec.
Adding a third item to my HOLD at 35f3876, which agrees with Rhea's HOLD at the same head.
§2 D5 lets the asking agent's owner rule a parked call. Line 336 says "ADR-020 D3 is unchanged", but ADR-020's own text limits card action to the workspace owner, and ADR-033 line 63 cites it as "owner only". Either narrow D5 to the credential owner, or state the amendment in the ADR and in ADR-020. The ruling is the CTO's. My two items from the review still stand.

Tier 0 docs re-gate for #2691 at e2c89e2. D5 is narrowed as the CTO ruling says: a parked-call card is ruled by the credential owner only, and the acceptance block now names the asking agent's owner. Checked:
§2 D5 and §5.2 line 337 now agree that parked-call rulings are credential-owner only, and that ADR-020 D3 is unchanged.
ADR_COUNT = 31 matches the 31 ADR-*.md files at head.
Three must-fix items before ratification:
D5 says the parked-call rule is "as ADR-020 D3 requires", and ADR-033 line 63 cites ADR-020 D3 as "owner only". ADR-020 D3 on main says "Cards are actionable by the workspace owner only" and never says "credential owner". The ADR-033 reading (the owner is the connection/credential owner, ApprovalAction.ownerUserId) is probably the intended one, but the ADR does not state it. Either say in D5 that ADR-020's "owner" means the credential owner and why, or amend ADR-020's wording in the same PR. A ratifier should not have to infer this from the code.
Line 114 says "the service test covers the route", in the present tense. No test on feat/jellymoon-record at fb686d4 asserts the parked-call 403 path; the 403 cases there cover a bot and a stranger. Change it to "will cover" or name the test file once it exists.
§8 open question 8 still reads "Spec sha: <pending>" (line 390). Fill it or say where it will be recorded.
Rhea's security leg is hers. This is the docs leg only.

Tier 2 security re-gate for #2691 (ADR-033, grant record, Proposed) at e2c89e2. Head check: OPEN, not draft, base main. Supersedes my HOLD at 35f3876 (review 5643714421). Delta from 35f3876 is ADR-033 only (8 insertions, 7 deletions). Docs only.
Item 1 from my HOLD is cleared. D5 now limits a parked-call ruling to the credential owner. The asking agent's owner gets a 403, which matches ADR-020 D3. §5.2 and the B3 row say the same. The acceptance test names the agent-owner case.
Item 2 from my HOLD is still open, so the verdict stays HOLD. The ADR still does not say who sets the link that puts a card on the parked-call branch. "A card tied to a parked call" is the branch selector for the owner-only rule, and nothing in the ADR states that the broker writes that tie when it parks the call, that it is immutable once set, or that chooseDecision reads it from stored state rather than from request input. Main has no decisionCardId link yet (backend/services/decisionRequestService.ts:356 and routes/activity.ts:247 read no tie), so this is a spec gap, not a code path that exists today. If the tie can come from an agent-created DecisionRequest, the owner-only branch can be avoided by choosing which branch a card takes.
Required before ratification: one sentence in D5 saying the tie is written only by the broker's park path (B2), is immutable, and that chooseDecision derives the branch from stored state. Add it to the D5 acceptance test: a request-supplied link is ignored.
Disclosures from my earlier review (items 3 and 4) are not addressed in this delta and remain to be named in §4 or §7. Neither blocks ratification alone.
Require R1 to test the first agent-authored event with an 8-character credential.
R1 currently requires only that a resolved credential value is absent from record bytes. It does not state the 8-character threshold or require the supervisor wrapper to redact the first agent-authored event. Require a value of at least 8 characters in that first event, then assert that the raw value is absent and [redacted] is present. This catches a wrapper that forwards redact only after the first write.

State the decision-pair invariant for terminal requests only.
Line 90 says every permission.requested "gets exactly one permission.decided." B2 emits permission.requested while the call is still pending_approval. The matching permission.decided comes later, from B3 on resolution or B4 on expiry. A pending request therefore has no decided line yet, and the stated invariant does not hold for it. Sable docs/code gate at d2dbd42, the current head of #2691. The PR owns docs/adr/ADR-033-grant-record.md (+461, Proposed) and one line in frontend/src/v2/landing/V2LandingPage.tsx (ADR_COUNT 30 → 31). I read the whole ADR and checked its code and commit citations against the repo.
Citations verified.
chooseDecision is at backend/services/decisionRequestService.ts:356. Today it admits any human pod member, with no stored-tie branch. The ADR says so in §5.2 and Appendix item 14.
callTool (toolBrokerService.ts:1190) passes connection.ownerUserId into the approval (line 1266). resolveApproval (approvalActionService.ts:790) refuses when row.ownerUserId differs from the caller, with 403.
Redaction skips values under 8 characters (upstream-refusal.js:89 at 50437c91), as R1 says.
argsDigestOf returns sha256: over canonical unkeyed JSON (format.js at 50437c91), as §8 item 9 says.
DECIDED_BY_ROLES at fb686d4f includes pod-member, and PARKED_CALL_ROLES excludes it.
The commits cited (fb686d4f, 50437c91, 0ad9d7099, 099db50) all exist. packages/seats is not on main until #2739 lands, and the ADR says so.
ADR_COUNT = 31 matches the 31 docs/adr/ADR-*.md files on this head.
git diff --check is clean.
Non-blocking: D5 reads as current behaviour in places. The first bullet of D5 says chooseDecision "derives its authorization branch from that stored tie" and "refuses anyone else with a 403", in the present tense. Today's code does neither (see above). §5.2 and the Appendix say this, but D5 itself does not. Suggest one status line under the D5 heading: "Requirement, not yet implemented. Today chooseDecision admits any human pod member." That is the same status-discipline failure the CLAUDE.md ADR section warns about.
Scope note. The ADR's writers, R1's launch test and the D5 route test are all stated as not yet built, so this docs PR claims nothing that needs a test here.
§8 item 8 is resolved. Keep the activation gate, but state that the writer waits for the fb686d4f spec change to merge and be cited in the implementation PR.

Reconcile the credential-owner mapping with ADR-020 D3.
ADR-020 D3 says cards are "actionable by the workspace owner only" (docs/adr/ADR-020-admin-guide-delegated-authority.md:69). ADR-033 D5 instead maps that rule to the connection's credential owner and states that "This interpretation changes no ADR-020 authority." The broker sets that owner from the connection row's creator (backend/services/toolBrokerService.ts:640, :772). It passes the value as ownerUserId into the approval proposal (:1266), and the source describes it as "the member who connected the row" (:646-647). A connection can therefore have an owner who is not the workspace owner. In that case, parked-call approval moves to that member, which contradicts ADR-020 D3 and the ADR's own no-change claim.
Resolve this in one of two ways:
Narrow D5 so that parked-call rulings require the ADR-020 workspace owner.
Amend ADR-020 and ADR-033 together. Define the credential-owner rule explicitly and remove the "changes no ADR-020 authority" sentence.
Add a test at the approval boundary where the connection creator is not the workspace owner. The test should assert that the creator's ruling is refused, or that the amended rule applies.

Partly fixed in 141d441. The overclaim is gone: D5 now says it narrows ADR-020 D3 on the tool-call path, and that when the credential owner and the workspace owner are different people, only the credential owner can rule.
Not fixing the requirement itself here. T2 is ruled credential-owner approval only (TASK-512), and adding the workspace owner is the deferred delegation question, which is Sam's call. D5 records that as open and names the approval-boundary test (creator ≠ workspace owner) as a precondition for any change.
The reason will be displayed to describe this comment to others. Learn more.
@lilyshen0722 Understood. I will not press for workspace-owner approval in this PR. My suggested test that requires refusing the credential owner does not fit the stated T2 ruling.
Based on your description, 141d441e removes the no-change claim and makes the authority difference explicit. The remaining ADR-020 alignment is deferred, not resolved. This thread therefore remains open for that limited concern.
Any later authority change should include the approval-boundary test where the connection creator and workspace owner differ. That test should enforce the approved rule, not assume workspace-owner authority.

docs(adr): ADR-033 grant record (Accepted)
Oct 26, 2026
The one commit since d2dbd42 is doc-only, and it checks out: the status line reads Accepted and says the two launch questions stay open, and §8 q9 now states the launch rule that server record lines and exports carry no argument digest. D77 is gone from the ADR.
HOLD: the ADR_COUNT bump is wrong against current main. This branch was cut before ADR-032 (docs/adr/ADR-032-sub-pods.md) landed on main. Main has 31 ADR files and ADR_COUNT = 31. The PR diff against main shows ADR_COUNT going 30 → 31, which is a delta from the older base. After this PR merges onto current main there will be 32 ADR files (main's 31 plus ADR-033), and the literal stays 31. frontend/src/v2/__tests__/v2-layout-invariants.test.ts (line 4465) counts ^ADR-\d+.*\.md$ and compares it to ADR_COUNT, so it fails on the merge commit.
Fix: rebase onto origin/main and set ADR_COUNT = 32. If #2428 (ADR-031) merges first, the count is 33, and whichever PR lands second has to bump it again.
No other blockers found. The private-name scan on the changed lines is clean: no D77, watcher names, or seat paths. Person names such as Lily's ruling already appear in ADR-030 and ADR-032 on main, so I am not holding for them.
Decides which Commonly objects (RoomGrant, tool_calls, ApprovalAction,
DecisionRequest, Task) write seats.record lines as record-v1 defines them,
matched to packages/seats/docs/record-v1.md at b7b71f6. Keeps R1 (redact
forwarding is a launch blocker) and R2 (enforcement lives only in the
broker; a missing revoke line is an audit gap). Open: the decision-owner
model and the server-side commonly_* writer.

CTO ruling: a card tied to a parked call may be ruled only by the
credential owner or the asking agent's owner; chooseDecision refuses
others with a 403 shown on the card, so every permission.requested
gets one permission.decided. Fails closed because it is authorization;
rule 19 covers delivery guards. Other cards: every ruling writes
decision.ruled with the human as actor. record-v1 has no decidedByRole
for a non-owner member, so that value is open question 8.

The decision kinds now match the format: decidedBy and decidedByRole are

The HOLD is fixed. The branch is rebased onto current main, which has ADR-032. The PR diff against main is now only docs/adr/ADR-033-grant-record.md (+464) and the ADR_COUNT bump from 31 to 32. Main has 31 ADR files. The branch has 32, which matches the literal. The v2-layout-invariants count test passes on this head.
ADR-033 is byte-identical to the 5e5fe5d content I already reviewed, so the earlier checks still hold: the status line reads Accepted with U-questions still open, §8 q9 states the no-argument-digest launch rule, and D77 is absent. The private-reference scan on the added lines is clean.
Merge order: once #2428 (ADR-031) lands, the count becomes 33, and whichever PR merges second needs that bump.
The reason will be displayed to describe this comment to others. Learn more.
Re-gate for #2691 (ADR-033) at head 141d441. The diff since a4662ed is one paragraph of ADR-033 D5, and the rest of the file is unchanged.
The D5 narrowing matches the code.
toolBrokerService.callTool (line 1195) sets ownerUserId: connection.ownerUserId on the approval row when it parks a call (line 1271), so the stored owner is the credential owner.
resolveApproval (approvalActionService.ts, line 801) rejects any caller whose id is not row.ownerUserId. For a parked broker call, only the credential owner can rule, and a workspace owner who is a different person gets a 403.
That is a real narrowing of ADR-020 D3, which makes the workspace owner the ruler. The new paragraph says so and no longer claims "no ADR-020 authority changes". The workspace-owner question is left open as TASK-512's delegation question, with an approval-boundary test (creator ≠ workspace owner) as a precondition. Both are stated.
Nit, not blocking: the 403 that resolveApproval returns for a non-owner reads "Only the workspace owner can decide this", which names the party the new D5 says cannot rule on this path. Changing that copy to say "credential owner" would make the code match the ADR. It is not part of this PR, so I am not holding for it.
The file count is still 32, and the ADR_COUNT bump from a4662ed is unchanged.
